Santo Domingo.- The amendment to the Juvenile Code seeking tougher penalties for underage offenders was debated at a roundtable hosted by the Institutionalism and Justice Foundation (Finjus) Tuesday, and in a press conference at the Dominican Evangelical Council, where opposition to harsher sentences against minors was prevalent in both activities.

Former John XXIII Center President Manuel Olivero said pre-teen minors should be excluded from any legal sanction, while in the case of adolescents, and suggested an increase proportional to the crime committed.

He said the government must create mechanisms and agencies aimed at rehabilitating adolescents.

In the same activity, Procedural Law Association president Ricardo Rojas Leon said if the amendment is passes, we would be Latin America’s second country in imposing tougher penalties on minors. He called harher punishment as unjustifiable from a social standpoint.

Dominican Evangelical Council, which groups most Protestant churches, also opposes increasing the penalties for juveniles in conflict with the law as a majority of the lawmakers propose, and asked that authorities pay more attention to families.

All we do is produce delinquent minors, how about rehab and training for the first timers, for the second offenders, give them a florescent vest , hard hats , garbage bags and equipment then have them clean the streets from 7am to 5pm with a supervised hour break and the third offender , they must participate in hard labor for 15 months pressing-out washers, nails, screws , nuts, bolts and make all government uniforms.

I have seen these youngsters murder two innocent people in cold blood, one a taxi driver and the other a man at an ATM and I have seen on another two times youngsters putting a pistol at the head of an innocent person and demanding money and phones ,,I know the police do round ups and enter the homes of these juveniles and just seize stolen property and I know they drive at night seeking the youngsters about to rob or injur and they shoot them without question ...I think much longer prison sentances are preferable even though they will come out of prison more hardened I suppose

We all MUST oppose tougher penalties for convicted minors because:

-They are the true VICTIMS of a corrupt system
-Lie-onel, Felix B. (add more names) are still walking free
-They are denied EDUCATION in favor of a useless metro
-They see the entitlement mentality of the GROWN-UPS around them
-They are the true PRODUCTS of a corrupt society
-They see no hope
-...on and on...

the education depends what kind of education u get will base the salary u will earn for the rest of your life.
unless u want your kids to run wild in life help get your children a good education at any cost.

You may want to rephrase that to "better and more education give you more and better opportunities to make a better salary"... I know a few people that got very minimal education and they far out earn me and I'm sure many on here... are they happy? well that another question... but education and morels are first learnt in the home..and that is the determining factor of a law abiding and morel person...

I understand the anger of the people against these wild children but we have to understand why they are the way they are. They live in a country where there is little to no chance of advancement and the only example they have is of politicians from the presidents on down, military and police from generals on down that get away with murder, robbing and massive abuse of authority. What are they supposed to do? I am in no way accepting what they do but until we start fixing the problems from the top, and start sending all the real criminals to jail, those kids will continue to run wild.

I say- freeze all of Leonel Fernandez's and his wife's account along with all their other cronies. Seize the money they stole from the people and reinvest it in education and social programs. As for the churches, well they have obviously failed in their duty to provide moral guidance. Confiscate their buildings (since the Catholic ones at least were government funded in accordance with the Concordat) and convert them to schools and reformatories, and sack the clergy and tell them to get a real job.

Roystone i agree with you completely on the part of taking everything away from the church. The church has and always had an incredible amount of influence on the government and the people. The day the church tells the poor to go take their country back , because of the blind faith of the poor, they will do it. The church will not do it because they'll be biting the hand that feeds them. They are as responsible as any politician/military/police crook. An example of that was how the church turned a blind eye to the nazi genocide. All the pope had to do was to tell Hitler to stop and he would've. He was extremely catholic and hated the jews for killing jesus christ and considered them demons. He gave an immense amount of money to the vatican so they did nothing. 50 years later the present pope comes out and apologizes. After more than 12 million deaths. Meanwhile their coffers are full.

Jojosnogood its not about being liberal, its about being a rational, intelligent and fair human being. I said before i didnt condone their actions but we do have to ask why this is happening. I believe in punishment but i also believe in rehabilitation- depending on the crime. If you dont stop the cause for this wave of children comitting crimes you'll end up with a never ending population of junior criminals. The brute thing is the easiest thing to do but not always the best way. And about the athiest thing- i notice you have a lot of respect for god with the whole god da?m thing..... Another hypocrite.

My religion is humanity riosm. I've noticed that a lot of "religious" people believe that all you have to do is say -i believe in god and its all good. They will kill, steal, rob, lie, cheat and everything else you can imagine but they will be the first in church on sunday and back to doing the same things on monday. If that is what you want to be a part of go for it. I believe in just being a good human being, i am not more or less than anyone else.

They have good reason to believe it, because the Holy Bible, (the inerrant word of God, compiled by the Catholic Church at the Council of Nicaea in 325 AD) says so in many places.

Isnt that ironic? I believe everyone has the right to believe whatever they want. A lot of people need something to believe in. Its also ironic that the word of god, as with most other religions was spread and enforced by the sword. If you didnt believe what the masters believed you were killed. As long as youre killing in the name of god- which ever it may be- its ok.
