Santo Domingo.- Long considered a stalwart of honor in civil service, Superior Electoral Court president Mariano Rodriguez has also been linked to the latest government scandal, for which on Tuesday asked that his pension as an ex Central Electoral Board member be suspended, to remain in his public function.

"I made this decision despite the content of the communication dated June 22 this year, signed by JCE Pension Plan administrator Rafael Ortega Díaz, based on the provisions of the Central Electoral Board’s Regulations on the Pensions and Retirement Plan," he said In a letter to the JCE.

"I make this request for the period I remain in public office as president of the Superior Electoral Court," says the Oct. 18 letter by Rodriguez, who was granted a pension even though he served in the JCE only from 2006 to 2010.

The unequal distribution of pensions in the DR

Arismendi Diaz Santana, an expert on pension plans in the DR, has written to Hoy to outline the major inequalities in the pension plans granted during the Fernandez administration.

He makes the point that the system allows high-ranking government officials to retire with million-pesos worth in pensions after only four years in the job.

High-ranking government officials are allowed to retire with a pension of 50% of their salary, even after only having served for four years.

This privilege is not granted to others working in the same entities. If they have been in the post for 16 years, they are authorized 100% of their wage and if deceased, their widow or widower can claim the same amount.

"Obviously, those irritating privileges are against the nature of principles of equity, equality and social solidarity established in Law 87-01 for the Dominican Social Security System (SDSS)," writes Diaz.

He explains that they also generate a major deficit that compromises the fiscal balance and makes it unlikely for the government to fulfill the fair requests of thousands of elderly Dominicans who would like to enjoy a minimum pension, as in the case of retired sugar mill workers.

"These situations take advantage of the unfair income distribution system in place that enables the state to grant millions of pesos in pensions to high-ranking government officials, which is totally divorced from the social role of the state and unrelated to any contributions or dedication the officials have made to government," he writes.

He congratulated President Medina on the decree that limits the government pension plans, issued last week after the scandal in which the former Superintendent of Banks authorized government compensating funds for the Superintendence of Banks pension allocations to former employees, including himself.

And yet, rather than fighting to eliminate it, they have always worked harder at getting their piece of the pie.

Hey Josean he has only been in office for what 2 months and 7 days and you expect for him to fix 51 years of bad governments and corruption in this country in such of short time. Josean it is the Dominican people mentalaty that if any family member gets a government post to employ as many family member as he can and their friends because if that government official doesn't do it, then he is no longer family and will be lable as a bad person. So my question is to you now who are the politicians in this country?, people from another planet or just pure Dominicans doing what they know to do best which is take whenever no one is watching and if they get busted then they ask to be pardon. Politicians are no more than our own people stealing what they can because that was the way that they were raise that is the majority of the people of this country. So again who are you going to put the blame on it, just in Leonel or you are going to blame it all. It is just that now is coming to light.

I agree but will say, Danilo has be on the inside a long time and should know almost all the in's and outs of who has been doing what..

Yes it is ingrained with in the people, but that too can change fast when the people see them getting locked up and have all their assets removed (including family assets).
Give them a shirt with "I'm a government thief" or something in that order and make them clean streets in public...

By day, a broom, a garbage bag and load shirt "Corrupt government official" and nights in jail, for a long time.

Just a thought...?

bernies does that include the 12 Narco years of Lie-onel that Saint Danilo supported blindly and still does and has over 80% of the thieves reappointed to his government?

The government Saint Danilo worked directly for until 2006 and after Lie-onel used the “Resource of the STATE to defeat him,” Saint Danilo’s words not mine, and then he remained silent while the PLD borrowed the most in Dominican History and has created the largest debt and deficits since 1492, to use the Resources of the STATE to steal Democracy from the Dominican People!

The guy who now wants to cover up the corruption, malfeasance and theft perpetrated on the Dominican people by his leader, Lie-onel, and his party, the PLD, of 187 billion pesos by MUGGING the Dominican TAX payer, yet again, with CRIMINAL NEW TAXES!

Medina may yet surprise us! I hope he mentions Brazilian President Dilma Rousseff soon. That will turn some necks.
