Santo Domingo.- Hurricane Sandy’s downpours forced the people, according to the Emergency Operations Center’s (COE), latest figures, with 104 towns cut off and one person dead an another missing.
Numerous rivers and streams overflowed their banks and damaged 1,149 houses, with several bridges collapsed.
The Public Works Ministry said only heavy vehicles can cross the section of road next to the southern municipality of Azua, from the landslides and flooding.
In Barahona province, which has the most rainfall at around 278 mm, 200 houses were damaged, and 42 in the towns Jaquimeyes and Bombita.
Towns are also cut off near eastern Bayaguana and Monte Plata.
The COE director Juan Manuel Mendez said alerts were heightened in most parts of the country, as rivers crest.
The downpours from Sandy, which remains a category 2 hurricane, will continue until at least noon Saturday, according to the National Meteorological Office (Onamet).
One dead, one missing
Also reported was the death of a young man and the disappearance of another, after he was swept away by a rising stream in San Pedro (east).

Sub-standard building in unsuitable places, and over-clearing of land (both by feral peasant squatters) is the real cause - heavy rain is normal.

Yes RoyStone ..I see the same problem in the same residential areas everyyear ,,because the drains are clogged up or simply are not big enough ...The best exmamples that I personally know of are the main aterial road in la Romana ..more than 8 feet deep often and nothing done toput in a new drain to take all the water away that sweeps down from higher streets and then in San Pedro ..it is again the main street and near the stadium ..every year and nothing is done about it ,,,they simply sweep the garbage into the drain holes to make it worse../ As you point out the storm yesterday was nothing abnormal for many countries and there was little wind ..other places cope very easily ...has nothing to do with the METRO .

Poor, dilapidated infrastructure has been par for the course in much of the Caribbean region. In Cuba, many people were killed during this current storm because of the dilapidated conditions in many housing units. As Ricardolito states, drainage systems are inadequate or non-existent throughout much of the nation-DR. And I might add, in many other Caribbean nations.
It will take many more decades of serious--billions of dollars- infrastructural modernization upgrades to better prepare the region for these natural disasters.

task force when such a disaster happens. I guess they are not trained in such capacity exept to

I don’t oppose infrastructure projects just for the sake of opposing them; what I oppose are poorly planned, and poorly financed ones that are not part of a national strategy of strategic infrastructure development based on addressing priorities that gives the most bang for the peso.

The passing of Hurricane Sandy in the area of the Caribbean has highlighted the precariousness state of the Dominican public works. A steady rain generates an accumulation of water in the main avenues of the capital and vehicles were stranded.
That happened in avenues such as the Sarasota, Ortega y Gasset, Núñez de Cáceres and other main roads of the city. Drainage systems do not work because the government of the National District doesn’t clean them properly.
The same applies to the bridges that are destroyed and the roads that are imparied because they corrode. It happened again onn the path to and from San José de Ocoa. Hills that slide and hampered road travel. The constant rain is responsible for bring to light the bad constructions.
And worse still: rain puts to bare the misery of Dominican society.
