Santo Domingo.- At 3pm Monday Mr. Fernando Nuñez submitted the documents to sign the death certificate of the late ex president late Joaquin Balaguer, which had yet to be issued10 years after his burial.

The late declaration of Balaguer’s deaths was submitted to the National District Office of the Registrar, where a judge has to issue the definitive ruling.

Prior to his death on July 14, 2002, the former president donated some lands to the Catholic University of Cibao (UCATECI), but title couldn’t be transferred because of the lack of Balaguer’s death certificate.

This another good example of the senselessness of hard ass bureaucrats. And the above is not only common for the DR but true all over the world. I deal with similar things on an everyday and it is quite frustrating to see how these anal retentive animals operate. They are totally inflexible, like mindless machines which get into a fixed routine and act out on their day-to-day duties without exercising any form of intelligent judgment.

Probably someone was not prepared to pay the "Fee" needed for some bureaucrat to sign the needed document and deal with the paperwork involved. Presumably this has now been done so the certificate can be issued and the individual involved can bank the money!

I got bad news for you Josie. The litttle he accumulated in life was donated back to the people in needs including his inheritance from his parents as stated in the Nuria's show. That is something you cannot even says from the Socialist messiah Juan Bosch. He lived with his sisters in their family residence not in the palace. Almost never flew out of the country spending taxpayer money. Think about this 22 years and only one Billion to the external debt. Quite true Vacanos-When the daughter, nieces and nephews of the Mirabals sisters became supporters and allies of Balaguer, it should be more then enough to tell us something to what is behind the man.

Leonel was never a protege of Balaguer ...he often spoke highly of Bosch , who of course,was a President for less than one year but the founder of both the PLD and the PRD . The headline in this article is totally inappropriate because he was an enigma but not a despot ...defintely a multi sided man.
BLANCO I agree with you entirely that the heading is inappropriate and I agree with anthonyC also for questioning it .

Balaguer tenia sus cosas malas, pero las buenas sobrepesaban las malas. Durante su gobierno,se reducio bastante los gastos administrativos, el deficit fiscal estaba bajo control, el crimen, la corrupcion y la inmigracion ilegal no eran asuntos de la magnitud de ahora...Al menos Balaguer era un hombre patriota aunque yo no soy un fanatico y hay que reconocer que durante sus 12 años hubo cosas oscuras..

Hernandez, 100% in agreement witrh everything you have stated.
Those that condemn Balaguer's administration have to accept that it was he who kept the military at bay and permitted democracy to take hold in DR. Remember it was he who agreed to abdicate the presidency when the military tried to keep him in office in the 1978 elections won by Don Antonio Guzman Fernandez. He protected our borders from "Peaceful invasion " revitalized the construction industry (back when Dominicans did the work for just pay).

Despot ? Not really. Nationalist? Yesss! Overall grade I'd give him a B. His administration is looking better every year and with every Haitian that crosses the border illegally.

Josean, I was not a backer of Balaguer in any of his elections. I would have preferred Bosch, Guzman Fernandez , Jorge Blanco, and Pena Gomezin all the elections he participated.
Balaguer won the 65' election fair and square as the women of DR voted overwhelmingly for him. That there was fraud in all the elections there is no doubt. But when the critical time came for continued fraud or peaceful transfer of power. He finally did the right thing and won reelection on his own merits 8 years later.
During the elections of 1978 Guzman Fernandez was ahead in the vote count when the military confiscated the ballots and annouced a miraculous recovery by Balaguer. When pressed by the international community , Balaguer overruled his powerful generals and accepted defeat and stepped down. Never in our history had a standing president abdicate without a struggle. So yes he allowed truer democracy not pseudo-democracy to take hold in DR. As stated I didn't back him but I give him credi

Under no definition of despot or despotism , could Balaguer or his administrations fall into those categories ..it requires just a reading of the history of this country from a large number of sources that he does not meet this definition . I would like to read the evidence that could prove he was a despot ..I am sure none exists ..
No matter what era of Dominican history is examined , the one thing that is for certain ,,there really does not seem to be a good history of the country that is properly researched and referenced , I live in a home in ZC that was formerly a home of a president and my lengthy research on his role and that of other people in is era is riddled with conflicting statements and accounts .

czar - a person having great power
potentate, dictator - a ruler who is unconstrained by law

Some here will not dare to use the term of despot on a murderer like Fidel or his brother Raul, yet they fill the shoes quiet well. Hypocrites! The definition seems to fit Trujillo more than Balaguer.
