Santo Domingo.- The Immigration Agency director on Wednesday said it collaborated with companies and producers to register 380,000 Haitians who work in all of Dominican Republic.

Jose R. Taveras announced advances in the National Foreigners Stabilization Plan, which he affirmed will solve the status of people who were born and live in the country, but don’t have family ties in their nation of origin, commonly known as “stateless.”

He said the Plan will regularize the situation of hundreds of Haitians and other of nationalities, who reside in the country illegally.

“There’s an entire blackmail industry around the Haitian immigration in the country,” the official said, interviewed by Huchi Lora and Patricia Solano on Telesistema, Channel 11. “I’ll neither tolerate blackmail nor extortion of immigrants by Immigration agents or officials in my tenure, and proof of that is that we charged 17 inspectors and agents who worked in the agency last month, who are being prosecuted for breaking the General Immigration Law.”

Taveras said the agents were charged for shakedowns of illegal Haitian immigrants to let them work in constructions and sell trinkets in the traffic lights. “In an operation with undercover agents, we managed to surprise and file charges against 17 inspectors who went out in the Immigration bus to gather undocumented people and if these paid they were released.”

STATELESS!!!!! You've got to be kidding.. Send them back, that's all. Why waist government monies, 380k documented illegals. Since we know they exist, we know where they live, those are the first to go

Good work.

As for the the so called "stateless" people, the Haitian Constitution is very clear: Haitians DO NOT LOSE THEIR HAITIAN CITIZENSHIP when they migrate or immigrate legally or illegally from the nation state.

To Wit: "At six foot two and weighing 185 pounds, triple jumper Samyr Laine seems every inch the all-American New Yorker he is by birth.

Yet Laine, who combines athletic prowess with a university education and qualifications as a lawyer, is fiercely proud of his adopted country of Haiti.

Both my parents were born in Haiti, so that's how I'm able to compete for them," Laine told BBC Sport.."

Does this country have a quota on the number of Haitian immigrants each year?

I believe it should, based on how many can be assimilated. There should be entry requirements, like knowledge of Spanish, good character references, no communicable diseases and a commitment to abide by the the law of the land. Only those who meet the criteria be allowed in and only until the quota is reached. Those who enter illegally should be immediately deported, and not eligible to apply for say 5 years. Breach of any law that would warrant a prison sentence should be deported immediately with no option to return, ever.

Its a shame that so many Dominicans have an issue with immigration. How can you be so bias?!? It kills me that so many people in DR discriminate against Haitians but then expect to get better treatment when they immigrate to another country like the US!! There are no jobs in DR because dominicans don't want to work. But an immigrant dominican will work 7 days a week in New York from 7am-7pm for $300 a week! STOP hatin on the haitians they are trying to live just like everyone else around the world... Its like here in NY ask a high school drop out to start at an entry level position they look at you like you are insane! Its a societal issue world wide! And quotas for what? Its not like it will be followed. DR might as well have no laws! But I still love that country...lol!

Yari,
But an immigrant dominican will work 7 days a week in New York from 7am-7pm for $300 a week! <--Dats a wetback.....In DR the illegal haitians work for pennies on a dollar and whenever they are spotted the parents let the kids know and the kids grow up thinking any hard labor is for wetbacks only.

Got to get rid of them. They are taking jobs and obtaining hands on experience without paying for education that belongs to the dominican people, with the help of the come solo employers

I'm american with dominican parents and I'm a 7 to 7 guy when I'm needed, plus on a construction management wage and DOUBLE TIME pay for O/T, why not.... Like Redman would say "I'll be dat , I'll be Dat"

Roberto Jose,
I am as well an american with dominican parents! I am a 9-5 girl working for the criminal justice system..but I worked for this and not through civil service status. You can find not only dominican immigrants but many other immigrants that work 7 days a week earning $300. They do it because Americans don't want these jobs. The same applies in DR. Dominicans dont want to do the work the haitians are doing. Dominicans are inheriting the "entitlement mentality." Here in the US we offer a free education; do our people take advantage of it, NOPE! but others come and work hard and obtain degrees based on their hard work. They have to work for pennies because thats "their reality." If they were in the US then their reality would change to dollars. Getting rid of them is not the solution because if its like that then lets get rid of all these dominicans that are coming to the US to give birth and then go on public assistance.

Yeah, I'm against ANCHOR BABIES also...That's where my 43-47% goes after a long week at work...

Stop FrUntiN Yari...Put that CRIMINAL JUSTICE cap back on and you'll get a better perspective.

I don't know Yari, it seems like you're almost agreeing with me. Keep reading these articles from our parents land, you'll feel the same way..and I'd like for you to pay attention to the criminal tendencies of our beloved dominican government, Yari... You'll see what most of us are talking about.

At the end of the day, it's the wetbacks fault. In DR's case it's our besinos...

When my neighbors dog crap in my yard, I fling it back over.

Roberto Jose,
There's no front'in here!!! You feel that way because you were born here!!! Sounds like you have a bit of the entitlement mentality. Im not saying that the dominican government is not corupt. Im just saying the solution has nothing to do with the Haitians! I prefer using the term illegal immigrant and not "wetback". And at the end of the day even though we were born here we are still a bunch of spics to white America!! Try going to Texas to see if dominican born americans are treated like "true americans." I feel blessed and lucky that my parents took a chance years ago and granted me this opportunity!!! I refuse to forget about those that are not as fortunate. We take our luxuries for granted! Oh yea and FYI the criminal justice system in the US sucks as well!!! Do the research. Our prisons are full of miniorites. Blacks then hispanics!!!!

Nah Yari, no entitlement mentality here. I have been working since 5yrs before my working papers, haven't stopped since and never collected unemployment.

We got to start somewhere and it might as well start with ALL illegal immigrants ( not excluding the hatians),. Can you fault the texans, look at where they are situated they are tired of whats coming over that border unannounced, doing dirt and hopping back over. If DR doesn't take an initiative it will soon be a texas and we don't want that, there are more AK-47's in haiti than in DR and DR has too many generals with no soldiers

I'm happy also that my parents made that move in the 60's and gave me a true opportunity, we are lucky. The ones that are less fortunate is of their own fault, they should do it the way true immigrants do it and fill out those papers.

US justice system is awesome, they lock-up everyone and their mothers.

"ENTRAPMENT" If those minorities knew the meaning, most will come out of those prisons

yari4u, I am interested in your statement:

"Here in the US we offer a free education; do our people take advantage of it, NOPE! "

Some here hold the view that many of the problems in this country stem from the fact that the government does not spend enough on education. I have made the point that many Dominicans are not interested in education, even if the government spent more on it. My wife and I have offered free English and free guitar lessons in out village - no takers. To busy doing nothing and getting fat.

Don't lost your time with ROBERTOJOSE, this guy is bounded. He don't want to understand what you try to explain him.
His hatred for Haitians is stronger than reason. Hewrote " When my neighbors dog crap in my yard, I fling it back over." but he forget the Dominican's dog crap is in the yard of Puerto Rico. and thethe Puerto Ricans fling it back over. How you expect to have some respect of the dominicans in the other countries then you threat the haitians bad in your country?
The dominicans look only the situation of the HAITIANS in DR, but he forget they have a lot of chinese, ARAB People live in DR without papers,

The hospital of Usa have a lot of women DOMINICANS WHo come in USA for have papers. You have a lot of DOMINICANS WHO DO THE SAME IN PUERTO RICO. A lot of DOMINICANS WOMEN Don't want to do children with the dominicans and choose to do that with the foreigner?

Dominican officials to not want to regulate illegal Haitians want this situation because the Dominicans do not want to work in construction, officials want to help managers and investors.

KISKEYAMAN,
Your said in effect the Dominicans discriminate against Haitians but accept that "they have a lot of chinese, ARAB People live in DR without papers,"
and I'm saying "bull$hit" because:

1) You can't just walk of ride into the Dominican Republic from China or Arabic countries, as can from Haiti, and

2) I have seen many Haitians in this country, but very, very few Chinese or Arabic people.
I therefore assert it is reasonable to assume they came here legally, and many of the Haitians not.
Now what evidence do you have to the contrary?

As for Haitians doing the work that Dominicans don't want to do, I'd have to agree with you. I'd go so far as to say many Dominicans don't do any work if they can avoid it, and still have the things they want.

Regardless of who wants to work and who doesn't, Haitians of anyone else who wants to live here should do so legally, or not at all. Period.

"The company financed the workers' documentation so that they could work in the country, guaranteeing their legal entry and return to their country of origin at the end of the work contract. The foreigners entered under the new legal status of 'temporary worker', which fulfills the prescriptions of Law 285-04 and its Regulations for Application 631-11. The director of Human Resources at Plantaciones del Norte SRL, Gianni Dal Mas, told Diario Libre that the company is the first in the country to take on the gradual coordination program established by Migration."

Now implement it across the DR.
