Santo Domingo.- The Electricity Superintendence (SIE) Wednesday announced it levied a RD$12.3 million fine on the power company San Felipe, for allegedly violating the General Law Electricity and its regulation.

The unprecedented sanction against the major facility located in Puerto Plata stems from San Felipe’s ignoring of instructions from the of National Interconnected Electric System Coordinating Agency (OC) and of Energy Control Center (CCE), to adjust its generation to the Minimum Technical Value, as stipulated in SIE resolution SIE-132-2011.

The SIE said a rigorous study and a long work process established the minimum technical values to operate thermal power plants, which involved market agents, the OC and the SIE, and funded by the World Bank.

The resolution signed by SIE Administrative Council president Juan Bautista Gomez affirms that San Felipe’s disregard of norms led to a cost overrun in the market, since the system’s operator had to order the reduction in the output of lower cost plants.

It sounds like they didn't adjust the cycles for between 50 and 60 and there were also low voltage outputs.

My house is supplied current from this plant. Low voltage is rarely the problem. Most nights my voltage regulator cuts off the input which regularly exceeds 140 VAC and frequently I measure a 160VAC input... often @ only 50Hz.
Unregulated homes blow light bulbs, damages microwave ovens, TV's, The surges and high outputs over-speed fans that usually fly apart and the list goes on. But the abuse also spins the meters and billing has jumped 20%....

They are firing this very old steam generating plant up once in a great while, normal status is shut down. They evidently have a power sales agreement to supply much more power than they in fact generate. As far as anyone being supplied with power from this plant - that would be like saying you knew which stock yard supplied your hamburger from McDonalds. All power generators in the region connect to the regional grid which in turn is connected to the national grid. Voltage may vary due demand through various transformers but cycles will be constant throughout the grid. My opinion is they are firing up this plant to maintain an operational status to it should the government try to take the land for tourism projects. The adjacent diesel cycle plant is near the end of its 20 year agreement.
