Santo Domingo.- The contractors of the State Works Supervising Engineers Office (OISOE) received RD$8.46 billion in payments and advances in 2008 without the required affidavits, says an Accounts Chamber audit of 2009 cited by newspaper Hoy.

The figure is 72% of the OISOE’s total payouts of RD$11.8 billion in 2008, to build 444 public works.

The Accounts Chamber audit states that regarding payments without affidavits, the amount owed is RD$1.03 billion.

The audit also found that 15 contractors were paid without retaining the corresponding 5% tax, for which the State failed to collect RD$2.9 million in revenue.

The figures are the latest in a series of alleged irregularities by then OISOE director Felix Bautista, a close collaborator of president Leonel Fernandez and current senator of San Juan de la Maguana province.

The companies Transvialsa-Auding leads with 15 contracts (Onéximo González); Tecnoamérica, 14 contracts (Pedro Delgado Malagón); Diprecalt, 6 contracts; EPSA-LABSC, 5 contracts, and Arquiconstrusa, one contract (Francisco Pimentel).

Is this paying without an affidavit an oversight or an agenda ? Heck, the common people cannot get paid at a bank or casa de cambio unless they produce a vaiid cedula. Why can't OISOE have the same vigilance with an affidavit ?????

I assume that this is saying that the public works office received from the Governernment Treasury or from the Central Bank 8,46 billion pesos that was not in the annual budget .I do not fully believe this story as I cannot see the Treasury passing over this money without the proper paper work .
In relation to not retaining 5% of payments to contractors , I assume that this is the same as in other countries and is retained for several months until the work has finally been found to be in accord with the contract and then the money is released ..It seems that the administration was rather sloppy but is there anything more sinister ..I do not know and it is not stated above in the article ,,It would be good to know the answer to the Auditors questions if indeed the Auditor has asked .

audits ?? Theres no such thing has audits in dr , only propinas and shake downs , drug runners , and drug killings , welcome to ganster paradise.
