SANTO DOMINGO. - The presidents Board Central Electoral (JCE), Robert Rosario and of the telecom Claro, Oscar Peña, guarantee the political parties and the population that the electoral results will be transmitted with the strictest security, speed and transparency they deserve.

The announcement comes just hours after several political leaders, including opposition PRD party presidential candidate Hipólito Mejía railed against Rosario’s statement that he was concerned with possible “manipulation” of the polling results while the nationwide tallies were being transmitted to the JCE headquarters.

After meeting for more than one hour with Peña and other Claro executives, Rosario said today’s conversation was of extraordinary importance, where all the required measures were taken to guarantee transparent results.

Peña said Claro has the most secure network and is the JCE’s top provider, as well as for nearly all of the country’s financial institutions and more than 90% of the corporatiions. “In this manner we as being the main supplier of JCE, are giving it the support that our clients receive day to day, where hundreds of millions of calls are made and thousands of gigabytes are transmitted without any problem. We place all our infrastructure at the Board’s disposal and guarantee the responsibility levels which we’ve always demonstrated."

Will the JCE revoke the transparency resolution?

Central Electoral Board judge Eddy Olivares speculates the president of the JCE, Roberto Rosario wants to revoke the Resolution that established full transparency for publishing the vote count during the 20 May 2012 presidential election. The JCE had authorized the simultaneous transmission of the election results to the JCE, political parties, the media and the general public on the Internet at the same time.

Yesterday, Monday, 23 April, JCE member Eddy Olivares said that what had really caused concern were Rosario's "dramatic, poorly timed and strange" statements. He hopes that Rosario has not changed his opinion about an initiative proposed by him and that was approved by the Plenary as a result of "pressure".

Meanwhile, another JCE member, Rosario Graciano, said that the Plenary should be united and just concentrate on the next election process. "This is what society expects of us professionals, who are in these positions," said Graciano.

Commenting on the issue, the PRD political delegate to the JCE, Salvador Ramos, recalled that the JCE president should inspire calm and trust, both of which are needed and provide all the required security so that the public can trust the election results.

"This worry of his should not be transmitted because that creates a state of uncertainty, as reported in El Caribe. The president (of the JCE) should provide all involved with peace of mind," he said.

Olivares said that the comment made by the president of Claro that there is no safe data system is what any information technology specialist would say.

Olivares said, "The real purpose is to prevent the political parties and especially the media from receiving the transmission of the data. I want to categorically say that the purpose of the statements by Rosario is to revoke the resolution that the assembly of the judges had adopted in response to a request from Rosario himself," he said, as reported in Hoy.

Election results will be known on 20 May

Despite the recent controversy affecting the results reporting process, once again the head of the Central Election Board (JCE), Roberto Rosario, has issued statements that confirm his goal of having the election results known across the country by the end of Election Day, 20 May.

El Nuevo Diario quotes Rosario as saying that the first bulletin will be issued at 10pm and that the winning candidate will be known before midnight.

The JCE president reiterated that every precaution is being taken to avoid any sort of difficulty in the transmission of the voting results.

He told eminent journalist Nuria Piera that a winner would be declared, even if by just one vote.

The JCE had issued a resolution calling for simultaneous availability of results to the JCE, political parties, the media and on the Internet. But the latest statements by Rosario reveal he is having second thoughts on the vulnerability of the transmission of the data and there is concern he may revoke the disposition.
