DAJABÓN, Dominican Republic (Courtesy of Noticiassin.com.) - On Tuesday a Deputy Director of the Social Plan of the Presidency of the province, was arrested for carrying the passport of fugitive Karim Abu Naba'a.

After months of silence on the whereabouts of Abu Karim Naba'a, this hits public arena again.

The young man of Arab descent is pursued because he has more than 8 cases pending in the Dominican justice system including: fraud, attempted murder, forgery, defamation and slander, breach of payment for work performed, among other allegations.

Abu Karim Naba'a was the boyfriend of President Leonel Fernandez’s daughter, Nicole Fernandez, a relationship which he used to abuse his power.

The young man is also wanted by Interpol, although published several times in his Facebook page, where supposedly he was traveling.

As a public servant Joseph Aquilino Lopez is in military custody for investigation.

The Millennium development goals

From moment Leonel Fernández assumed the presidency of the republic in 2004 he released the proposal that the country assume the Millennium Goals (MGs) as a priority, and by this action he got the Dominican Republic included among a group of countries that would begin testing the compliance with the eight priorities, and in 2005 the President created the Presidential Office for the implementation of the Millennium goals, and put in his charge to Mr John Gagain.

At the 2005 meeting of the General Assembly of the UN Leonel Fernandez reiterated "the political will to continue to generate national consensus, public policies, technical and institutional capacities and financial resources to make possible the progressive achievement of these objectives". He added that the country would require "between 29 and 30 billion dollars over the next ten years" in order to achieve the Millennium development goals. He also explained how he thought that those resources would be obtained.

However, in September 2010 at the General Assembly of the UN the President admitted that the Dominican Republic not may "achieve some of the goals of the Millennium, as planned, by 2015", without specifying which objectives perhaps could be accomplished, and limited himself to only mention of unlikely compliance with the first objective, the reduction of extreme poverty by half.

The Government has not complied on the reduction of poverty, the reduction of maternal mortality, or access and improvement to quality education, neither care to people with HIV, nor any of the other objectives. The Government has spent more than 2 billion dollars, almost 78 billion pesos, on two subway lines and has forgotten that reducing poverty by half was one of the goals by 2015.

Hotoniel Bonilla, the director of the Corruption Prevention Department, put figures to corruption, when he said that in 10 years the main acts of corruption that have been investigated have embezzled 104 billion pesos.

To achieve the Millennium development goals political will and resources are needed. With political will corruption can be pursued and avoid. Available resources that are transferred to the friends and relatives who have no control in the waste of public funds could then be used to achieve the goals.

Leonel Fernandez has not returned to talking about the the fulfilment of the Millennium development goals.

Poverty, health, education and equity data for the Dominican Republic are among the WORST in the continent according to figures of the Economic Commission for Latin America (ECLAC). Social spending in the country is one of the lowest on the continent, and continued down between 2009 and 2010. The same applies to investment in EDUCATION.

Positioning of RD in international bodies

The Dominican Republic had the opportunity to occupy a position in the United Nations Security Council, but the President rushed to make public the support that was being offered by Venezuela in Washington, where he had an appointed with the Chancellor of Venezuela, Nicolás Maduro, and did not wait until an appropriate time, and told Secretary of State Condoleezza Rice, United States and the media and that motivated Guatemala, the other contender against Venezuela to oppose with stubbornness the consensus in favor of the Dominican Republic.

It was the year 2006, more than 40 rounds of voting were made for the Security Council. The candidates were Venezuela and Guatemala and none obtained the necessary votes. The Group of Latin America and the Caribbean (GRULAC) should seek a solution for the consensus on a candidate. To search for a way out Venezuela, by way of its Foreign Minister Nicolás Maduro, called to President Fernandez and said that it agreed that DR should apply. Fernandez immediately revealed this idea, thinking that it would reach consensus. He should have shut up. Guatemala rejected it immediately because it was a suggestion by Venezuela.

Fernández openly sought the support of the United States, at a meeting in Washington, something that was denied with caution by Secretary Condoleezza Rice, since it was a Venezuela proposal. Of note was even the statement by President Leonel Fernández, in the sense that United States did not object to the Dominican Republic being on the Security Council.
