Santo Domingo.- A visibly happy president Leonel Fernandez cut the ribbon Tuesday noon for the overpasses at the sector Manoguayabo, one of several built on the Duarte highway, the last structure of the roadway project called Corridor Duarte.
Public Works minister Victor Diaz said each of the 530-meter long overpass’ six lanes is 3.75 meters wide, and built by the contractors Odebrecht, Ingenieria & Construcciones, and Ingenieria Estrella.
He said the Duarte project, which began July 2009, will be continued to speedup traffic in the Capital and its surroundings, to include overpasses on the corners of 27 de Febrero Av. with La Privada, Guarocuya and Luperon.
Diaz also announced projects to expedite traffic at the corners of 27 de Febrero with Winston Churchill and Maximo Gomez avenues, and en ecological avenue in Santiago.

Building an overpass or an elevated roadway seems to be a straight-forward solution to the traffic congestion problem in Kathmandu. Many people will likely praise the government for it.
However, one of the benefits of being decades behind other nations in infrastructure building is that we can learn from their MISTAKES.
Some of the criticisms of elevated roadways in other countries are as follows:
• Elevated roadways do not reduce overall congestion but simply move it from one location to another location when the roadway comes down to meet at-grade intersection, especially if designed improperly.
• In earthquake prone Kathmandu, elevated roadways are a major risk, irrespective of what seismic standard it is built to. The vivid picture of damaged elevated roadways after the 1995 Kobe earthquake should give us a clear picture of its impact.

The proposed elevated roadways and the rash improvements announced recently must go through at least a “value engineering” exercise and be vetted by the public so we know it is the right solution. The need of the hour is a long-term vision for Kathmandu valley that takes into consideration all modes of travel, while keeping livability and environmental impact in mind.
Without it, the proposed elevated roadways around Kathmandu may be a huge mistake at worst, or a short-term band-aid solution, at best.

City officials said the work could be completed as early as August and the roads were expected to ease traffic density in the area by half.
Really? No. Elevating roads is no long-term solution to traffic woes and will only make affected areas less attractive to live in.

Traffic congestion in Jakarta can’t be separated from the high growth rate of vehicle ownership (9 to 11 percent per year), which is not supported by the growth of road development (less than 1 percent a year). The development of new roads will never catch up to the growth rate of vehicle ownership. A new highway or a widened road only alleviates traffic congestion for a short period of time.
After a few years, any new or widened highway fills with traffic that would not have existed if the highway had not been built, a phenomenon called induced demand. Because of induced demand, neither building new roads nor widening existing roads are viable long-term solutions to traffic congestion.

1) making GDP metrics show some movement in some IMF ledger.

Understand? It's much easier to move currency than to move tons of cement out of the country.
Simply find ways of transforming it into currency via IMF extractive economics such as GDP metrics. Send the biggest chunk to the controlling empire, or else.

You have a very short memory or no experience. I remember traveling Av 27 before the elevated was constructed and it was a horror having to put up with the lights, congestion, and vendor carts inhibiting passage. At least now with the elevated you can avoid some of the mayhem.
To believe elevated arteries increase congestion is a fools conjecture and not technical reality. Ask the question; if the elevateds increased congestion, why build them ?
I think your antipathy for the elevateds is based upon your having a dislike of the PLD scent on the construction.

Building an overpass or an elevated roadway seems to be a straight-forward solution to the traffic congestion problem in Kathmandu. Many people will likely praise the government for it.
However, one of the benefits of being decades behind other nations in infrastructure building is that we can learn from their MISTAKES.
Some of the criticisms of elevated roadways in other countries are as follows:
• Elevated roadways do not reduce overall congestion but simply move it from one location to another location when the roadway comes down to meet at-grade intersection, especially if designed improperly.

Really? No. Elevating roads is no long-term solution to traffic woes and will only make affected areas less attractive to live in.

The development of new roads will never catch up to the growth rate of vehicle ownership. A new highway or a widened road only alleviates traffic congestion for a short period of time.
After a few years, any new or widened highway fills with traffic that would not have existed if the highway had not been built, a phenomenon called induced demand. Because of induced demand, neither building new roads nor widening existing roads are viable long-term solutions to traffic congestion.

You have a very short memory or no experience. I remember traveling Av 27 before the elevated was constructed and it was a horror having to put up with the lights, congestion, and vendor carts inhibiting passage. At least now with the elevated you can avoid some of the mayhem.
To believe elevated arteries increase congestion is a fools conjecture and not technical reality. Ask the question; if the elevateds increased congestion, why build them ?
I think your antipathy for the elevateds is based upon your having a dislike of the PLD scent on the construction.

The need to change the model of development and to better distribute the benefits of growth is one of the few points on which candidates are agreed in the presidential election of 20 may in the Dominican Republic. Behind the fringed beaches of coconut trees that attract four million tourists each year, more than 40 per cent of the population lives below the poverty line. Poverty has barely declined, although the country's growth rate is among the highest in Latin America and the Caribbean for twenty years (4.5% in 2011).
