SANTO DOMINGO. – A large group of people including many children watched in horror as a man opened fire on another and shot him six times in the second floor food court of Dominican Republic’s swankiest Bella Vista Mall, in the capital’s upscale sector of the same name.
Police spokesman Máximo Báez via Twitter said the shooter, identified as Luis Rafael Díaz, 39, killed Edwin Mateo, 38 on a debt of around RD$1.0 million.
The accused was captured several blocks away on Churchill Av.

isnt it funny to u guys that the guy was caught in avenida churchill which is like 10 blocks from the mall, theres a bunch of rent a cops on that mall, i gueess all of them went hiding when they heard the shooting since he was able to leave the mall without a problem

It must have been a warning to other debtors. Otherwise it would have been cheaper to just right off the debt, since he will now have to pay compensation to the victims relatives as well, so that he can walk free, Dominican style.

San Cristobal hospital has 2 cops on duty on Saturday nights, in the emergency ward. The first sign of any trouble, they are out of there, leaving doctors, nurses and patients to fend for themselves.

Maybe not, but they did find the aircraft stolen from right under their noses at Las Americas, ... eventually.
Stolen high-tension transmission towers are often found in bits in scrap-metal yards. Maybe the fence is now around some general's mansion, to keep other crooks out?
