Valdesia dam in a previous rupture.
Santo Domingo.- A major rupture in the Valdesia dam system will leave as many as 70 percent of Greater Santo Domingo’ residents without piped water staring 8am Tuesday, Aqueducts Utility (CAASD) director Freddy Perez announced Monday night.
He said the time it will take to repair the 67 inch supply tunnel isn’t yet known, which he affirms was damaged by a well driller truck at the gas station PVSA on 27 de Febrero Av., in the subdivision Santo Domingo West.
Perez also called the six failures to the city’s aqueduct during the last few weeks “suspicious” and revealed that he asked the arrest of the owners of drilling trucks on charges of sabotage.

That's just it -- I don't believe that one initiative has to come at the expense of another. It's true -- at minimum 4% should be devoted to education. My sense is, however, that if we can reduce the level of institutional corruption (present regardless of party in power) even the slightest bit, the 4% goal could be easily met and surpassed.

If your logic held true -- we wouldn't even build roads or make any sort of infrastructure improvements because they would be considered too costly or ill timed. All governments have to balance social needs against infrastructure needs. Big projects are important even for small nations such as the DR. Heck, what are we, 10 million or so in population? Man, if we had better transparancy as to where government revenue went, and we had a smidging of less corruption, our standard of living would almost certainly be at the same level, or at least very close to that of fully developed first world countries.

I don't fully agree. Yes, our standard of living would be higher and noticeably for the lower classes, far better than we have today. But First World Standards? I still think we have a long ways to go. Our GDP is around the 7 K mark PP and even if we had a GINI Coefficient of say .40, low for our region, it would still leave many people far below First World Standards.
But your point is well taken. Much more could be done with the resources at hand. Now the IMF and World Bank are trying to get the incoming administration to tackle some tough but necessary changes to the way in which we operate. More and better tax collection, less exemptions, MORE TRANSPARENCY, less market distorting practices, less energy theft from all sectors!!!, etc.
Let's hope that Medina carries forth many of these suggestions in his terms in office. An opportunity rich environment in DR should be the GOAL.

Haiti has had one disaster after another with every thing of a progressive nature concentrated in one city, even before the earth quake rendered it nearly unliveable.

SD will have another million or so people by 2025 and the transportation logistics of the place have been dreadful for decades! So just imagine what it would be like in 2025... There are worthy arguments as to whether or not the choice of the Metro over say a Tram-like system as is being built in San Jose, Costa Rica and other places in Latin America would have been a cheaper and more viable option. But that debate is largely over as the first two lines of the Metro are almost completely built. The buses that will greatly assist the transfers between stations and east-west, north-south routes will be coming in-line shortly and one needs to think this system was built with solid intentions to facilitate movement in SD.
Are there many areas in great need of development in DR? 100% correct. Sadly we don't have billions of dollars in reserves to make everything happen all at once. It will take several decades more of sacrifice to achieve a better DR.

But the foundations are being put into place. South Korea, Chile and many other successful modernizers have taken 30-40 years to achieve modernity and have still, especially in the Southern Cone nation, some ways to go. So DR will not be doing so in any shorter time frame. If anything, it will take more time, given our prior underdevelopment and marked difficulties with accepting sustained efforts to that end.

I know you have a tough time with REALITY but if you indeed want what's best for DR then JOBS PROMOTION and developing an ENVIRONMENT CONDUCIVE TO OPPORTUNITIES ARE THE WAY FORWARD.
Those Ports and hopefully connecting South-North and eventually West-East Railroads will together with better access roads into the heartland (Cibao) areas of DR facilitate a strong export driven economy in the near term (5-10 yrs). But it will take strong determined effort by the State and Nation to continue on the path of development. Education is an important part of the mix, but IT is NOT the sole part. Correct the errors of your way and perhaps you'll see the forest for the trees.
