Santo Domingo.- Despite raising eyebrows more government agencies have in June opened call for tenders and made two price comparison requests that close Aug. 16, and could already be assigned by the time president elected Danilo Medina takes office on that date.
Of 15 agencies the Public Works Ministry has the most lucrative contracts, totalling more than RD$1.0 billion, and opened three calls for tenders: two for the reconstruction and maintenance of various road spans and one to build the "Intelligent Traffic Control System,"
Tenders for the road spans with an Inter-American Development Bank (IDB) loan was published between June 25 and 27, closed on July 25 and August 9, even though the works begin January.
Public Works is slated to sign the contract on the tender offers to install the transit system in Santo Domingo and Santiago on 8 August, while the bidders had until yesterday to register and to deposit a non-refundable RD$50,000.
The Infrastructure Tourist Zones Committee (Ceiztu) is Also requesting tenders for the reconstruction of the road crossing Macao-Hotel Sirenis prior to July 6.
Another important call for tenders, to close 28 June, is for the Interior and Police Ministry to buy firefighting units and equipment for RD$106.7 million.
The “rush” to ink contracts
Last week San Cristobal senator Tommy Galan challenged the CEO of the State-owned power utility (CDEEE) Celso Marranzini, to explain his “rush” to enter into contracts during the transition period. Galan is a close collaborator of Medina and member of the powerful Senate Energy Commission.

Why build an "Intelligent Traffic Control System," ?
There is no intelligent traffic in the Dominican Republic.
In normal countries, after an election and before swearing in the new administration, the government is in caretaker mode - no new major projects or policy initiatives, since technically it has no mandate. Perhaps in the Dominican Republic, "caretaker" refers to taking care of the outgoing officials rather than the country?
Danilo may have some excellent plans to reform the country, but he will have difficulty when he finds the till has been emptied.

If Galan wants to do the best thing for his electorate, he should call for the sacking of San Cristobal's corrupt mayor, Raul Mondesí, and all his friends an relatives on the city's payroll (and in breach of the constitution).

"The exorbitant fiscal deficit increase already accumulated because of the election campaign triggered the alarm even in sectors of the Government, including officials of the economic team and which had public expression in the bicameral Commission that studied the original 51 billion pesos project. Its Chairman, PLD Senator Dionis Sanchez, who expressed the sentiment of the members of the commission that the 1,600 million pesos destined for 15 mega-works, must be removed from the supplementary budget request sating that these investments should be decided by the new Government. At the last minute on Friday the legislature said the Government had agreed to withdraw this funding, without specifying who made the decision in presidents office or to how much the supplementary budget would be reduced, and much less the sources to fund it.

In various sectors surprise was expressed that the outgoing President, after eight years of Government, want to choose investments that must be made in the next few years, just a month and a half before a new administration takes over. Especially when Leonel Fernandez is leaving a fiscal crisis that ties the hands of President-elect Danilo Medina in what of the current year and would make it more difficult for him to build consensus for a new fiscal reform in order to sustain the budget for 2013, that, to meet the budget law, he must do in its first six weeks of management.
