SANTO DOMINGO.- The Executive Branch sent the Alcohol Sale, Control, Supply and Consumption bill to the Senate, which imposes sweeping changes on businesses including those in tourism regions, which must obtain a license from the Interior and Police Ministry for this purpose.

The businesses which don’t have a specific permit for the sale, supply and/or consumption of alcoholic beverages will be prohibited from doing so. “To preserve public tranquility, areas of public service for the sale, supply and / or consumption of alcoholic beverages in open or closed containers will be established in licensed premises.”

Each license would specify the service area for the public, with the location, size, notices, signs and other requirements for each facility determined by the regulation.

The use as customer service area, such as spaces set aside for parking, corridors, hallways and other access and exit areas, or public thoroughfare will not be allowed.

Licenses will be issued by categories, according to the business and the working hours. The general schedule will from 8am to 12 midnight Sunday through Thursday and until 2am Friday and Saturday.

The granting of licenses will be another way for the government to obtain tax money even if the license is not supposed to be a tax.

It is another opportunity for the government to barter and grant licenses to the highest bidder.

Their attempt to control hours of operation but not the establishments was so absurd and typical of doing everything backwards. Now it took them 8 years to finally figure out what the real problem was, and that was that everyone and their mother was selling alcohol everywhere they could and setting up the huge speakers and plastic chairs all over the streets.
This is what happens in an uncivilized Banana Republic!

Good, very good!
This should have been done years ago! Now the proper authoritties can take away liquor licenses form those that violate noise and parking regulations.
This is one very effective way to maintain peace, quiet and the smooth movement of traffic and pedestrians, alike.

jhcl2012, It's not complaining it is more observation with a comment. I see the silliness in this matter because the RD is pursuing to be like the US when it needs to be itself.

They want to regulate the businesses when they do it now and have done it. It was during the latter part of June Interior and Police minister Jose Ramon Fadul shut down five Colonial Zone bars for 20 days. He did not need the excuse of a business going beyond license restrictions to do it.

This advocacy for changes in the business of the sales of alcohol is nothing more than a new tax and an excuse for the Interior and Police Ministry to add more personnel to its payroll to make this beauracracy a bigger beauracracy. It opens a can of worms. It is an opportunity of dubious officials to sell licenses to the highest bidder.

Note: Dominicans being Dominicans, if unlicensed will sell alcohol from the back door. nobody obeys the law.

For once I agree with the general sentiments here. Having lived in , worked in, and visited many many countries, the concept of Draconian Booze laws is generally counter-productive, leading to illegal back alley parties. I remember drinking in England long after the bar closed till 3-4 am with the Police Chief and Deputy. And anyone old enough to remember Prohibition, will know how the "law" was flaunted by all and sundry
Frankly, after 7 years here, I have seen far less drunkenness than many other places

In "normal" countries, caretaker governments have no mandate to make major policy changes or capital expenditure. Maybe these initiatives are not about benefiting the country, but are to impress the international community (UN etc.) post election, when lack of domestic support won't hurt the party?
