Santo Domingo.- Foreign Minister Carlos Morales on Thursday called the statement that Dominican Republic enforces its immigration law based on racial or language profiling, “ridiculous.”

He said it’s unusual for the Inter-American Commission on Human Rights (IACHR) to submit a series of what he affirms are undocumented complaints to the American Court of Human Rights.

He said as the result of a Commission report issued in March, the Dominican government to the international entity a detailed account of the legal status of the alleged victims of deportations.

Morales said among the complaints figure Haitians who were provided with safe conduct to travel within the country, and noted that others cannot be issued Dominican nationality, as claimed, because their names are not recorded in any hospital or Civil Registry Offices of the country. "The important thing here is that we have clearly established: who is interested in legalizing their immigration status in the country in order to stay legally, must meet the requirements set by our internal legislation."

"Dominican laws don’t have any provisions allowing the authorities to conduct discriminatory distinctions to the detriment of any of the people living in the Dominican Republic, particularly because the Constitution forbids it,” Morales said.

Morales is not in the real world, he is toeing the offical political line. Racial profiling is a fact of life here. Go into any government office or commercail store where the public is served and if a clients skin is black or he talks creole he is underserved or not served at all. A white skin or light skin person will gets attention.

Don't pay attention to this people, enforce the LAW of the land and clean our country.

Enough is enough, I hear about deportation in a lot of country but we are the only one force to keep these people, which by the way are converting our nation a "NGO's infested country" just like Haiti.

If action is not taken soon, they gonna turn the D.R. into a Haiti. Time is up for somebody to get a PAIR.

Perhaps if the person speaks creol it might make sense and would tend to agree with you, but to state it is because of skin color alone I doubt it. Therefore, I do not know if I can believe your assessment to be accurate or perception to be necessarily true. There are too many black Dominicans for you to make such a statement, otherwise a lot of commercial stores will go bankrupt and government offices will need to close. I am not saying there is no discrimination in the DR or that racism is non-existent. If there is any, it is minimal, but most definitely not to the extent they want to make it out to be.

The only reason they pull the race card is because it is the only card they have to left play

It is true Troncoso is one of the few nationalists from the great Balaguer era. No wonder we are about to be overun with the peaceful Haitian invation in the near future.

Carlos Morales Troncoso that punk as you stated is one of the most accomplished Dominican and had received decoration from many countries in the world. At one time before Balaguer asked him to be part of his cabinet he was named businessman of the year in the early 80's way before he entered into the political arena. He was Vice President of the nation and had refurse to seek the presidency. That you cant stand his guts and his political view that is another matter but he is a great Dominican that hold high on the ideas of Duarte Sanchez and Mella. On Balaguer I can assure you that DR was at his best ever on his year in power. His record speak for itself I'm here to let it know and not be distorted. BTW I feel no pity for the leftiest that fell on his watch.

Troncoso live in a democratic capitalist country. He have the right to earns his money on the private sector as he did before Balaguer asked him to be part of his cabinet. If you have leftist ideas then you will have an issue.

Yes I did live under Balaguer that is why I can give my assesment. If you were trying to overthrow the Government or bother your neighbor DR was not good for you. As your hero the traitor Camano learnt the hard way as he was sent into his death by his mentor Fidel Castro on his invasion to implant his Communists view on our country. Read what I stated I have no pity for the leftist that dies on his watch. That include Rafael Hashbun, Orlando Martinez who was the president of the Communist Party (order directly coming from the Soviet Union), etc.

Balaguer fue un criminal para la izquierda de nuestro pais pero para lo demas fue un gran Dominicano. Un testamento por el amor de nuestra gente fue el millar de persona que sufrio su muerte en el 2002. El ayudo a establecer nuestra democracia acabando con las ratas cabeza caliente Comunistas en el proceso. Los comunistas trataron de implantar sus sistema atrasado y perdieron. Si hubiesen ganado entonce hubiese pasado igual que en Cuba despues de la revolucion. I keep reading how horrible it was during the Balaguer regime. However, we must all understand politics is a dirty business and to remain in power you got to get rid of your rivals before they get rid of you. That is simply and unfortunately reality. Do you think most world leaders past or present remained in their respective seats by being a nice guy? Let us face facts, life does not work that way. Extremely successful leaders in most professions and disciplines whether business or government have skeletons in their closets responsible for cut throat practices.

In the DR as it may be true for most capitalist economies, no surprise to see included a mix of market and political entrepreneurs — self-made men and women as well as political connivers and manipulators. monopolists who crushed competitors, rigged markets, and corrupted government. These are ruthless people who would stop at nothing to achieve power

After taking everything into consideration Balaguer was not that bad

When Balaguer took over in 1966 the country was in ruin after the civil war. He rebuilt the country creating most of our infrastructure that is still in place today road, dam, bridge, housing. He brought in foreing investment, created a tough forestry law, forbid cutting of tree, gave free stove and imported natural gas, Our ecosystem alone is the product of Balaguer. jump started the tourism industry Implemented the Agriculture reform that by 1977 our country sustain itself on their daily diet. The economy grew at a record pace number one in the world from 1966 to 1974 as it was called the Dominican miracle. When he left ofice in 1978 he left the Peso equal to the American Dollar. And in his 22 years in office he spent only a Billion Dollar compare to 24 Billion during the same span by the opposition of Balaguer. Created a strong border that even a fly needed permision to enter the country. Tough on crimes you could sleep with your front door open.

The record of Balaguer as it is stand for itself, there is no comparison. This simple fact alone should be an example by all Dominican when he stated "la corrupcion se para en la puerta del palacio."

In 22 years he spent a Billion Dollar to the external debt while building the country. Antonio Guzman from 1978 to 1982 in only four year spent 1.47 Billion and nothing to show for. Balaguer left him over 2,000 new public works and he only finished 22.

These leftist are really amusing only stating what he did to the Commies but stop short on the rest. Balaguer with the Communists problem showed them no mercy. I wish he was in power today so he deal with our Haitian problem the same way.

I totally agree Vacanos, I agree wholeheartedly. I compare and see the difference. In spite of it all Balaguer was good for the country. I was very sorry to see him go and like they say, you don''t really know what you have until it is gone. He certainly left a vacuum with simply no one to flll his place. And the vacuum remains.

The cancer has taken over and spreading. It has metastasizedis like a desease which has spread from one organ or part to another non-adjacent organ or distant organ. In other words they are all over the place. I just don't see how it could be stopped. There is no available chemotherapy which can eliminate the harm done, without hurting the other remaining organs in the bloody. Unfortunately, like most illnesses it was certainly preventable, but no one paid mind to the warning label and simply kept on doing it anyway.

At least i know Morales has a conservative agenda and that's exactly what we need. I will kill to have Balaguer back, but he is dead and the next best man is Morales. No Balaguer wasn't perfect, but he had balls and did what he had to do to preserve order.

The truth is that as Dominicans we have to seek what is best for our country, i wouldn't complaint if the Haitian government did the samething for their people. Seeking improvement has to start with the people, we have to let those in power know we're not happy with the current situation.

My parents came to the US through legal means, they followed all the rules the US has in place. We pay taxes and contribute to the community and most important of all we have a home and can provide for ourselves. On the other hand nearly all Haitians in DR crossed the border illegally. Our government has no way of providing for all those people, we don't have the housing infrastructure to accommodate them and the result is what you see in the streets. Second don't confuse Hispanic immigrants with southAmericans and centralAmericans who come here illegally, I'm against illegal immigration be that here or anywhere else. There are laws in place and we must follow them.

I am not against Haitian immigrants in DR as long as they follow the rules and upon arrival form part of the system, and it is the fault of the Dominican authorities for the most part. Understand this, we are trying to develop order In our country and it is not easy, the illegal immigration is making this much harder because there is a portion of population that technically does not exists therefor cannot be tried in a court of law if they commit a crime, the Haitian government has failed to provide documentation for its own people and so they are in limbo. All these immigrants end up in the poor barrios and this sector keeps growing at an alarming rate. We cannot work to eradicate poverty if we are importing it from across the border, I hope Haiti can improve the economic situation because that will mean that We will benefit as well, there will be less people trying to go to DR trying to scape the conditions.

Do you know there are Dominicans living and working in Haiti? I have personally known and met them. I agree with the execution of immigration in Dominican Republic and Haiti should do the same. Haitian government should introduce its own immigration law to combat narco-trafficking and illegal immigration from any country into Haiti.

By the way, to those who seem to associate Haiti to this subject matter should think again. The owners of the most prestige companies in Dominican Republic are owned by Haitians including my own cousin who owns the ferrari maison in Santo Domingo and many other high-end businesses. Think again!
