Santo Domingo.- Vice president Rafael Alburquerque yesterday said a possible amendment to the Labor Code shouldn’t violate workers’ acquired rights and they all must be kept intact.

Taking part in a talk about the problems of young adults in the House of Youth, Albuquerque also noted that policies aimed at youngsters to achieve decent jobs easily are needed, and called on business leaders to create mechanisms to integrate them quickly to the labor market.

He said better prepared youngsters are more likely to get a job. "It's easier to give a job to a professional than an illiterate."

According to National Trade Union Federation (CNUS) president Rafael (Pepe) Abreu, employers have interest to amend the legislation to eliminate the workers’ severance benefits.

The focus should be to protect workers from unscrupulous employers. The wierd part of this the employers, per CNUS, have an interest to eliminate serverance benefits. They just want a law to justify what they are illegally doing now.

There are many laws on the books to protect employees. However, the government lacks the will to enforce the laws as it obligates the government employees to do their job, they are there only to collect their paychecks..

It is not unknown that government employees will not answer the phone; will pay no attention to you, especially if your skin is dark; will not interupt their own private business on the job to attend to a client. A new ammendment to the labor codes will be nothing but ink on paper that will never see the light of day.

The status-quo will continue.

What these people who agree with him and now self-professed "illiterate" Josean doesn't want to terms with is:

This IS NOT and either or proposition. You need to do both: Improve funding and expansion of educational opportunities while ALSO improving MASS TRANSIT options nationally. Yes, the enormous legacy deficits in many key areas has put large numbers of pressing matters on the table. The country's leadership does not have available to it all the resources it needs, and yes corruption is very bad, but a steady hand and more time, say 10-20 years, will see through some enormous positive changes in the DR. Rome was not erected in one day and the enormous legacy challenges of DR will not be corrected in a few terms in office.

These cats like Josean can't or resist understanding that fundamental fact. LF improved funding during his 1st term in office, 1996-2000. His term WAS SUCCESSFUL. What happened? The PLD lost the next election cycle. The momentum gained

during the first term WAS LOST and had to be re-gained after the disaster of the HIPPO term in office, 2000-2004.

Had the PLD won that 2000 election and continued improving education investments, might things have turned out better? Might educational investments as a % of PIB be closer to the mandated 4% ?

We can't say for certain that these positive changes would have been accomplished but the track record demonstrates that the funding flows would likely have continued with greater assets available to the education sector.

Another important consideration in all this is what role did foreign interest, French, play in determining a Metro System to other options? Again, we don't know if the French government insisted that they would facilitate "only if" the Metro option was undertaken by the DR government.

AS with most things, the behind the curtain details are lacking and we should be careful.

DR needs many things: good transit & schools are but two important areas.
