Santo Domingo.- A drive over any of the capital’s many overpasses reveals how quickly its skyline has gone from large residential areas with just one or two story houses, to a metropolis with nowhere to grow but up.

But while the National District’s growth and development is evident with the huge buildings built in recent years, the seemingly endless traffic jams and unpredictable water supply and trash pickup also reveals a collapse of services.

National District City Planning Office figures compiled by listin.com.do show that 459 permits for new buildings or remodeling for over two floors were issued from 2010 to 2011.

 Of this total 65% were for buildings of four stories and some even higher than 14 floors, in the sectors El Million (25), Naco (17), Piantini (16), and Gazcue (9), just in the past two years, during which the change has led to urban sprawl and even dangerous morass.

For the Vast majority of people their home is the single most important investment of their entire lives.

Not to perform due diligence is unforgivable. Having seen Dominican Construction methods up close and personal I would never live in any of those highrises without a thorough inspection and study.

Maybe a new capital or a series of new towns is called for. These can be ecological, sustainable etc. with few cars.

UK, Brazil and now China has this solution.

High residential units in cities have been demolished the World over. Time to start on Santo Domingo.

Some of the residential blocks are hideous and destroy the cityscape of SD.

My house which is single story with a sotano is about 150 years old and during the small quakes over the last year in and around the capital I have noticed that the cracks have grown and I have had to reswing some doors and this a house on huge foundations ..as were most of the old homes in zona colonial and the dranes work well ,,I can not imagine what it would be like to live on level 30 of a building in the capital with unknown weight bearing columns holding the building up

The towers have gone up where in the past there were single-family homes. Now the president of the Dominican College of Engineers and Architects, Domingo Tavera Ulloa alerts that infrastructural services have not kept up with the planting of the towers all throughout the city landscape.

Demands for drinking water supply have also increased considerably. The director of the city water corporation (CAASD), Freddy Perez says this can be resolved by piping in water from Hatillo, located in San Cristobal, or making a water dam sourcing water from Haina River. The CAASD serves 351,075 million gallons a day to the city, for an estimated population of 3,339,410 persons in the Greater Santo Domingo area of 200 kms. He says the situation has worsened because installations that were designed to serve a single home and six persons now are connected to the high rises, serving 60 or 70 people at the same time. Likewise, where only two bags of garbage were generated by the family, now 40 bags of garbage need to be disposed of.

National District Mayor Roberto Salcedo told the newspaper's reporter that work is ongoing on the indicative zoning on densities to allow orderly vertical growth. Salcedo is in his third term as National District mayor.

As for the lack of sewage system links and modernization, this is old news. DR has done a terrible job of providing these services. In Havana, Cuba, the system is disintegrating and with a built capacity of 500,000 homes, it's hugely overtaxed. DR needs to collect 20-25% of PIB and use the added resources to build the infrastructure needed to support all these developments. It's the same story for much of Latin America and can be traced to the colonial administrations and elite attitudes towards national development. Low taxes and high tax evasion. At some point, this will need to change for people seek modernity and you can't create and sustain public services and economic externalities on the back of low public investments. 20-25% of PIB. China and many other Asian nations pump in well over 30-40% of their PIB.

Perhaps some of the 10 billion dollars in investment funding by China for the region will go to facilitate much needed infrastructure in DR.

Merrill Lynch estimates that $6 trillion will need to be spent by selected emerging market countries over the next three years to meet the basic needs of these citizens. Water, transportation and energy investments will consume the bulk of these funds, accounting for 82 percent of total projected spending. Nearly every emerging market country Merrill researched will make an investment in all three.


While each developing country could benefit from an upgrade, needs vary.

The fact is that if you don’t control the disorganized building no matter how many USELESS METROs you build it will never be enough if you put all the development in one basket i.e. Santo Calcutta!

An immediate moratorium on building of 5 to 7 years, with strict zoning and occupancy regulations must be developed along with the bad word ENFORCEMENT, while at the same time rotating investment incentives throughout the country to disincentivize the flight to the Capital!


This will allow the capital's infrastructure to catch up and bring the city back to manageable levels.

The should build a metro from the airport to all the hotels in the capital with a separate line to the resorts. DR must model their daddy the US. In order to pay for infrastructure you must tax everyone up front. Give the poor and business a return when they file. The city government should hire people to collect trash daily. The ADN is a joke. A few old ladies sweeping the street traps with palm leaves on the malecon.

All drug officers fired in Hato Mayor

The public prosecutor from Hato Mayor, Manuel Emilio Santana Montero, announced in a press conference on 5 July, that all of the members of the National Drug Control Department (DNCD) have been dismissed, accused of allowing the increase in the sale and consumption of drugs in the eastern city. He said that in the last two months, Hato Mayor has become a drug distribution center and that would not be allowed.

Prior to the announcement, Santana Montero had met with Rolando Rosado Mateo, head of the DNCD, who confirmed the behavior was unacceptable.

Amongst those dismissed was the head of the DNCD in Hato Mayor, Lieutenant Agustin Rodriguez who was accused of drinking in bars with drug dealers.

Today new members of the DNCD will arrive at the police station in Hato Mayor in order to combat the situation.
