Santo Domingo.- President elect Danilo Medina on Wednesday said he’ll keep his campaign promises, noting however that it would be "not as fast" as he had first thought.

He said the conditions will set the pace of government action, "but I'm going to meet all my campaign proposals."

He said he’ll disclose how he’ll work in all areas starting August 16. "The national development strategy demands that the government establish three national agreements to work in society, a social pact, an electricity pact and a fiscal pact."

Medina spoke in his offices in the sector Naco after receiving the certificate which proclaimed him President by a delegation of the National Assembly.

but Danilo has been sitting in the back ground with in the inner circle of this government for the last eight years? and now he needs more time? says it will take longer? Why? what did he just learn that he didn't know about from the last 8 years in government?

I don't think people are expecting miracles or things to change over night, but at the very least be a man of your word...

"Speaking in front of a group of newly, very rich PLD associates, Danilo Medina today said that he was surprised how difficult it was to do anything with Leonel Fernandez pulling the strings. He apologized for accomplishing nothing in his four years in office, but he promised that incoming president Leonel Fernandez would.

To quote Danilo, "Even though we spent and wasted soooooooooo much government money and resources in buying the recent election it would be hard to believe that there was no money left. Danilo is not a dictator, if the three conditions, Social Pact, Electricity Pact and a Fiscal Pact are met, then his program may stand a chance to produce the goods. Remember, we're talking about REAL LIFE with all its possibilities. Sometimes the best made plans go astray due to nature, as in a terrible Hurricane or other nasty development. What happens if the Pacts aren't signed? Elite & leadership consensus has to emerge for the DR to advance. No President in modern times can just dictate things a la Trujillo. So if the leadership groups are willing to fulfill their responsibility his plan might stand a chan

Danilo is being prudent when he states the obvious: in order to meet our targets and plans, we need the various leadership groups to step up to the plate and contribute to the success of the plans.

Too often people are driven by tremendous expectations and believe that DR can be transformed with one election cycle. That is impossible but many, just see Josean's comments, operate under such neurosis. They hear of some new schools and state: Not enough, or "lies" and whatnot. Almost nothing satisfies or satiates their longing for things to reach the end state: A modern first world nation-state. But they don't take into account the REAL change that has taken place in DR for positive, they insist on seeing "la quinta pata" while paying lip service to real positive change in the nation. It took the nations that rank among the better nations of the world many decades and much sacrifices to achieve their levels of productivity and advancements. It will take some time for DR

He noted that the National Development Strategy (END) establishes three priorities for the nation:

*EDUCATION,.................. electricity and taxes, which have to work in order for the country to fulfill the strategy. Medina skirted any concrete comments on the electricity situation, saying that he would work it out on 16 August or later, as quoted in El Nuevo Diario. President-elect Medina spoke upon receiving resolutions from the National Assembly (both houses of Congress) that declare him President-elect.

fiscal pact...hmmm. he better rethink some of the decisions that are currently in place. a 28% tax on internet service is the most backward, primitive, counterproductive idea on the planet. if government wants progress, it should be SUBSIDIZING the internet, not applying a luxury tax to it. i bet that Ferraris do not attract a 28% ITBIS. that shows the approach to education, and modernization. no country can make progress in this age without connectivity. to place a regressive tax on a vital service, making it onerous for the poor to acquire internet, is counterintuitive, irrational, and cynical.
