Santo Domingo.-
President Danilo Medina says that the elimination of illiteracy from the
country will be a main priority for his administration.
In his inaugural speech after being
sworn in as president of the republic yesterday, he said he would make
education and job creation the basic pillars of his government’s economic and
social policies.
“One of our first actions as a
government will be to declare the elimination of illiteracy as a high national
priority”.
With this in mind he informed that
next year he would announce a grand mobilization plan, so that the country
could obtain international recognition from UNESCO within two years.
He said that as of 2013 the
Dominican Republic will invest an annual 4% of the country's Gross Domestic Product (GDP,
or PIB in Spanish) in order to build an inclusive, quality educational system,
aimed at building a new citizenry.
He stated that in the first year the
government would build 10,000 new classrooms, and at least 18,000 more in the
next four years.
He said that this year schools would
implement the extended school day and he expects that by 2016 at least 80% of pre-school
and primary students would be included in the eight-hour school day program.
Over the new few weeks, the Medina
government will start the process of restructuring the Ministry of Education,
with the aim of decentralizing functions that are not at the center of its
mission, such as building, food, and social protection, as a way of making
management less concentrated and bringing decisions and resources closer to the
actual schools.
He said that building contracts
would be allocated with total transparency and with strict adherence to the
purchasing and contracting rules.
The participation of builders in the
municipalities and provinces where the school is to be built will be
encouraged, said the president.

That's 80% of K-6 grade students by 2016. A decent advance and one I hope his administration achieves.
Perhaps by 2020, the next president of the DR can boast of having secured full 8 hour day schooling for 100% of students from K-12 grades.

Medina has a structural deficit in the economy and you're saying his educational plan is not aggressive enough!
Danilo Medina is taking the right approach. Given the many needs of the nation, at this moment, to state some irresponsible plan (i.e., 100% 8 hrs of schooling for K-12 grades!) would just be a foolish and irresponsible act. No way his administration could possibly meet those targets.
So he's taken the prudent path: start with K-6 and leave it to the next president to follow the correct path towards institutionalization of a fully funded K-12 educational system.
Medina: Goal-> K-6 Full day schooling achieved by 2016.
Margarita: Goal-> ADD 7-12 Full day schooling achieved by 2020.
By 2025, DR could be producing its first ever National cohort class that had been schooled under the new system.

While I understand your concern-and share them- coming as you are informed from the reality of prior experiences in other lands, where only 16% of math instructors are deemed today competent in their discipline, DR or any nation-state undergoing quantitative or comprehensive coverage in any endeavour must also secure to raise its qualitative offerings. For it's not just providing seats at the table that will insure positive outcomes. But providing physical spaces in adequate and decent standards IS a necessary condition. For how else could scores of thousands of now ill-served children ever get an educational opportunity chance in life?

juanb, you are absolutely on point. simple story. i gave a guy at an internet cafe a list of songs i wanted him to download, and burn to a cd. the list was 12 songs, in total. it took me 5 weeks to get the darn thing, but let us give him credit for doing it, at all. then, i put it into my player, and the first 3 songs were fine. the next 9 had nothing to do with my list, including 6 reggaeton tunes, if you can call it a tune. in his mind, he had made me a cd. it does not matter how well he had done it, but he did it. i hope the approach to education does not follow the same lines, where they educate the kids, but as poorly as they are currently doing.

No one has stated that quality does not count. What is undeniable is that there needs to be a place at the table, walls, a floor, a roof, a competent staff under good leadership offering the services. And those things cost money and time to develop. And remember, his goal is the elimination of illiteracy as a first step in the process. The real goal of K-12 full 8 hour school education is still not available for the vast majority of the nation's children. Only after its development and implementation under quality guidance will DR see enormous positive changes in its educational achievement. But that will necessitate even more funding, say 6% of PIB. So more taxation will almost surely follow.

I truly respect your opinions so my observations are submitted with the utmost respect.
I real don’t think there are any Generals left with the testicular fortitude to initiate coups, especially without their North American master’s approval, as has been the history of all of Latin America from time immemorial.
When Lie-onel was caught, in a wiki-leaks cable, saying that he was afraid to remove corrupt generals for fear of being overthrown, I think he was creating cover to divert attention, either because he was directing the activity or indirectly benefiting from it. So if he went after them the real fear was that they would squeal rather than fear of a coup.
So I think the possibilities of a coup, in this historic period are slim to none. Although it serves as good camouflage or excuse not to make fundamental change given our national sensitive to dictatorship because of our history. So they practice this psychological game with us.

In answer to comparing Costa Rica to us are two factores #1-They have 500,000 US citizens living in Costa Rica as opposed to us not even 10,000.This relates to representative power at the polls as absentee ballots, they can still vote even if they are in Costa Rica, as well as medicare benefits

I agree that education needs to be improved in the DR and eight hours a day (with breakfast and lunch) is a basic requirement. But you also need student (and parent) motivation and that won't happen until there are more jobs requiring a decent education.
Kids and parents aren't dumb. They aren't going to sacrifice to get or demand a better education for themselves or their children if there are few decent jobs available that require it.
So improvement in education has to go hand-in-hand with improvement in employment opportunities. The two need to support each other. One won't happen without the other -- but once the ball gets rolling, it will gain momentum.
I think Medina understands that, but it still won't be easy.

SAN JUAN, Puerto Rico (AP) -- Voters are lining up at polling stations across Puerto Rico to decide whether to amend the island's constitution via a two-part referendum.
The referendum would shrink the size of the island's legislature by almost 30 percent as part of a cost-saving measure and allow judges the right to deny bail in certain murder cases. Puerto Rico is currently the only place in the Western Hemisphere where everyone is entitled to bail regardless of the crime.
If approved, the bail amendment would go into effect by month's end, while the reduction of the legislature's size would become effective January 2017.
The elections commission has said it expects a high turnout among Puerto Rico's 2.3 million registered voters. Inmates and those who are hospitalized or are under house arrest have already voted."

The past can not be undone in a flash and so it will take time and careful, thoughtful, policies to see through this legacy problem in DR. One generation's time is not too much to ask given the enormous wasteful experiences of DR. You can't create a highly productive economy is 4 years. You can't eliminate 100s of years of neglectful practices in just 4 years or 8 or 12! It takes a few more years than that, josean.

Mind you, it will take more than 4% of GDP investment for a quality educational system to be implemented and sustained. Look in 12 years time to see 6% of GDP as a low point in its development and sustainability over time. Gradually decreasing as the universal coverage is transmitted into the third or fourth generation of Dominican family.

A well designed and efficient Metro system for 3-4 million population city is both a necessary and achievable goal for the DR. Transportation need not be sacrificed due to other pressing matters.
DR has been a low taxed environment for most of its history. Correcting that history and cutting "botellas" and "barrelitos" will bring the required resources to bear on the legacy deficits.

Government does need educated people to carry out its functions, but, equally or more important, it needs to pursue policies that promote private sector employment.

you already have that many people in the greater SD metro area. that does not affect the CATCHMENT of the metro. regardless how many people live in a city, public transportation affects only the people that live within a half mile radius. transportation planning does not factor in those who live outside a reasonable walking distance.

Why does he need 100 days when he's basically taking over from where Lie-onel left off; even has 70 percent of the staff.
The 100 days stuff is usually for new administrations that come in from a new political party. If you had a whole new ministerial team at least you could make the argument for the 100 days but he has kept all the masters of disaster in place.

Thus there are always building groups, consensus grouping, that has to be organized around policy initiatives. Danilo's policies appears grounded in reality. Would he like to do even more than he has to date promised? No doubt he would, but reality is destiny. Feed people pipe-dreams- and given the explosive nature of unrealized expectations for vast material progress A.S.A.P.-all you would create is a social explosion.
Steady and realistic goals and objectives will see through a vast improvement in DR for the vast majority within 20-25 years. Given our nation's traumatic historical experiences, that is not too long a wait.

The past can not be undone in a flash and so it will take time and careful, thoughtful, policies to see through this legacy problem in DR. One generation's time is not too much to ask given the enormous wasteful experiences of DR. You can't create a highly productive economy is 4 years. You can't eliminate 100s of years of neglectful practices in just 4 years or 8 or 12! It takes a few more years than that, josean.
Steady macro-economic stability and prudent expenditures will see through this feasible project: K-12 universal full day schooling in DR. Mind you, it will take more than 4% of GDP investment for a quality educational system to be implemented and sustained. Look in 12 years time to see 6% of GDP as a low point in its development and sustainability over time. Gradually decreasing as the universal coverage is transmitted into the third or fourth generation of Dominican family.

Thanks for seeing it my way .I hope half of the DT raders could see it our way. Since we are on this topic and comparing the President's speech not too much emphasis was placed under private
insentive and the atmospher in which he pretends to have it developed.
Most of it was public expenditure distribution, nothing was said about ridding of the Military by at least three quarters,where he is going to get his fundings from, to do all his miracles.
Nor did he mentioned continuation of the Metro construction at public expenses,but as a priority
he stressed EDUCATION.
Back to his Metro-mania ways.
I guess those 3-4 million people who'll reside in the Greater SD by 2025 will see a few advantages to having a Metro. Not to mention the tourist and others that will have a clean and efficient Metro to move about.

I see how much you like those "botellas" and "barrelitos" The second amendment was on cutting wasteful legislative position in Congress so as to eliminate graft in government. Turns out some people enjoy those "perks" of the system regardless how wasteful in nature they are for the overall economy. As for denying bail for some horrific criminal defendants, I see no good in the "No" victory. But of course you should be so kind to these people.

you already have that many people in the greater SD metro area. that does not affect the CATCHMENT of the metro. regardless how many people live in a city, public transportation affects only the people that live within a half mile radius. transportation planning does not factor in those who live outside a reasonable walking distance.

If the gvt does not need educated people to carry out its function, then how else are they to know who qualifies for the jobs? how are they to know which policy is the right one to implement if he/she are not qualify to adress the issue. That's the situation now .The gvt is full of incompetent idiots making wrong decission to help a few.
As to privatization it has been proven industries are more productive than if managed by the gvt. All
