Santo Domingo.- National Police chief Jose Polanco warned that the failure to adopt the police reform would weaken the institution’s doctrine and increase crime, to more than 80 deaths per 100,000 inhabitants.

Polanco’s statements comes one day after National District prosecutor Yeni B. Reynoso and Olga Dina Llaverías, of Santo Domingo province, affirmed that the reform seeks to create a monopoly.

He stressed that the institution’s concern is for the country and society, noting that in many countries there are as many as 40 kidnappings a day because in his view police doctrine was weakened or changed five years ago.

"If Dominican society wants that same situation in eight or 10 years well then, let's see what society will do, we’ll be respectful and just wait and see what happens," Polanco said, acknowledging however that the police have no right to discuss the issue, in which Congress has the final word.

A proposal for police reforms by the National Police is tantamount to the creation of a police state, which is contrary to the Constitution of the Republic, according to the District Attorney for the National District, Yeni Berenice Reynoso. "They want to search without a warrant, interrogate without the presence of the Justice Department, and have a monopoly of the databases of the processes," she told Hoy newspaper.

I have an idea to deter unwanted car jackers and wannabe police officers....Install sharpen metal or rebar the length of one door or two on either side or both sides of the car beneath the rocker panel, on a hydraulically imposed hinge at 1500psi . When unwanted threats occur that reach two feet from your car, just hit the button and whalah, you 'll have criminals laying on the side of the roads detached from their ankles......

I would certainly hope that the Police are not legally given these rights ..although they enter homes and question people under duress already ..If the Police chief thinks that the violent death rate will go from the current rate of 31 to 80 per 100,000 if he does not have these new powers , then he should be asked to resign immediately .
But these are just scare tactics . At present , people are interrogated without any legal representation and police do enter houses without any warrent , and they do imprison a close relation of a suspected criminal when they are searching for their man and they do use considerable force against people who are not even involved in a crime just to get information ...and of course a significent number are petty criminals themselves .or corrupt in various ways .
Why would any one in a sane mind give the Dominican Police more powers ,,they should be held more accountable for refusing to abide by existing laws

Polanco is a corrupt monkey with the brains of a 2 year old.Having officials with such a lack of education really hurts our country.Our number one problem is corruption and plenty of our elected officials have nothing more than a 3rd grade education so what do we expect? I love my country but until we get some real leadership and fix the massive corruption we have I will never invest one peso here.

What the police need to reform is their do nothing attitude. If they actively enforced the laws and responded to citizens call for assistance there would be no call for reform.

I was listening to a radio station on Thursday and the crew in the studio were experimenting by making a phone call to a police station. It was an open mike and you can hear the phone on the other end of the call continue to ring unanswered for at least three minutes. Meanwhile the radio crew was commenting over the ringing about how abusive this police culture is. The people pay taxes for this public safety service and get nothing in return.

Welcome to the Dominican Republic. When you are a victim of a crime you are victimized twice, by the criminal(s) and the police.

AND I WAS THINKING THE RATE WAS AT 26% PER 100,000
SHIT YOUR WAY AHEAD OF MEXICO BUT BETTER THEN SOME COUNTRIES IN CENTRAL AMERICA.
S.... T NEW YORK ONLY HAD 423 MURDERS LAST YEAR.
THEIR RATE IS AT 4% FOR 100,000 PEOPLE.

but the good news is that we have a very nice choo choo train and we have a very nice blue mall.

in fact as of today with our well- educated work force of dominicans we have in the country, spain, england and the united states has signed contracts for the dominicans to build "mega planes"
the construcation of technologcally advance aircraft.

no one is going to help u in the dr if u get into problems and in the dr their are many problems
in fact i know of many people on this trash can of an island that get up each day and go out looking for problems.
