Santo Domingo.- The prominent attorney Marino V. Castillo (Vincho) Thursday was given broad powers to interrogate and prosecute corruption among public officials.
Decree 486-12, which creates the General Ethics and Government Integrity Directorate (DIGEIG) will be headed by the lawyer and political leader, with wider powers, replacing the National Ethics and Anti-Corruption Commission, which he also headed, in addition to his duties as the Presidency’s Adviser on drug trafficking.
Among its main functions the new entity will receive, investigate and respond to all allegations of government corruption, while those with criminal implications will submitted to prosecutors.
DIGEIG’s responsibilities also include establishing confidentiality as a standard and provide immunity and protection to witnesses or whistle blowers, both for citizens and the members of the Ethics Committees operating in the various government agencies.
It will have the power to recommend appropriate penalties after having the results of investigations into complaints of alleged violations by civil servants against the State and society, and can proceed based on public rumor or other ways.

Even though Vincho have gained a lot of enemies because of his sometime questionable practice. He is one of the last old Nationalists. Also they are a lot of people that cant stand his guts. One of the last civil servant to do anything of values and that was when he was the Attorney General of the country that helped prosecute the PRD corrupted Ex President Salvador Jorge Blanco. I love watching his his show "La Repuesta." He is an excellent historian of our country.

Vincho is old and senile, and has too many "friends" in high places. I am ambivalent about his choosing to be "grand inquisitor", on the one hand, he has always been very vocal about his accusations, but sometimes has been of dubious credibility, providing little facts.
But my guess is that he fits into Danilo Medina's master plan.
I like Dreadlocks have a gut feeling that DM will get his way, and provide a rescue to the public morals, that have been trampled by the out of control PLD mobs of mega corruptors.
True that that Danilo has confirmed some old tired faces in public office, but he did so out of party compromises, never-the-less placing a stern warning, and short leash on their expenditures and blank check powers.

Dread, I have had this same motivational push when people predicted my failure in certain endeavors.
I worked extra hard to succeed to "stick it in their faces", and shame them to permanent avoidance.
I say: whatever lights your fire! Medina is seemingly, highly motivated and bent on going where no man has gone before!..I believe he'll accomplish much. Anger, channeled properly can be a great asset, indeed!
