Santo Domingo.-The country’s animal protection activists won a major battle Thursday, with the publication of the Animal Protection Act, from the Law which bans the use of animals for hauling carts or other vehicles in the sale of foods.
The measure, considered a great step forward for Dominican society, provides shelter to victims of human cruelty, vendors and other social sectors argue that the piece fails to solve the problem of the more than 1,500 families who depend on draft horses.
Gabriel Pimentel, head of the Mercado Nuevo’s farm product vendors grouped in Los market Caballitos, said in 2007 the organization created a project which trains and capitalizes its members to replace the carts with trucks.
He said the project was carried out with the support of various government agencies and city councils, Taiwan’s Government and Interior and Police, and Public Health ministries.
Pimentel said the initiative aims to finance the trucks with RD$192,000 per vehicle, while the City councils will have the authority to confiscate the carts and horses on their thoroughfares.

Great another nail in the coffin of the little guy. Now get a motor driven unit, gas/oil/mechanical maintenence to pay for or cobble together and then wonder why there are accidents. If the animal rights activists were really worrying about animals we would be with out the chicken fights ah pardon me Gallaros, but then again what about the crowded farm chicken coop, need free range chickens, and the poor pigs - killed (fresh) alongside the pot they are to be cooked in, Get a life - going to go after the ox drawn plow next? What is the end plan Soyelent Green? F' all these do gooders. Much better to help the guy with the cart by teaching some animal husbandry, if that doesn't work there are certainly ordinances that could be worked against inhumane treatment. This is a law that does not fully address the issue of horse drawn carts, it is too narrow.. Because of the high street visibility of the horse drawn carts the government can make issue of it to demonstrate its power. The proper way to address the matter would be to fine owners of abused draft animals and remove the abused animals from their custody. Allow the use of animals in good health and treatment. It is heavy handed to ban the use horse drawn carts completely from vendors who's only economic recourse is to use the animals as they cannot afford motorized transport. Will the law ban horse drawn carts from rural areas, mountain paths, locations where four wheel transport cannot access ?
I believe this law is the legal fallout of an agenda of the farm product vendors to rid competition. Hint, why not address horse drawn junk, paper, mattresses, ect.

No outright ban; questionable help for these folks, if it was such a good deal the carrot would be sufficient without the stick or in this case a lethal club. Animal activists = farm product vendors = special interest group, is the reason why the law is narrowed to include only horse drawn food carts. If the animal activists and government have a true concern about the welfare of horses all draft horse would have been part of this act. It is plain as the nose on one's face the law was enacted to support the agenda of the farm product vendors to rid competition rather than an unselfish concern over the welfare of horses.
Confiscate the horses and carts, the horse cart vendors cannot afford trucks, equals no competition.
Consumers should be concerned about this action, those along the food carts routes, especially the homebound elderly and infirm that depend on the daily transit of the vendors.

I have had enough contacts with governments – and as I grow older and Governments grow larger the trend will continue. The visions of Gabriel Pimentel, head of the Mercado Nuevo’s farm product vendors is very short range, the populace must now buy from trucks or colmados (those still selling food stuffs rather than rum and beer) and vendors in the (super)markets. As far as aims and plans and projections,the stuff of dreams. Martin Luther King also (I) Had a Dream, a lot of it does not transform into reality. The horse drawn ban is not a dream but a reality. A vendor is dependent on his horse for takes care of it as he best can, some persuasion and education or even some outright assistance as in buying bulk horse feed and retail at cost to the cart operators, buying the horseshit as fertilizer so its value is appreciated and roads cleaner.

At the end of a hard day's work, they're penned up in a corral with no food or a dry place to rest on.
One can see the open wounds caused by the constant chafing of the hitch's gear. They smell bad from the infection and pus emanating from the painful sores. Shame on you, bastards!

The unfortunate part of this is that it seem to be easier to ban them using horses than to get them to feed and treat them in a humane way.
Yes horse have been used and breed to work for mankind for thousands of years, they have served us and have been instrumental in mankind's progression. So to treat them with such contempt when they are helping these people make their livelihoods and aren't feed, housed or treated properly makes me sick.
For this country is to move forward as a society and not look like neanderthals to the world, that can't even treat an animal that is working for us with so semblance of dignity, then this may just be the only way....

Animal activists = farm product vendors = special interest group, is the reason why the law is narrowed to include only horse drawn food carts. If the animal activists and government have a true concern about the welfare of horses all draft horse would have been part of this act. It is plain as the nose on one's face the law was enacted to support the agenda of the farm product vendors to rid competition rather than an unselfish concern over the welfare of horses.
Confiscate the horses and carts, the horse cart vendors cannot afford trucks, equals no competition.
Consumers should be concerned about this action, those along the food carts routes, especially the homebound elderly and infirm that depend on the daily transit of the vendors.
