Santo Domingo.- The Government’s Anticorruption czar revealed Friday that in Thursday’s cabinet meeting all senior officials were warned in a "severe" manner “not to expect benevolence” if they betray president Danilo Medina’s trust.
Marino Vinicio Castillo (Vincho), head of the newly created Governmental Ethics and Integrity Directorate warned that what’s new about that agency is that you can proceed through complaints from public rumors and act when certain officials are found to cast "shadows."
He said the agency, more than just recommend, will impose penalties to on officials involved in corruption through specific mechanisms.
"We’ll now work with responsible denouncements and not with prejudiced allegations, or unfounded claims made by political or personal interests."
Interviewed in his National Palace office, the official promised to stick closely to the 14 provisions in the decree on which he was appointed.

It's hard to think that matters of this nature can be so easily handled and resolved so rapidly.! But my bet is on Danilo's team to do some, if not serious, changes in how our govt conducts it's affairs and to the adherence to laws never previously enforced!
I've got a good feeling about how strongly and swiftly this new govt has acted. We never know,... This may be the beginning of judicial fair play, governmental monetary accounting, armed forces purging of unnecessary personnel ,and govt demand for a raison d'etre when it comes to a governmental position. (the elimination of botellas and parasites)!
Wow! Here I thought Danilo was just another Leonel! ..This is something!

"Lawyer Marino Vinicio (Vincho) Castillo is to direct the new General Department of Ethics and Governmental Integrity (DIGEIG). Decree 486-12 creates the new department. Castillo was granted the authority to investigate and persecute acts of corruption by government officials. The DIGEIG replaces the National Commission of Ethics and Struggle Against Corruption, which was also headed by Castillo.
CASTILLO MAINTAINS HIS ROLE AS PRESIDENTIAL ADVISOR ON DRUG RELATED ISSUES.

The offices in charge of prosecuting corruption would have to prosecute corruption.
Government officials would have to submit net worths before and after service.
Our ranking as the worst country IN THE WORLD for diversion of government funds would improve.
Education would be given priority.
A living wage would be paid to Policemen.

When I see several new prisons being built to put away the 1,000's of corrupt regional Mafia Don's and most PLD officials including Leo and his hidden bank accounts. -- then I will think this is a serious attempt at reform and penalties for what is known as the most common practice by the politically connected. You could throw a rock and hit a dozen corrupt officials in the House and don't have to wait for complaints. Just follow the Money, Luxury Apts, Yeepetas, Assets that exceed their potential income and the fact that they double their net worth every year.

Vincho has been denouncing and ‘accusing’ corrupt government officials for the last 30 years; but nobody has ever payed him any attention to his fanatical (sometimes factual allegations). He is just a front without any political, prosecuting power. We used to say “he is just crazy” cannot pay attention to him. Yet, he is a voice who sort of gives the impression that we are trying to do the “right thing”.
