Santo Domingo.- Dominican Industries Association (AIRD) president Ligia Bonetti on Monday said to materialize the allocation of 4% of the GDP for education, president elect Danilo Medina should adjust government finances and not apply a tax patch.

She said the new authorities aren’t moving at the pace business expected during the transition period, to reach three agreements within the National Development Strategy, such as taxes, electricity and education.

 "To reach 4% for education the reins of government finances will have to be much more efficient, if the funds aren’t provided, and as a sector we would be willing to talk with the new authorities, but not under the concept of a tax patch," Bonetti said on Channel 11.

 She said business leaders have had several talks with Medina just to understand where he sees the process, and from the National Business Council (CONEP) have agreed on the basic parameters of what they consider should be a comprehensive tax reform. "We understand that the new authorities must instil a vision of austerity, a view not to spend more and refocus the quality and efficiency of spending."

Bonetti wants the new authorities to consider a zero budget, not how much was spent in 2011 or in 2012, but deal with a budget instead, ministry by ministry, making cuts, trims, how much is needed and how it can be done.

Actually the money spent on education under LF increased every year ,,,it is only when expressed as a percentage of GDP that the figure looks bad.
But as Dreadlocks correctly points out , it is how the extra money is spent that is the most important thing and I think all these new little schools are just stupid .and show no planning ..the teacher is sick for a few days so none learns ...far better to have model high schools in selected locations and school buses taking students there ,,

First, having small schools in these distant communities may answer a short term need. The large schools you advocate will require good transportation from rural to urban areas.

Second, ANY SPENDING IS A PRIORI understood to be well spent in order to maximize the investment. Historically in DR, educational spending has NOT been prioritized and simply wasted. On the contrary, we have had a tradition of massive UNDERINVESTMENT with waste!

In the Study, "Informe de la Comisión Internacional para el Desarrollo Estratégico de la República Dominicana, 2010-2020" you will find the very informative graph that highlights expenditures by a select number of countries. Jamaica, Costa Rica and the DR are represented. DR comes out, as I've often pointed out on DT, with an average of 2% of GDP, while Costa Rica and Jamaica have invested in their citizens 5%-8% of GDP over an extended period of time.

DR will never advance to modern standards of education while holding spending at such dismal levels. Not even in advanced nations-where basic education has long been accomplished- are the levels of spending (% of GDP) so low!

Of course, Rome wasn't created in a day, and increases will need to happen gradually but firmly. Medina has spoken about financing One (1) FULL SCHOOL DAY per year of his administration. So even if he should be successful, there would still be 8 FULL years left to finance! Thus three administrations would need to keep the same promise for the nation to achieve a National system of 1-12 education. And then keep this promise going as a constant government investment.

That means that something on the same order of government investments towards education witnessed in Costa Rica and Jamaica, or 5-8% of GDP, will most likely be necessary to achieve the elusive goal of basic academic achievement in DR.

We are a ways off from such levels.

So much verbiage and so little results; a very typical illness of the PURPLE KNOW IT ALLS and their imitators, like Atabey.

Always, citing a study or initiating one or forming a commission to study the study to recommend a study!................................ Cows never got fat by constantly weighing them!

Of course Rome wasn’t built in one day and at this rate it will NEVER BE BUILT; the time to act is NOW!!!!!!

The fundamental problem is that the Dominican Elites, for whom Lie-onel and the PLD have chosen to carry their water, have never had an interest in world class EDUCATION for the masses because they would lose their control and disproportionate privileges. So they super exploit the public in numerous ways, pay themselves exorbitant salaries when they are on the public dole, so they can send their children too elite private schools, while they pretend to provide public education to the masses with the crumbs that are left after their thievery and corruption.

Everybody knows what needs to be done, this not Rocket Science or the first time in the world that it has been done!

What is need is the Will, the Hutzpah or the Proverbial Cojones to do it. I doubt Danilo has any of the three, but for the sake of our Children I wouldn’t mind being proved wrong. My doubts originate from that nonsense of a Full Day of School per year, which is just not going to Cut it. It sounds like more PLD Procrastination!

Dominican children are way far behind, measured in years to their peers with similar economic resources and LIGHT YEARS behind students in the first world.

This is a NATIONAL EMERGENCY and must be treated as such; if not we will spend another 500 years in neocolonial status.


The Time is YESTERDAY, to address the EDUCATIONAL CRISIS, TOMORROW is TOO LATE!
