Santo Domingo.- The Chamber of Deputies approved legislation on civil service Administration, which limits the number of deputy ministers for each Government agency to “no more than six.”

 The chief executive is expected to sign the initiative into law, after the deputies agreed to the Senate’s changes to the bill aimed at clearer rules on the administrative functions of Government agencies.

 It notes that for the first time in the country’s history, there’ll be neither deputy ministers “without portfolio” nor vice ministries that don’t have specific functions.

It doesn’t however specify whether the President can designate a “Minister without portfolio,” an appointment often used to pay political favors.

Danilo had already announced these chnages in his policy speach so it has absolutely nothing to do with any tying of hands ,,,,,,,,it is totally in line with what Dailo is trying to achieve,,reduced government expenditure ,,,,it seems that his comment about many people but few hats has been forgotten already

I thought you going to refrain from reading and commenting on my ramblings and were advising the masses to do the same, since they are not as "smart" as you to make their own choice?

There are speed limits. People drive as fast as they want.

There is a law against going through a red light. People do whatever they wish.

There's a law that says that the government has to put 4% to education. The government gives as little as possible.


The deputies can pass whatever laws they wish. As I pointed out above, without enforcement the laws are as worthless as the deputies.

And we all know that there will be no enforcement.
