Santo Domingo.- Conservative FNP minority party senior leader Vinicio Castillo yesterday said the suggestion that the Dominican government grant amnesty to hundreds of thousands of Haitians living illegally in the country is part of an international campaign to pressure incoming president Danilo Medina not to enforce the Immigration Act or the legislation’s regulations.

"Nothing the Dominican people are seeing in the last 45 days in this period of transition is chance," Castillo said in reference to the proposal by UN Development Program (UNDP) local representative Valerie Julliand, who has stoked a hornet's nest with her suggestion that undocumented Haitians in Dominican territory be waived from their illegal status.

The decades-long immmigration debate turned viral last week when Haitian historian Paul Josep Batiste suggested that his compatriots be are allowed free movement across the border, which in his view would control the massive influx of illegal Haitians.

But Castillo, quoted by elcaribe.com.do, affirms that these comments are by no means incidental or coincidental, and instead respond to an international plot to keep the Dominican government from effectively enforcing its immigration policy. "The statements from that Haitian professor, the UN representative and all the NGOs which receive funds from abroad, are to exert pressure."

That is the right word CONSERVATIVE. When we were governed by Conservative nationalists we didn't have this problem that is about absolve our country. Say what you want about Trujllo at least the bastard drew a line when Haitians were taking over our country little by little peacefuly. So dominating were the Haitians that from the outskirt of Santiago to Dajabobn the Haitians currency was the one that was mostly used.

I've stated so many times before, these pronouncements by the NGOs and UN representatives all point to a dumping of the Haitian Question unto the Dominican Republic. It's been brewing in the minds of many international "experts" and historians for a very long time. I recall having a conversation with one of my history professors and he was completely for the unification of the island. When I asked him if he'd ever been to both places, he said no, but he thought the idea of borders between nations a silly concept. I told him that when countries had similar levels of socio-economic development, say like Canada and the USA, or Germany and France, or Spain and Portugal, it was far easier to contemplate an open border notion for nations.

Well, I don't think he and his group care too much how these small nations look at things. In the international arena, the big nations act and the smaller nations are expected to follow or face unpleasant returns. Don't know if Medina's Administration is being given "the talk" as in:

clearly on Haiti, and it's :15 minutes could have gone to reaching some international consensus around a shared burden. Instead, we never advanced such a position, nor had others send up trial balloons to see if there was some traction to this innovative notion.

I remember stating that the French should take up such a policy within the Franco-World Community of nations. Many of those states that have a loose affiliation could have been persuaded to take in some Haitians on an annual basis. With a similar program in the Americas, the close to 60 or more nations could make the Haitian Question a solvable puzzle in 10 years time.

But in order for such a gambit to have any chance of consideration IT HAS TO BE MADE PUBLIC!

Our leadership group, including the President LF and Co., and others in society appear to react to events INSTEAD of being PRO-ACTIVE. When you allow others to decide what is possible, you suffer the pain of your ideas being dumped without a chance.

No country is dumb enough to have "an open border" with a failed state like Haiti and even worse intervened by the UN.
If Germany and France where a collapsed state, there could be no "open borders" or the euro.
Overseas the news are reported with a bias towards the DR, and make us pose as discriminating against the "poor black Haitians", as if Dominicans where white Aryans.
Sorry to say but the unification crowd is winning the PR war, and each day that the border remain porous, more Haitians are being trucked in, just for that purpose.
Send the do not nothing and fat DR army, at least four divisions to police the border, instead of being marched around, like toy soldiers, in public parades.

Open the border, and then we would have a failed Island and need for help for 2 contries instead of one. this situation is not sustainable, and even with an open border, the Dominican side resources are not enough for both countries... plain and simple! there is no solution by unifying the island( and it would not be a peaceful one)...
As Atabey well put, the whole world needs to take part, and take some haitians in educate them and hopefuly they come back( but they never come back).
nobody wants to help Haiti, and we need to make the world know that unifying the island is not feasible and is NOT an OPTION!.

I'm already seeing the need to form an organization to fight for our country. There are tens of Haitians NGO's fighting to force on us a very vast Haitian agenda, and they are doing it with our tax pesos.
We must beat these people at their own game:
1-we MUST not hire Haitian labor
2-we MUST hold accountable our authorities for letting this get out of hand
3-we MUST elect into office Dominican men and women with a real nacionalist vision
4-we MUST educate our people about this issue
5-we MUST send all the illegals back, and then give a work permit to those that would be let back in
for a season job
6-if such worker abandon his/her job to persue something else not related to what this person was hired, this person should lose the right to come into our country forever
7-all Haitian NGO's should be consider illegal in our territory
8- we must spread the word about this issue to our friends and families
We must fight for our future as Dominican.

I think we're on a slippery slope whenever we oversimplify complex issues with terms like "liberals" and "conservatives". There are merits in both perspectives. Historically any gains that were made for the benefit of workers and laborers anywhere in the world were ushered in by "liberals". It was and is when liberalism breaches the normative boundaries and begins to breed a sort of passive, pathetic, laziness and entitlement that it gets the well deserved "black eye".

Conservatism too has its merits. Especially when it arrives as the savior of those of us who pulled ourselves up by our own boot traps, went to work and sacrificed for everything that we have. When it creates jobs and inspires ingenuity and new development conservatism is great. But like liberalism, conservatism also has a tendency to breach the parameters of reason and civility where more value is placed on capital interests than human lives.

The real humane and lasting solution lies somewhere in between the two (liberal and conservative). This is the "gray area" that neither the advocates on either side wish to broach. It is because to solve these myriad of problems requires compromise and hard decisions....some of which have stinging and painful short-term consequences.

We can start the process by being less emotional and more sincere and mature in our criticism of both sides. for example...

(Why not advance and spread the "conservative" ideals of hard work, work ethics, and honest days work for an honest day's pay so that fellow Dominicans will be encouraged to get up off their butts and leave the dominoes tables and bottles of Presidente for the end of the day, and do some real work for a change? While my fiscal ideals are conservative, I am a man of God who has compassion for God's Creation, especially human beings (ideals that are typically espoused by liberals). Perhaps I am a libertarian. :)

Vacanos, you raise a very interesting point. It is precisely the point that I, for one, think is really at the crux of the issue.
DONT_BE_SILENT is correct when he/she says
"we MUST educate our people about this issue" But the question is what kind of education? Are we going to continue to spread the lies and propaganda of both sides and continue to ignore the historical facts? As long as we continue to ignore the role that France, Britain and the United States played in the historical destabilization of Haiti from it's inception and up till this very day, and then point the finger of responsibility to correct the mess that these three nations have made, we will continue to be used as "pawns in the game" of chess being played by the nationalists (conservatives) and the liberals, both of whom are seemingly unable or unwilling to place the burden of once and for all solving the Haitian issue exactly where it should lie...on the doorsteps of France, the United States, and Britain..

A movement, a genuine people's movement that moves away from this language of divide and conquer and away from simply calling Haiti a "failed state" while ignoring the evil nations who were parties to that failure is a mature and enlightened movement. Anything short of that just a flash in the pan outburst of emotionalism that will ultimately be usurped and used as a tool by both sides to forge an agenda that leaves the Dominican people on the outside looking in.

The university that was opened on the Haitian side was a step in the right direction. I applaud LF for his efforts in that regard. But it should not be the responsibility of the Dominican government and its people to clean up the mess that super powers like France, the USA and Great Britain made. It is unfair and downright immoral to drop this burden on DR, and this is an American who is saying so.

I applaud the well thought out and written statements of everyone that has commented on this article. As a self-proclaimed fervent nationalist I am against political unification with a nation that has caused the retardation of our developement by 1) forcing many of our better educated and wealthier families to abandon our country during the invasions at the turn of the 19th century, which had the benefit of abolishing slavery on the Spanish side but subjected our ancestors to the brutality and racism of Jean Jacque Dessalines. 2) The usurption of our independence and burdening of the country with their cowardly indemnity to france to spare them further military action during the 1820's to 1844. 3) The loss of our democratic ideals espoused by our illustrious father of OUR nation Juan Pablo Duarte by their subsequent and futile attempts to conquer our lands in 1848, 1852, and 1856, which forced us to be ruled by iron men like Pedro Santana instead of enlightened men like Duarte.

And just to remind people of another enormously important statistic: there are OVER 20 Million people living in the island of Hispaniola!

Yes. But the frightening stat is that this number is going up! So during this decade, 2010-2019, BOTH DR and HAITI will likely pass Cuba in total population!!!!

Think about that for a minute. Both Haiti (land: 27,560 sq km) and DR (land: 48,320 sq km) will have more people than the largest island (~1.45x as large as Hispaniola!!) of the Caribbean: Cuba. land:109,820 sq km

Land: 27,560 + 48,320= 75,880 sq km / 109, 820


Without a productivity miracle in Haiti and strong economic growth with more social investments in DR, the future looks bleak, especially for Haiti. Where will Haiti's surplus population find hope?

Statistics and logical talk will not stop the hordes of hungry desperate Haitians, from crossing to the DR side, most by just walking across the porous border.
As Trujillo realized back in the 1930's when he was forced to sign by the USA, the agreement that gave away part of our territory to Haiti, including Hinche, to quench the Haitians thirst and desire for the DR fertile lands.
And he did respond in 1937 with the bitterness and despair that this event caused on his psyche, with the order of "el corte", to drive back the illegals to Haiti at the tip of a bayonet in the north, and later in the south. The guardias responded with a massacre that has hurt the DR to this date.
Up until the fall of the Trujillo regime, and later neo Trujillista Balaguer, who was a staunch nationalist, the Haitians did not dare to incur in illegal invasion of the DR, because the consequences where brutal.
Now they have no respect for our borders, and they come in the DR at will.

The only way to stop these desperate hordes of the Haitian lower classes, or "untouchables" as they are called in India, is to have a strong military presence throughout the border, build a fence or wall across the most vulnerable areas, and have 24/7 patrols.
Any member of the military caught trading with illegals, should be court martialed and shot.
After a few guardias are put to the firing squad, then the word will get around.
The weak, feeble, complacent, and subservient DR government, composed of corrupt technocrats and sabrosones, will never face head on the Haitian invasion, because of their lack of "testicular fortitude".
Only a strong leader, can revert the inevitable dark future that awaits the DR, if these desperate folks are not contained, and repatriated.

We haitians love everything Dominican,after all my haitian people would be dead from hunger and
asphyxiation,had not been for the food and free oxygen produce from the trees in the Dominican.

For example: we only have ONE small working seaport,real ships can't dock in such a crappy useless little port,so whatever little products or help we get from overseas,are to be received through Dominicans ports. Our trucks from haiti have to go into Dominican territory to haul our goods from Dominican seaports.
That is why when we decided to block Dominican trucks to come into haiti,it backfired because they blocked ours from going into theirs.....therefore we had to back out from such a "smart idea"...but then again,nobody's smarter than us,just look at haiti.

As I have said before these people wll not go willingly. They are depending on the bleeding hearts in the UN to defend them since they lack the fortitude to fight their own battles. We need to elect nationalist who will defend our rights to soveregnty with the international community and seek their participation on withdrawing the illegals only, ie immigration. To show we mean business we must shut down the border. No in or out until the whole lot of them have been rounded up put in camps until processed ( photographed and fingerprinted) then escorted to the border with the promise that if ever caught in Dominican territory without proper papers they will be interned in the new jails that need to be built immediatyely using Dominican labor. Radical thoughts but we are going to have a worse problem 10 yrs from now when the 2+ million illegals in the country start dropping babies and multiplying like rabbits. Unlike haiti in the 70's (you know when exporting voodoo dolls and tourism to gays, which gave y'all the aids virus to the point where intraveneous drug addicts, gays and haitians were spoken in the same breath, was the only thing you had going) the Dominican Republic has always had abundance of natural resources to drive our economy.

Let me name a few: gold mines, nickel mines, fruits and vegetables galore, cattle, amber, manufacturing, rattan and mimbre since we kept our trees, rum( though I'll give credit where credit is due- nothing like a bottle of Babancourt), and of course Major League Baseball players. Tell your young boys to start playing baseball and we will keep those that show promise.

I've said before I feel we should enfranchise the Haitian Dominicans born and raised in DR and descended from the cane cutters of the 1960's to the end of the last century. I was thinking this should be done outright. I like your idea better of getting the UN's backing thru some give and take.
