Santo Domingo.- The Armed Forces Ministry on Monday signed a agreement to boslter mechanisms to protect victims of trafficking, including the Border Police (CESFRONT), the UN Childrens Fund (UNICEF), and the High Commissioner for Refugees (UNHCR).
The project aims to improve prevention, investigation and punishment for such crimes at the border, taking into account the international conventions ratified by Dominican Republic, through a plan to train CESFRONT agents.
As part of the agreement members of the armed forces stationed at the border will be trained in Human Rights, Children's Rights and International Refugee Law to protect victims and control the crimes of trafficking.
Armed Forces Minister Sigfrido Pared said the agreement includes the creation and training of a team of trainers in those areas and stronger coordination between government agencies, civil society and the military, to identify and protect victims of human rights violations, persecution and transnational crimes.
In addition, the UN agencies will provide technical assistance to the armed forces, to design and implement monitoring and evaluation of the situation and to develop a Code of Conduct and contingency plans to handle cases of trafficking and smuggling across the border.
The agreement comes just one month after the Jesuit priest Regino Martinez, head of the NGO Border Solidarity, called the smuggling of aliens across the border from Haiti a multi-million dollar business shared by the owners safe houses, transporters and law enforcement agencies.
Upon making the complaint, the prelate said that although the volume of observed migrants seemed small, it was a 24 hour per day traffick.

There is still some semblance, (be it very small) of democratic government in Haiti, so the international community is pumping in billions to prop it up, despite knowing that most of it ends up in the wrong hands. Only after total collapse, and the endorsement of neighboring countries, would the UN, NATO, USA or whoever actually step in and take over. The USA has had a gut-full of trying to help other countries and it ending up costing much more than they thought, and getting no thanks for it. Haiti may provide an excellent breeding-ground for Islam and Sharia Law to gain a foothold in the Caribbean. The seeds have already been sewn, as always, peacefully in the beginning. What is in the development stage now is part of the process for unification!!!! I know a DT member will soon reply with an out-of-context response. I am taking that variable out of the equation (pro DR or pro Haiti). I am looking at UN, IMF and who is really in charge of el caribe, regardless of sovereign existing law!!!!!!

Clinton, Qatar announce $ 20 million toward Haiti reconstruction
The Qatar Haiti Fund and the United States Agency for International Development also signed a memorandum of understanding to build about 150 to 200 permanent homes for people displaced by the earthquake on a piece of land donated by the Haitian government. The homes will be built in Cabaret, a town northwest of the capital.
A separate grant for $700,000 from the Qatar Haiti Fund will go toward the Haitian government and the City of New Orleans. The idea is to impart lessons from Hurricane Katrina to Haiti's Prime Minister office.
Down with world government, no more child trafficking in poor abused children. Put them in schools and treat them with love, but just do it on the Haiti side. That way we'll all be happy :)

Here is what I can tell you, as much: We can not close our eyes before what is real, there is an abysmal distance between our two countries, it is like two opposite forces which tend to become apart more and more, there is not common ground in this symbiosis, although Dom. Rep. is more receptive and open, Haiti remain tighten closed and show not strong decision for changes, if Haiti ever hope for more integration near by Dom. Rep. she must at least become more attractive and guarantee the Dom. Rep. an unusual or very exclusive policy such as allowing the Dominican Entrepreneurs to build and make business in Haiti under very favorable and exceptional conditions.
I very doubt that Haiti want to lose her sovereignty, as you can see, there are bounds that can't be jumped. This Fight will be in the Int. Arena.

It is not an easy pill to swallow looking at the vast $ being pocketed by the blame everyone else except us Haitianos living with ultra comforts in their Florida mansions. I guess it is not the two wings of a bird, rather the ying and yang of disaster!!! Hopefully, one day before it will reach the unsolvable point, those $ pocketers will have a sense of decency!!! The 4th Sports Complex "Park St-Louis of Jérémie" was inaugurated on Saturday 15 September, as part of the program "Foutbòl pou chanjman" managed by Olivier Martelly. The inauguration ceremony, which was attended, among others by, René Jean Roosevelt, Minister of Sports, and Norman Winner Departmental Delegate of the Grande Anse, brought together thousands of spectators, including former glories of local football : Rollin Faucher, Dominique Jean-Michel, Maurice Léonce and Mario Fauché, who were honored in the circumstances.
The new Park St-Louis of Jérémie can now receive several major sporting events and accommodate more than 4,000 spectators. With basic sports infrastructure, a ribune covered with a metallic structure, a playground and a children's area, of projectors and a generator, this Park becomes the largest space sporting attraction of this department.
The population has, for its part, praised the efforts of the Government Martelly-Lamothe, of the importance they attach to mental and physical development of young Haitian living in the provinces, and took the opportunity to thank Olivier Martelly for his support, in the "Citée des poètes", hroughout the process leading to the construction of this complex.
Both teams have marked the event : "La Relève de Jérémie" VS "Les anciennes Gloires", a football match that has makes the happiness of the audiences.
During this day were also organized, a school parade, musical entertainment and parachute jumps.
Thursday, the President Michel Martelly, accompanied by Vanneur Pierre, Minister of National Education, of his Adviser, Mr. Florentino Latortue and Klaus Eberwein, Director General of Fund of Economic and Social Assistance (FAES), went in the department of Nippes, where he inaugurated the National School of Anse-à-Veau and distributed school kits to students.
The Deputy of the constituency, Wilner Guervil in presence of several local personalities, thanked the President for his keen interest for the department of Nippes, which had been in the past, neglected by the central government. The Deputy also congratulated the President for his total commitment in the struggle for universal education.
The President Martelly insisted on the development of playgrounds and the improvement of the environment of schoolchildren, in parallel to the improvement of the quality of education. He also called for the integration of vocational training into the curriculum at the level of 3rd cycle.
The new building of the school mixed of Anse-à-Veau, that will host 649 students (329 girls and 320 boys), was built through a funding of the World Bank 15,238,721.26 Gourdes, as part of Program for the reconstruction of School Establishments (PURES) of FAES.
This new facility includes six classrooms of 50 m2, an administrative block, a toilet block, a playground and a dining room with a kitchen and deposit. he construction lasted seven months and helped create 1.450 jobs

The work of the Royal Oasis Hotel in Petionville are almost complete, and stores have opened on the floor this week. These 14 shops that offer handicrafts and goods to local and international visitors, will allow business owners to share their Haitian culture.
Project of Support for the Production and Processing of milk
Officials of the Ministry of Agriculture, local authorities and community leaders of Thomazeau, launched on Sept. 18, the Project of Support for the Production and Processing of milk of Thomazeau. This project funded by the Haiti Reconstruction Fund (HRF) will be achieved by MARMDR in collaboration with FAO. The future milk processing unit will allow producers to have a new source of income.

There is still some semblance, (be it very small) of democratic government in Haiti, so the international community is pumping in billions to prop it up, despite knowing that most of it ends up in the wrong hands. Only after total collapse, and the endorsement of neighboring countries, would the UN, NATO, USA or whoever actually step in and take over. The USA has had a gut-full of trying to help other countries and it ending up costing much more than they thought, and getting no thanks for it. Haiti may provide an excellent breeding-ground for Islam and Sharia Law to gain a foothold in the Caribbean. The seeds have already been sewn, as always, peacefully in the beginning. Allah sent the earthquake, flattened the cathedral and killed the Archbishop and many of his clergy and followers, as a sign to these superstitious Infidels to see the light and switch brands from Catholicism and Voodoo to Islam.

The government of Haiti only got 1 percent of the funds , the rest to the NGOs nobody is taking money
Haiti is under a microscope , a lot has been done and its no like the whole OUNTRYC is affected we still make trades , some still go to work , some put it behind , everybody is dupifferent , what ou see is the earth quake , Haiti has lots of beautiful places , but journalist don't go here o shoot beaches , palm trees or landscapes or nice homes nor do aid workers or NGOs , than if they do that why would anyone bother to sponsor , donate , help out etc....
You know if An Ngo is caught lying down on a beach or at some hotel in a swimming pool in Haiti ?
It would cause anger , although they do I on their spare omes if any , because some just go for just that specific, reason only and live with a tight budget
There have been some reports of mismanagement but , how can things get done 100 % correct ?
Also the reason why lots of people were saying that the money would be stolen is because they want Ed to see bad for Haiti and discourage people but that did not happen and is still not happening things luckily got better for us but the more they were doing that more people knew otherwise and that even REnforce things even more for us ,

What our president was doing and is doing is taking care where it's needed most first because a lot thousands of more houses will open in December, medically , I am impressed with the number of clinics compare to before and in quality , we made lots of roads etc....

I do not doubt that corruption goes both ways at the border. However I would suggest that Haiti is a bigger problem for the Dominican Republic than vice-verse.
Australia has a big border problem too, with illegal immigrants from the Middle East on Indonesian people-smuggling boats. The boarder between Haiti and the Dominican Republic is tiny compared to Australia's north-west coast.
So everybody will have an understanding of Haitians and their mentality.
