Santo Domingo.- Despite that a court was to have ruled today whether the San Pedro de Macoris (east) prison authorities could proceed to cut urban singer Vakero’s hair), his dreadlocks were shorn Tuesday night.
His lawyer Manuel Moquete deplored the measure and blamed it on Justice minister Francisco Dominguez. "It’s a discriminatory action. For our part we will continue with the hearing because is in our client’s interest to prevent further violations of the rights of citizens."
To avert getting his hair cut, Vakero (Manuel Varet) claimed that he belongs to the Rastafarian religion, which considers it a sin to do so.

I have to side with Vaquero on this one, as I see no need for such a drastic measure, to relieve the singer of his trademarked locks. More so since his case was based on abusing his wife or ex, who more likely is after just squeezing more money from him.
The jail sentence was three month temporary incarceration, and it was bestowed after much adverse publicity, and endorsement of militant feminist groups that feed on these cases. There was no need to humiliate him and hurt his future livelihood, from the hand of low lives prison officials.

I believe that this is done to prevent inmates from hidding contraband within the hair itself. This is also an issue in US prisons.

Exceptions are made, in many cases as well. More so in iffy cases such as the one against Vakero.
First of all imprisonment was way too hard a sentence, when Vakero was no threat to society or committed a serious crime, other than "psychologically" and physically abuse his wife, just according to her statements, because no evidence was ever produced of physical injuries.
Second the ruling on his dreadlocks was pending, and although his lawyer fumbled the appeal, more time should have been given to the judge to pronounce sentence.
The DR justice system, and the goons that manage the jails, are the ones that should have all their heads shaven, for their blatant disrespect, and abuse of basic human rights.

I think you are confusing the issue. If there was no evidence of abuse, then the question of guilt or innocence remains, and he should not be in jail, regardless of his poor taste in hairstyles and "music".
However if he did abuse his wife physically or psychologically, then he has broken the law and deserves the appropriate sentence. If that involves incarceration then some of his human rights are temporarily revoked.
