Santo Domingo.-  Justice minister Francisco Dominguez on Friday announced an investigation into the death of Angelo Jean Carlo De Leon, alias "Cacon," allegedly shot dead by a police patrol after the Chief of Police taunted him not to surrender.

De Leon had been on the loose after he allegedly took part in the killing of Police Lt. colonel Pedro de la Cruz.

In a statement, Dominguez said he ordered the investigation to establish the facts in the unusual case.  "We must await the outcome of it, before posting a conclusive position on the facts."

Dominguez wants to cover all the bases, after the recent verbal incontinence by the chief of police.
One must never publicly voice, what could be interpreted as an illegal action such as the previous announcement by chief of police, that an assassin of an officer, shouldn't surrender to police.
Bet any even money that the human right groups will have their day in public opinion, regarding this, announced "extra judicial killing". Justice minister is acting by the book, and this "execution", although approved by the majority of inhabitants of DR, will be a cuestionable and debatable action, in the career of chief of police, General Polanco.

brilliant analysis, General. one has to act like one has a brain between his ears. i am sure that the Chief was angered by this thug, and quite rightly so. however, some things are better left unsaid. he sure as heck has the support of a public that is weary of the actions of these rodents, but there is a time to speak, and there is a time to keep one's beak shut. apparently, the Chief has not figured that out yet. it gives the country a black eye in the court of public opinion, when the police Chief issues a thinly disguised threat, and the perpetrator is blown away in less than 24 hours. i bet Danilo is not amused.

i think that this is his last free pass. if he goofs one more time, he is gone. Danilo has momentum going. he is building up some serious political capital. he cannot afford to let someone ruin it for him with some macho buffoonery. if he makes another serious blunder, he is toast.

My guess is that the chief of police will be replaced, as a purely political move, that was long overdue,
and now it is the perfect time to do it. Danilo needs no better excuse, but still has to keep appearances and let some time pass, before the action is taken. I would guess within 60 days maximum, someone else will be appointed who will carry forward the necessary reengineering of the paramilitary police force, making it more user friendly, and less militarized. Another prediction is that some of the old Leonel appointees, will slowly begin to be replaced by Danilo advocates, in the near future. Now this could be just wishful thinking in my part. But hopefully you will see these changes appearing "as normal" around the 27 TH February, 2013.

Bueno I completely understand your concern about the one that innocent ' but they should be guilty instill proven otherwise . In my opinion that's the only way crime will stop in DR . Enough is enough come on guys are you for real . Dr is like the good old west in USA think about this . People get killed all the time. For no reason just because some asshole thinks his wife is cheating on him . I remember when Dominican used to go to DR all the time to cheat on their wife's , but now is quite the opposite and the difference is that the man always tries to kill his wife and than kill themselves how about that

Being angered by a "thug" is one thing. Ordering his subordinates to find and kill the "thug" is something else. This is dominican "justice" at its best.
Only in this country would you see things like this happen.
And then Morales Troncoso and others would complain when international Human Rights organizations criticize our "justice" system.
We are back at the "Era de Trujillo". Que viva el jefe, Generalisimo Polanco!, Que Viva!
In any other civilized society a citizen would be allowed to have his day in court, guilty or not.
It would be better if we legalize the death penalty and, after trial and conviction, execute the "thugs".
Many people do things that, if tried and convicted, deserve the death penalty. However, the execution of a citizen with the approval and/or prior consent of the chief of police, regardless of the culpability of the accused, should not be looked upon by ANY society as the right course of action.
(Of course, I am in the minority on this. Fire away!

I support your position. As well I take issue with the hypocrisy of the Dominican state and the Catholic Church when it comes to the death penalty, which they only oppose in rhetoric!

A notorious thug that takes the life of another human being and later defies the authorities knows for a fact not to expect royal treatment. Yet he is receiving glory for his actions from human rights groups and comments like yours.

Go and ask the officer's family how they feel. The lost of an officer killed in the the line of duty, defending the rights of the rest of us from thugs that are freely roaming the streets of Santo Domingo and the rest of the country.

Where 90% of the country 's population lives in fear due to the reigning anarchy.

i see where nuance is lost on you. nobody is suggesting that he should not take a firm stand. we are saying that he should not get into a penis size contest with hoodlums, inviting them to a showdown. he is a government official. he has to act like one. do your job, and keep quiet.

It is easy for you to take that position, since you (surprisingly) are not aware of ANY human right abuses being committed in the past or present by any regime, in the Dominican Republic or any other country, in the name of "law and order". Perhaps it will enlighten you to observe what people in Syria, Iran, Gaza and, (just to bring it closer) totalitarian regimes in our own Latin America are suffering to awaken you. But perhaps what will do the "trick" is when your own civil rights are trampled upon right here for you to question executions carried out in the name of "preservation of law and order". Let's hope someone close to or known to you is not deprived of his/her civil rights and thus you learn a lesson. Or maybe someone with a badge and a gun runs all over you just because you are not part of the establishment. (I hope I did not use too many big words for your intelligence!)

You are too smart for my Master's Degree and kindergarden education.

I am not approving the atrocities of the Trujillo Era, nor am I approving the violation of human rights and human dignities.

However, this thug served his own death sentence by killing a police officer in the line of duty, and if nothing was done about it, other thug would follow his foot steps.

The people in DR are living in fear because of people like that. Law abiding citizens are afraid of making a living, going to work, of starting a business and doing normal everyday things because of all the thugs on the loose.

If nothing is going to be done about it, then we might as well empty the jail cells.

Speaking from a far is not going to resolve the problems of DR, doing something about it will.

rokete, you are missing the point, perhaps on purpose. nobody disagrees that we are in a crisis of fear, what with the increasing boldness and savagery of the new breed of hoodlums we have to contend with. at no point did anyone suggest that actions should not be taken by the police force. the point is that the Chief of Police is a high ranking government official, and has to conduct himself accordingly. beating his chest, and daring a perpetrator to a showdown is not reflective of responsible adult behavior. do the job, and keep the histrionics and melodrama to a minimum. that's all.

According to some of you, the police officer had no human rights.
Only the thugs and the unruly have human rights.

When you violate other people's rights, you automatically lose yours.
You lose you rights when you cross the line.

I know of people close to me, that have died inside their retail stores at the hands o thugs, trying to make a living to support their families.

AT THE HANDS OF ARMED THUGS, NOT POLICE OFFICERS.

My friends cannot claim their human rights in the cemetery.
