Santo Domingo.- U.S. ambassador Raul Yzaguirre yesterday joined the ever lower voices in the scandal of the fraudulent titles in Bahia de las Aguilas, calling their “cleanup” very important for investment and the country’s development, and offered expert help from the U.S. for the government.

"Hopefully these issues will be fixed, the cleanup of the titles is needed for the investment necessary for progress," he said, adding that he expects the issue will be resolved.

Speaking to reporters in the American Chamber of Commerce’s monthly luncheon, the diplomat called the case extremely important, so we have talked to members of the cabinet and the Embassy offered to bring an expert on titles to advise the Government.

Great news!

Now the gov't is out of excuses.

Let's do this correctly, for all properties, once and for always. Frankly, I'd much prefer to hire an outside entity for all title transactions, since we have proven extreme incmpetence and corruption and simply must not be trusted.

Nothing embarrasses a Dominican, not even when a known drug kingpin bangs the wives of the officials and military personnel would even cause an embarrassing situation or when the number one man in Spain's drug cartel poses with the president in the palace for a family picture.

There has been plenty of times when the Republic's hands had to be held to do the obvious and she still hasn't learned.

Yes, it would be great if Washington could help with technical assistance. It may clean up a mess the RD would not, cannot, not willing to be able to handle.

However, it could be considered by Dominican nationalists as an invasion of the country's sovereignty The ambassor 's suggestion to bring in an expert in titles could be a back door attempt by Washington to source US holders of Dominican titles who have not declared their property to the US, rather than an effort being altruistic to the Dominican government to cleanup the titles.

Remember US Rep. Charles Rangel.

Ambassador Yzaguirre, don't you think Washington has enough irons in the fire. This issue is a Dominican issue, created by powerful Dominicans. You will not change the "stripes on this zebra". Do not get involved! What you can do is streamline the USA visa approval process, review and cancel existing visas and improve assistance to existing USA citizens that reside and/or visit the DR. Also have US DEA and their trained canines screen (passengers, crew, ground staff and cargo) every flight departing any DR airport destined to the USA. Concentrate on something you (the USA) can have a positive affect. Thanks.
PS Keep Menendez and Rangel out of the DR for the next 2 years

For all of the the US's faults and excesses - solid land titles is certainly not one of them. Land surveys in the US are pretty well cut and dried and title searches can clean up ambiguities - title insurance is cheap as there is not much problem. This is one area of expertise DR should take advantage of and emulate.

Ever lower voices? Why state it as such? This suggests back room mumbling, hushed tones, and skull duggery - and it makes this ambassador sound a little shady by inclusion.

Is there more to this story? Or is this a case of poor authoring, or perhaps, just a bad attempt at sensationalizing?

The RD needs no help in un-raveling this mess. Outside nations need to keep their fingers out of the Dominican's business, (yes - including my own).

Look - President Danilo has proven time and again that he's got a handle on things. It's time to butt out and let this nation conduct its own affairs. It took from the 60's to make this mess, so it'll take some time to make it right. President Danilo must feel as though he has become leader of the world's largest "Gordian knot". Get out of the way and give the poor guy some room to breathe.

But, then again, what do I know?

Isn't his gov't the one that proposed a 45%/55% split with land robbers of the national patrimony? Frankly, I am not so sure I trust the guy, especially when his administration is so heavily populated with remnants of the criminal LF administration. Fact is I tbelieve he's rather incompetent and weak, and may lack requisite testicular fortitude to deal effectively with the many critical issues our country faces such as: unemployment rate; gap between rich and poor; basic education; bloated, useless military and judicial branches; rampant corruption; bus drivers union; the salami debacle; property title mess; the Haitian invasion; drugs; etc, etc, etc.

Government offices evade tax payments

The president of the Chamber of Accounts (CCRD), the governmental accountability office, says that many government entities retain taxes from their employees, but do not report them to the Department of Taxes (DGII). As reported in Listin Diario, Licelot Marte de Barrios said that she met with directors and financial offices of several delinquent government offices. "We have detected a sizeable practice of retaining taxes and not paying these funds to the state. There are very large sums involved, beyond what you could imagine. There are institutions that owe millions of pesos," she said.

know what that means? even though the government just imposed an onerous paquetazo, because of revenue shortfalls, the taxes are being collected, but are being stolen. ask Danilo by whom they are being embezzled.

My sentiments, precisely. Regrettably, we've become accustomed to inefficient, ineffective and corrupt gov'ts and our expectations are very low and just above basement level. How do you suppose a guy like the Hipo's election could otherwise be justified?

It never ceases to amaze me that we had a university long before the USA was a bonafide nation, yet the US is a 1st world country and we seem to linger at the bottom of the barrel, in most important aspects and by all measures. Regrettably, my people continue to demonstrate a horrendous predilection for electing inadequate and incapable leaders, who are corrupted beyond description (LF), or totally crazy like the Hipo. As for the present guy, he is just weak and and inept and a puppet. Hopeless situation, I must say.

I would agree with your stated view above. I'd further change the governance slot to 5 years, and limit it to two terms total, either successive or staggered; same for all members of congress. Furthermore, I would limit the military and police in size and restrict it to just two generals, and combine the navy and air force into one entity; likewise for army and police. After that, we'd have to work on number of deputies and senators and pare them down to a reasonable number, commensurate with what other more advanced countries with similar populations allow. I would also reduce their salaries to what we can afford and what the position should dictate, based on a comparison to other country, adjusted for GNP. I would also remove the decree powers from the president, and establish a system more closely aligned with a parliamentary principles. this would be just for starters, with certainly more reforms to come.

absolutely great ideas, glomar. besides that, non essential government posts should not be determined by political affiliation. why should a guy who works at rentas internas lose a clerical job because he voted for the other party? how will anyone ever have sufficient tenure in any job to become an expert? the DR governmental system needs a complete remake. it is stuck in the 19th century. how in God's green earth can they expect to pay a teacher 10,000 pesos a month ( the minimum salary is a little over 8000), and expect results? i read in another blog where a teacher gave the students this task as a homework assignment

look for the national flag and national anthem of Africa!

how in Sam Hill are we going to go forward at that rate?

Nothing will ever get done in the R.D. until the laws of the land get enforced. The central government is waaay too weak to clean up its toyos . The government has got to eliminate incompetence and corruption in the police force. One way is to retrain and educate the officers. Those that can pass examinations should be allowed to stay and be given a pay raise. On the other side of the equation are the corrupt-azz judges who need to be monitored and caught for taking bribes.

Thanks for the comment Rokete. We have MY gov't dabbling in the Barrick issue, and then EE UU trying to be a player in the Bahia de las Aguilas debacle - both of which are legal issues to be solved by a sovereign nation. Keep lifting the carpet folks! Let's find out exactly "why" it’s so bumpy under there.

This brand of intellectual dialogue, exchange, and interchange, ('intellectual' meaning absent of vulgarities), is the correct path toward meaningful and lasting change. It is the wind necessary for the winnowing of circumstance, and therefore the fuel of real substance and progress.
