Santo Domingo.- Barrick Gold Pueblo Viejo’s top executives are currently meeting Friday morning in the Canadian miner’s offices in the Novo Centro tower, in the wake of the government’s surprising halt of a precious metals ore (doré) export on Wednesday, the first in the country’s history.

Customs director Fernando Fernandez said Thursday it suspended Barrick’s exports through Las Americas International Airport due to a routine physical verification in compliance with Customs law, because in its view the miner didn’t respond to a March 7 notification to specify each of the metals in the cargo manifest.

He said the requirements weren’t fulfilling, for which the ore cannot leave the country.

The official’s statement comes just hours after local media reported that Customs has never inspected gold shipments, in reference to Barrick’s predecessor, Rosario Dominicana S.A.

Fernandez said Barrick’s manifesto lists the export as doré (gold and silver ore) valued at US$11.6 million, but Customs doesn’t have a tariff scale for that, and instead for gold and for silver separately.

So let me get this clear, Barrick is to pay the government some dividend of the gold and silver extracted from the mine and they are not allowing the government to know exactly how much is being shipped out and they expect the government to just plain and simple believe whatever they are saying after all that is happening. They have to be out of their mind to think that. 11.6 millions reported which could also be 15.5 millions. They are nothing than a bunch of scumbags. Well done Mr. customs director.

Well all the bright Domincians are coming out of the woodwork giving praise to a robbing government.

It seems that the DR will try anything to renogoiate its agreement. I wonder if these AxxHxxx's would do the same if the price of gold went down.

The DR is the most opressive government against private enterprise unless that enterprise pays a propina to do anything.

The general mentality in the DR is to steal at all levels with impunity.

While it appears to be somewhat "opportune" that customs have stopped this shipment there does appear to be some logic to it. It seems only correct that the values of the two different ores should be declared separately and not one global figure covering both.

Surely it is necessary to know value of each as the market value is vastly different and one assumes the revenue to the government differs on each.

Seems to me that the government had better restrict flights out of these mines and have the government do the pickup and verification. Someone made the excellent point that what is flown by heilo to the airport could just as well go to a ship off shore. At the values of the product it is entirely likely that something of this nature could take place.

are in that mine.
Why else would Barrick spend BILLIONS reclaiming & rebuilding the mine.
Barrick is not stupid.

I just can't believe what am reading.

It seems apparent that our gov't is once again drelict in its duty to protect national interest. Due dilligence dictates that gov't inspectors should be at the mine, corrobrating shipment content by mineral type, to ensure proper payment, etc.

I guess we should expect to continue to be shocked as the story evolves.

I do agree with Customs position in this matter, for they represent the final gate for our mineral riches. Good job, this time.

The government should and more likely must have an on call customs official(s) to inspect the shipment(s) at the origin. These officials can validate the shipment(s) conform to the law, the paperwork submitted to the goverment is correct and witness the attachment of seals.

The officials should be assigned to the site on a temporary basis in rotating shifts for internal security in a manner no two or more officials are matched together for inspections.

Note: the government has the legal right to detain and inspect any shipment entering or exiting the country. If security seals are attached and compromised by gov't inspection the officials are obligated to reseal and provided documentation to the owner of the goods what they have performed to protect the integrity of the shipment.

Sure, customs sees fit to rob even USED tires coming into the country so why not rob some gold as well. Now they have a target on their backs with a big arsse bullseye and it is now open season on Barrick.

Both of you fools, either will be hurt, or railroaded out of country ( unless you can get to your respective embassies on time). This not a game, or a sarcastic parody where the characters are fictitious. These are REAL-TIME/REAL LIVE events that have to do with a country's sovereignty and its right to claim what is rightfully its property.

You can be assured the full value of the shipment was declared for export. This declaration forms the basis for the insurance. You can also be assured the shipment was insured for the full amount. Anyone claiming that the gold and silver is being smuggled out of the country is non-sense.' See 7108.12.1020 and 7106.91.1020 for export classification of Dore (international). How the DR doesn't have this classification would be beyond belief. Cheers!
