Santo Domingo.- Antinarcotics agents arrested Friday two men who were caught red-handed when they were trying to exchange a box containing 19 packages with a white powder presumed to be cocaine.

The suspects, arrested in Luperon Avenue, National District, are Franklin Amador Garcia, 28, and Luis Alberto Mancebo Moreta, 43.

Police said the packages were taken to the National Forensic Sciences Institute (INACIF) for testing and precise measurement.

Precise measurement means everyone involved takes some to either sniff or sell along the way.

Seems strange that they catch lots of people with drugs but never the ones that sold it to them!
