Santo Domingo.- President Danilo Medina ordered a halt to deportations of undocumented Haitians, but reinforced the border to prevent the illegal entry of nationals from that country, three senior officials revealed Friday.

"The executive order stipulates that all deportations will be stopped," said Presidency chief of staff Gustavo Montalvo.

Interior and Police minister José R. Fadul and Immigration Agency director José R. Taveras said the issuing of temporary IDs for Haitians living in the country has been hampered because most of them don’t have the necessary documents.

“Haiti’s problem is that it has few records of its nationals and everyone knows it, even Venezuela allocated 40 million dollars for them to provide their people with ID documents." After the earthquake it got worse," Fadul said.

The officials spoke during the delivery of 200 motorcycles for the Metropolitan Transit Authority- Amet-.

It is good to see that the President is taking a moderate course and stopping deportations. The goverment was blasted by Al Jazeera today (editorial by Peter Flegel) - it is fine to tighten up immigration policy, but the citizenship matter is really going to burn us if it is not resolved amiably in a short time. Editorials like that in Al Jazeera will destroy tourism and perhaps other international opportunities.

None of this will mean squat if a thorough cleaning of the house isn't made on the armed forces and the foreign service first, the latter which implies dismissing and locking up the so called consuls which have made a fortune from issuing visas to the peasants there, without the state ever seeing a single dime from those.

I spent two weeks vacation already in Dom. Rep. I am so scared about what is going on over there. All what I saw was Haitians people walking Machete in Hand. If the government does not react quickly we are going to have a very big problem, those people have a purpose and my feeling tell me nothing good is coming out of it.

Without deportations to their native country, what motive do Border violators have to come out into the open and go through legal visa processes? If Medina is bowing to international pity pressure then which nation is he putting a priority on? If a bunch of other countries are so concerned about native born Hatians, they need to spend their efforts in Haiti, not the unwilling host of so many non productive foreigners that eat up so much of an economy that they don't contribute to. People whose parents or grandparents somehow came to the dr illegally or have bought cedulas on the black market deserve some moderation if they have been honest Dominican citizens. Medina's government probably doesn't have the money to determine which is which in the next few years. That doesn't mean the country has to surrender its sovereignty

Yes, you are right and Haitians have really become abrasive and daring in the last 20 years. I constantly get reports from such incidents taking place in Santiago and other areas. I remember as sad as it sounds when Haitians used to get hurt pretty bad or even killed in construction jobs or by reckless behavior from Dominicans and nothing will happen. The authorities will pick up the body and send it to the ingenio. These events shaped part of my sensitivity toward the plight of the Haitians and their conditions in the DR. This is the reason why i support a deportation process that gives them their place as humans first and also, a process of deportation that respect and protect their dignity.
The issue is that Haitians know that the DR government does not identify with their issues and understand that they had nothing to lose when it comes to dealing with the DR government. It is just like the northern irish catholic and the british army, london and the german bombers.

What all this has come to is a reversal to the previous 8 month period BEFORE the Chicken and egg Boycott and the subsequent TC ruling.

But your point about about Haitians walking Machete in hand across the DR and the porous border giving thousands an almost free pathway into DR, combined with massive numbers without ANY documentation does not portend a non-violent future dispensation of this matter.

Unless, some behind the scene arrangements will work out the obvious deficits inherent in this current posture, the future does not look bright. Perhaps Medina and Martelly

will be forced to deal with the difficulties AFTER the 18 month period is over and DR has finished their internal Regularization process.

The outside pressure surely pressed DR to extend Haiti MORE TIME to get their act together before any deportation back to Haiti take place. In the mean time, DOCUMENTING ALL persons ON BOTH SIDES of the island will take place. But of course, there is the matter of : How will this current decision to go back to the status ante provide ANY insurance against a massive continue flow towards the east?

Unless Haiti does what it has heretofore resisted to do, help keep its people INSIDE Haiti, what on earth will this extension of time do to prevent greater flows from occurring?

Another question:

What will happen once these undocumented persons are identified?

Or will we bear witness to an endless counting regime and further delays in addressing the issue?

The next rounds will be interesting chapters, Medina will have his hands ful
