Lawmaker cites rules to continue pocketing slush fund

Santo Domingo.- The Bicameral Commission studying the draft of next year’s budget on Thursday returned the proposal to Chamber of Deputies president Abel Martinez, his order to strike the “barrilito” (little barrel) slush fund and RD$75 million to buy toys, until the full floor approves it.

Committee chair Tommy Galan said all members must first vote according to Chamber rules since items already approved can neither be deleted nor changed. "The commission should ensure due process and we’re returning it in view of the observation ??by some committee members that it had to comply with both Senate and Chamber rules."

Speaking after a Chamber session, Galán said as soon as that requirement is met the proposal could be submitted to the commission again.
