Regularization of Haitians’ offspring has failed: NGOs

Santo Domingo.- Two NGOs advocates of human rights said Thursday that Law 169-14 to regularize the offspring of Haitians has failed because to date, fewer than 10,000 of over 53,000 people potential beneficiaries were able to submit their documents to qualify, noting that the number that’ll actually receive their documents remains to be seen.

The Centro Bonó and the Jesuit Refugee and Migrant Service said red tape and political hurdles jeopardize Dominicans of Haitian descent and misinformation makes it difficult for them to get documents such as birth certificate, and restricts their freedom of movement.

"To defend the rights of Dominicans of Haitian descent is to defend the human dignity of the Dominican population," the organizations said in a statement and requested a more coherent position from the government, called the issue of those people born in Dominican territory a vital issue.
