The dominican goverment can and should override article 11 of the constitution, in the case of haitian illegal's. The situation in haiti remains the same terrible, and the population increases within the very poor. Dominican's cannot become a minority in there own country. there's a hell to pay, the D.R. needs to remain pro-active against N.G.O.'s and international pressure. As I said on an earlier article, the New York Times can't have it both ways: if they want the laissez-faire, american style capitalism that the US imposed on this country with their intervention on 1965 to prosper, they will have to swallow the fact that this type of situations are bound to be the everyday bread on the countries on which this type of system have been imposed, given the egotistical nature of it. If anyone of you don't believe me, then check the miserable track record of the Human Rights on Central American countries (excepting Costa Rica), and see for yourself.
On a last note, I agree with you wholeheartedly, mr. Pineda. Instead of gratituosly pointing fingers at us, those developed countries should really focus themselves on redressing the crimes that they committed on their respective colonies, specially France, which is the first culprit for the current mess, by their demanding such monstrous reparations before giving Haiti the recognition for its independence.

So...the same goes for right here...a land basing itself on high profit based on cheap labour...the construction crews that build these mega complexes such as Cap Cana, Juan Dolio and Casa de Campo...just to mention a few high profile and mega high profit endevours rely heavily on Haitian labour for the simple reason that....when the average Dominican lives 40% below the cost of living a basic life ...they say the hell with that...no slave labour for me.
Without the hard work of many Haitian labourers...and yes...most are labourers...this country would be at a standstill as far as structural development goes.

Dominicans migrate for the most part legally to the US, a couple go to P,R. and most are sent right back by la Migra. Haitians have a country, it's called Haiti. A summary deportation order is fine with me, in lieu of the situation. Black americans, SHUT UP, you are the biggest group of reverse racists there is.
