Letter sent to the President of Dominican Republic, Dr. Leonel Fernandez, concerning the death of more than 20 nationals and 4 Italians on the road of La Romana - Punta Cana-Bavaro on August 15 August 25, 2008

Excelentísimo Dr. Leonel Fernández, Presidente de la República Dominicana:

Having traveled extensively and invested in Dominican Republic, my wife and I have come to know your country and countrymen intimately and we have considered Dominican Republic as our second home. It was therefore a great sorrow to hear the tragic news of the accident that occurred on the road between La Romana and Higuey on August 15, where more than 20 Dominicans died including Italian tourists.

These two-lane rural roads are old, dilapidated and dangerous. They are not designed to run as highways. Yet these roads remain to be the only means to go eastward to accommodate the heavy daily traffic of trucks, public and commercial vehicles, and tourist buses. The eastern coast of the Dominican Republic is the largest and fastest growing tourist destination in the Caribbean.

With progress like this, traffic will only get worse and continue to increase. This situation demands the immediate finishing of the Autopista El Coral (The Coral Highway). The hype of the media before your third inauguration trumps promises of a finished East Highway. This highway is supposed to continue further east to ensure a more efficient and safer driving experience for both citizens and tourists alike traveling anywhere to and from Santo Domingo to Punta Cana.

The completion of Autopista El Coral is the least that the Dominican government can do for those who have died needlessly in this disaster, for the families that have lost their loved ones, and for those who survived the horrors of this tragedy.

The calamity of August 15 is not just another random accident but it is an inevitable event in part caused by the infrastructure and bad conditions of the old roads that are not equipped to handle such high traffic. This is a tragedy bound to repeat if nothing is going to be done. Turning away and hoping that the event will be forgotten is a crime. It is the responsibility of the government to keep their citizens safe and to promote security for visitors.

The government also holds a responsibility to those investors who have spent a tremendous amount of money in the development and progress of the eastern coast of the Dominican Republic that have created an increase in national employment and given a boost in tourism.

A completed highway would encourage continued growth to both the country and investors but most importantly it will minimize traffic accidents and unwarranted fatalities.

Should the completion of Autopista Del Este come to fruition, its presence will rightfully become a permanent memorial for the victims of August 15:

Be it in your conscience that this mission will take precedence and be executed with no more delays.

i have never been to that area of the island, therefore i have to tread cautiously here. but friends of mine who have,have told me that the only access highways to Bavaro and Punta Cana, the two largest, most populous tourist areas in the country, are dilapidated, pothole infested, bridle paths. how can that be? do you mean to tell me that the political directorate considers this to be acceptable in the 21st century? do they comprehend the repercussions on the tourist industry when these facts are revealed in Europe, which, definitively, they will? i have not seen any press releases from Italy regarding the event, but you can safely wager that they are not complimentary, and will serve to deter prospective travellers from that country.

Problems of infrastructural maintenence and construction within the DR are further compounded by the strong central government whose managerial arms are extremely short andfocused to a very narrow geographical area, principally the Santo Domingo environs.
Until such time as this and other Administrations begin to allocate budgetary funding to the Provinces for infrastructural enhancements, maintenance and construction, we will have this type of inefficiency in such matters.
One solution would be to form a "Corps of Engineers" to supervise, construct and maintain those infrastructural projects that are identified as essential by the local Provincial administrations. Young fraduates in the various Engineering disciplines could be "interned" to the COE of theUSA fora year or so after graduation to get a better idea of the details of administrative procedures necessary for effective management of projects.
That could be an item for the upcoming Constitutional Reform.

Our dear president is too busy destroying Dominican Republic resources like cash in the central bank, appointing all these corrupted people and pissing on the Dominican constitution allowing foreign entities to dictate our country policies jeopardizing future generations legacy.

Don't worry Mr president you betray my trust about your party but not towards my country, sooner or later you must face a swift justice for your mediocre and irresponsible actions against Dominican Republic.

That is a more disgraceful insult to the Dominican People than jsut being a politician.
For a President, or other Head of State, to catagorically ignore the plight of his people andto proceed with a Status Quo policy is totally unforgivable.

Leonel did not get our comments but, he did get the letter. NOw,,, probably he wont pay attention to it, just as he has done with so many others letters like that.

I just wonder who is gonna be the one who leads us? Is there anyone able to be the president we need?

I dont know but I'm a big dreamer, therefore i study and analize the world and off course everything concerning to the DR.

I'm not saying i want to be "President" I just want to be a leader who voice will be the voice of those who have been forgoten.

Isnt that exactly what YOUR President has done for years, hence the dreadful state the US is in now. I think Leonel has done a lot more for his country and his people than they realise. the DR is now well up on the world stage. Maybe that is why we are having such a great influx of Americans amongst others moving here.

Is sad that things like that have to happen before the government takes any action. Of course this letter gets to the president, of course he knows already about the problem, and of course he knew before it happened. But as they say in our country “ the home owner buys a pad lock after being stolen.” At the same time this is lack of responsibility of the government representatives whom do not do their job (to protect the people) now there’s 20 dead, lets go and fix it. I am a National , living in USA, whom for the last 3 years had made my joby to enjoy the beach , I did have the opportunitys as young.

Its a shame the condiction of the road around the" Turistics Polos".

Since the arrival of the Mafiosos: Cristopher Columbus (Cristobal Colone, his real name) with his Barbarian( Sorry Spaniars); the basic of Goberment was, had and will be :CORRUPTION.

The President is a Flys Master, he is more out side the Domc Rep. If he visit the area mentioned in the letter, is by Helicopter, in such way, he have not to see the neglet and misery of his people.

The general concept, is that the secundary road , are reponsability of the regional Goberment, no the Central.

We are expert Improviser. The Resorts were build before the infraextruct.

The central goberment use the money coming from its in getting well cover becase in four years, the master may change.
