Port-au-Prince.– The World Bank today announced $25 million in additional emergency grants for Haiti to support recovery and rebuilding efforts, and strengthen its capacity to cope with natural disasters, in the wake of a devastating series of storms that hit the Caribbean country.

The grants will fund rebuilding of major bridges and rehabilitation work on key infrastructure destroyed between mid-August and September, as Haiti was battered by a quick succession of four tropical storms and hurricanes, displacing or directly affecting 800,000 people.

“Haiti must be given a chance. The international community needs to step up to the challenge and support the efforts of the Haitian Government and its people,” said the World Bank Group President, Robert B. Zoellick.

“This $25 million grant is part of the Bank’s support for Haiti’s development, and in particular, for its recovery following the devastating impact of Fay, Gustav, Hanna and Ike,” added Mr. Zoellick, who plans to visit the country later this month.

In the last three years the Bank had approved $240 million in assistance to Haiti, including a recent $10 million emergency grant (Global Program) to help the Government respond to the food crisis.

Haiti is a black hole, whatever money you send there will go through the "filters" and by the time the empty suits get their share, and the officials, et all the poor people may get a couple of hundred dollars
if they are recommended and belong to the "right" party.
$25 million to Haiti is like giving 5 pesos to a beggar in the streets, he can't even buy a piece of bread.
The only real solution is to send money to the DR instead more like a billion dollars to invest in agriculture and the Haitians can help us with the farming and crops and take some home with them.
Haiti is a serious world problem that affects us because they lean in our already stressed infrastructure using up 30% of the health budget. With no end or solution in sight except more famine and misery. I will like to hear some solutions to this huge challenge.

While I myself know I am not qualified to comment on this article I feel like it.........so, why doesn't the US send a few of those huge bulk carriers loaded with coal which there is an abundance of along with a million or so various fruit tree seedlings, some home water purifiers, dry goods (rice,flower,beans) and maybe some vitamins. Let no one from the government have anything at all to do with dispursement and offer the coal,food etc. free but with the agreement that the recipients plant the trees anywhere and everywhere. Having to do a little something for what they get will help raise their self esteem, the coal should stop the deforestation, the new seedlings will stop the erosion and in a year or so begin giving fruit, the water purifiers and vitamins will raise the overall quality of health and life making less of a drain on the medical system...win, win! I am sure this would cost less than 25m and perhaps a greater amount of the dollar value would reach the people in need!!!

Direct community organizing is what appears to be needed and your idea about coal is excellent as bridge to alternative energies with a respite to the forests and an aggressive reforestation program. Josean, It was not meant offensively, just an old addage that rings true wherever the country. I know that most of the people cook over coal/charcoal out of necessity not desire, so it only makes sense to give them what they are accustomed to using until a more viable solution is in place. I am a simple guy that has been known to see simple solutions for complex problems. Implementation should be carried out by some of you more educated deeper thinkers. I was very hesitant about posting on this article and had promised myself that I would stay away from any article containing the word "HAITI" as it always seems that emotions (passion, anger,love and hate) run high. I have been to Labadee a dozen times which is not really Haiti, so I do not know 1st hand the problems, only the information I gather from articles and posts by others. I do know 1st hand many Haitians living around me in poverty and harmony with Dominicans, I live in a town near the capital with these people not in a upper

I agree that the sending money to be administered by the Haitian Govt is ludicrous! The coal idea is good but solar cookers won't add to the worlds CO2.

Who is administering this 25 million? It would go so much further if spent on earth moving equipment and operators who can shore up the river banks and fix the broken roads. That kind of help might prevent the next disaster on the horizon.

I wish those giving the $25 million would read these blogs.

While billions are spent in a war with no sense, the U.S.A provides another $25 millions to aid the Haiti’s situation. Sometime I don’t even know what to say anymore. It makes you want to cry, but crying wont help the Haitian Country. The whole world needs to step up and put a grain of sand in rebuilding the Haitian structure and economic system. Basta, about the "12 years old getting pregnant being Dominicans" well if they are dominicans and if needed, because they are Dominicans they could use the litle Dominican resourses that the Dominican goverment creates for the Dominican people. And trust me on this, raised in DR only the poorest people got pregnat at 12, and they were ussually 1st or 2nd generation Haitians.

The real problem with Haiti is the White countries could not accept the idea of a black independent country since 1804. Ever since, Haiti was seen as a threat to the white slave owners. It was until 1862 that Abraham Lincoln recognized the independence of Haiti. Haiti was basically isolated after its independence. Even recently, the U.S, Canada, France plotted to overthrow the democratically and constitutionally elected president of Haiti Jean-Bertrand Aristide. The thugs and drug dealers (Jodel Chamblain, Guy Philippe), who carried out this despicable and criminal operation were trained in the Dominican Republic. Haiti will rise up again against all odds just like Barack Obama has been elected President of the United States and leader of the free world. By the way, Barac Obama has just appointed the Haitian-American Patrick Gaspard to a powerful position as the White House Political Director. President Aristide will soon go back to Haiti. Haiti will prosper again.

If you have your hopes high in Obama returning Aristide to power after he bankrupted the country and opened the doors to the international drug cartels to come and take over Haiti then you will have to wait until hell freezes over to see that, but again anything is possible, just don't borrow your life savings into this happening any time soon.
There are many black countries that are stable and prosperous and do not have the insecurity and terrorism that goes on in Haiti or the terrible discrimination against mulattos or whites.
Some of them right in the caribbean ocean and they are not so friendly with Haitians neighbors.
Titi Aristide had Jean Dominique of Radio Inter killed and one day he should pay against that
terrible crime done against a patriot and a martyr-saint.

Regarding Patrick Gaspard also a fellow New Yorker I have heard nothing but praise of his work
as a union organizer. Of course there are others that say that under his watch, ACT employed convicted felons as canvassers; ACT was later found to have violated some campaign finance laws and fined $775,000. A scandal that had a lot of press during the election campaign which I am glad that is finally over.

Haiti is the only country in the world that produced a successful slave revolt to form an independent country. Haiti rescued the Domonican Republic from slavery. Haiti saved the U.S. Revolution in 1779. Haiti empowered Simon Bolivar and the region. The Haitians are strong and proud people. Aristide will be back very soon and Haiti will rise up again and prosper as the "Pearl of the Antilles". The treath Haiti pose to DR is real, get off from your piedestal, the demographic explosion is out of control man. DR have the Duty to be pro-active,and help Haiti in regard to family planning this is a win win solution.

I think election is a waste of money, instead they should have a coalition of wise made up of businessmen, teachers, peasants ect led by like the Boulos, Madsen that will draft a course of action for 10 years. Haiti made Dominican Republic taste freedom. You kow very well your leaders in the past wanted DR to be under the U.S. or Spanish occupatipon. Haitians have pride. We defeated the Spanish, the British and the French.

As far as Haitians living in DR, they have full rights to be there. It used to be one island under the Haitians rules. I seriously believe that Haiti and the Dominican Republic will soon come under one umbrella entitled "United Haiti". It will be best for both countries. 90% of the so-called Dominicans have Haitian blood flowing in their veins. Dominicans are actually Haitians. Haitian General Toussaint was the governor of the entire island.

19 TH century and demanded that Haiti pay them 150 million francs in compensation that Haiti agreed to and took many Haitian governments 50 years if my memory serves me right to repay them.
Aristide tried to sue the French for many billions of US dollars to recover that blood money that the French extracted from the poor
Haitians that effectively bankrupted the Haitian economy forever. Of course the French will never pay and will result to war if necessary knowing how cheap they are, and the last ones in a table to offer to pay the bill.
Aristide was the worse nightmare so bad that some Haitians are reminiscing the days when Baby Doc was in power. Correct?

I have traveled extensively to Africa. everywhere you go in Africa, Haitians are considered as superheroes for defeating the Spanish, the English and the French slave masters to create the first black independent in the world. To answer your question, yes Haiti represents the continent of Africa outside of Africa. Do you remember CARICOM (All the Caribbean countries) and all the countries of Africa opposed the kidnapping of President Aristide by Bush?

For your info, if there's a consensus over something between democrats and republicans is about the need to keep Aristide out of Haiti. So if you think that Obama will go against that consensus out of a misguided sense of loyalty (something that I don't think that he's feeling right now, if his cabinet appointments are taken as a sample), then keep dreaming, Smitty. If there's a foolish notion that some people over here need to shake themselves off is the one of believing that Obama is not a man of the system because of his being coloured. Had he not been a man of the system, I seriously doubt that the powers at be on the US would have let him to even get a seat on the Senate, let alone the presidency of the most powerful country on earth.

A smart president has to win in the center, then two years later he/she can move to the left and stay there for a year, then back to the center so he/she can win a second term, then the president can govern from the left during the entire second term. That's exactly the policy of President-Elect Barack Hussein Obama. Obama is like the Haitian hero Toussaint Louverture. Obama has outsmarted everyone including the Clinton's political machine. Toussaint Louverture's father was born in Africa just like obama's father. Obama and Toussaint have accomplished in this western hemisphere what no other people of African descent have accomplished. By the way, I have checked my source and it's confirmed that Aristide will likely return to Haiti in March 2009. Obama is in favor of that. MARK MY WORD!

And for your info, JFK was in the middle of his term (on his way to reelection), when the "grand blancs" dominating US politics decided to get rid of him. They won't let Obama deviate from their agenda for even a single month, and his cabinet appointments (specially on the defense and foreign relations departments, and his choice of Joseph Bidden as VP, an old DC armament industry lobby insider) have shown that he understand this reality quite thoroughly. As I already told, you're suffering from self-delusion and setting yourself for a very rude awakening. His election won't change the structural realities of the US society, where people of african ancestry are the majority on the prisons or the ones suffering from abject poverty, or at least it will take a long time to change that (probably a century or more). Also, judging for his choice of expanding operations on Afghanistan, it's almost a sure bet that he'll continue the past admin.'s neglect of Latin America, the only thing meriting his notice being the demands of some of the people that funded his campaign of toughening US demands on the respective trade treaties (NAFTA, CAFTA, etc.) and a harsher approach to the migration problem on the southern borders.

I don't see why we should take a clue from them, Smitty, since last I checked, we have had coloured presidents even when the US was still dealing with the consequences of slavery. Sorry, but we have already been there, so you'll have to come up with a better excuse for us to drop our borders, specially when your country still continues to be the poorest country in the western hemisphere, not a nice title in the least. Moreover, if you think that Obama will change the way politics are done on the US, then you really don't have a clue about how things are done on the US, which is a sad thing, seeing as how you should already be acquainted with those facts since you're living there. :-(

It's quite the contrary, Obama was elected because he is the only one (among all the candidates) who can change the image of America around the world as well as here in the U.S. The vast majority of the whole world is rejoicing Obama's victory. In addition to being the first Black American president, Obama may go down in history as the most effective U.S. President as well. Obama is not an uncle Tom like Clarence Thomas and Condolezza Rice. Obama is a real brother. He is married to a black woman as well. The world is evolving. Get used to it my friend. Blacks used to rule the world. The cosmos is putting everything back in order.

Saying that Haiti is the poorest country in the Western Hemisphere is like saying the United States of America is a major failure as the most powerful country in the world. How can you explain Haiti only 500 miles away from the shore of the U.S. (Florida) and then being so poor? Haiti has been under constant destabilization by the superpower (mainly France, U.S. , etc...). Sometimes they bribe and use your country (DR) as a launching destabilization pad. Haitians are very political. They understand the game. Haiti is not the poorest, it's the most oppressed. This dates back to 1804 after Haitians defeated the most powerful armies back then (The Napoleonic troops as well as the Spanish and the British) to create the first black independent country in the world. Haitians have had Kings , Emperors, Presidents. In his book DREAMS FROM MY father Obama talks also about the strength of the African spirits, which the Haitians used to defeat superpower. GO HAITI!
