SANTO DOMINGO.- More than 400,000 Dominican homes will start to benefit from the welfare Program Solidarity across the country as of August 18 and the number of people who’ll benefit would reach 800,000, said vice president Rafael Alburquerque yesterday.

He said the RD$550 assistance poor homes receive within the program "To eat is First" was increased to RD$700; they’ll receive a RD$228 Bonogas and RD$150 monthly as an incentive to send each child four years of age or older to school.

Alburquerque, in a press conference in the National Palace, said there’s also "a mattress" of 200,000 homes in the event of any inconvenience in carrying out the program.

He said  most of the new homes that’ll benefit from the program were chosen through a precise selection process in the National District and several provinces. "We’re doing all that’s necessary so these programs are executed in a transparent and reliable manner."

150 pesos as an incentive to send children to school? the school are in deteriorated conditions, the teacher are unqualified, what next 50 pesos more if they attend college!

Its not bad...if they give too much than Dominicans will end up like the Puerto Ricans a few years back when a good number were in welfare. The welfare system was supporting not only the monther and child but also the drug dealers and gangsters.

The need for Technical schools that teach electricity, mechanics, heavy equipment maintenance, bricklaying, plumbing, etc., etc., would be a better way to spend the Budget. That type of education would benefit the entire DR andprovide TRAINED persons for the jobs currently occupied by mediocrity and "who your poppa is".
Sorely needed are people who know what they are doing, not what they think they know how to do.

NYCDR I grew up on welfare and I’m proud of it. Took advantage went to school and now and a legit pro at what I do. That’s why unlike you I can joke about it. a usual dinner in DR goes for about 150 - 300 pesos / and just the essential school supplies can go for about 150 pesos / so doing the math, how does $1250 a mnth help poor families, except for giving them a false pretence of a working or caring goverment.

And no i have never been on welfare but most of my friends have and there's nothing wrong with it if you're missing a leg, or cant work due to illness

actually, brugalymamajuana, there are people in the usa who break their asses at low paying jobs, who just cannot make ends meet. i will concede that some of them make bad personal decisions, such as having too many children, and women having kids for several different loser sperm donors. some of them pissed away good opportunies to better themselves academically, ending up flipping sliders at white castle for a living. they are in personal ruts, and refuse to go back to school. but, despite all these bitter indiscretions, as Goulet will remind you, the CHILDREN bear no responsibility for the plight. that is why section 8, food stamps, welfare, medicare, etc are there; to protect children from the weakness of their parents. remember that the original act was called AFDC, which is aid for dependent women and children.

Very true, dreadlocks, but i was refering to the thousands of families that take advantange of the Wellfare system. Scheming and lying to get thier food stamps, section 8 etc.. Lazyness is niether a dieses or disability. And for those families that you are refering to, signle mothers that work 3 jobs and still can't make ends meet, my hat goes off to them. They do deserve the most assistance they can get.

brugal, i am a new york boy. i can take you to people in brooklyn who know more about the welfare system than their case workers. if there is a way to beat the system, they know it. they have never worked a day in their lives, and never intend to. i remember a news article about 10 years ago about a building in the bronx which had not one person with a job living there. not only did the people not have jobs, but nobody in the building had a personal friend who had a job!!! it was on the six o clock news.

OOooops, Pathetic. I have to correct you, my mother was a widow and became manic depressive, we had to go into welfare to survive. WE my brother, my sister and I went to college, we thank the gov't for all the help that it provided by getting off it, thank god and god willing for good.So you are talking nonsense. My mother never stopped being true dominican (old school), which meant we had a homemade meal 6 nights a week and ate out on sundays.

I have to correct you once again, I am a GIRL. I have a profession.OOoops, sad for you! :(

It could be done by decreasing the military and apply those funds to education in general, more
so to vocational & technical schools. At the long run you would have better educated citizen in case a military build up.

Dreadlocks: I thought the original intent before welfare came about or AFDC, was to provide a supplement income for those IRISH CATHOLICS, since they didn't practice birth control and it was very common for any family to have between 8-9 kids. The husband could work 6 days a week still the check as a supplement was there.It was called RELIEFF CHECKS and if i am not mistaking started in the late 1930. See what started as a relieff became mandatory by others that followed w/o ever working a day in their lives for 3 generation & having kids by dif.fathers

Don't know how many of you grew up during the Depression Years, but I did.
Can't ever remember any of my family ever asking thegovernment for any welfare. Instead, we grew a lot of our own food, went shares on a few cows for canned beef, anadacted as field hands on week-ends in the East Texas Canneries for a share of what we picked and canned.

We were lucky to have lived in a small community nearby where the canneries would post notices for day labor on aa share basis. That way everyone got what they needed to survive andthensome.
Not everyonewas as lucky as we were, I know. And, most probably anyone would have been glad to have the opportunity to work as we did. Unfortunately, such opportunities aren't much available any longer andI'm not so sure they would be as successful as they were then. Attitudes have changed a great deal in the past 70++ years.
It was, however, that from this scenario that farm Cooperatives were born and still function.

Welfare has been with us for centuries, dating back to the British System of "the POOR HOUSE" where indigents would be placed "On the Dole" by the government. This system was innaugurated just after the war with France when so many were returning home after being gone for years fighting outside of England.
They found that the "jobs" they had performed before were now taken by others. That, and the Industrial Revolution created many a "slum" in London and other large population centers andthesituation was excaserbated by the closure of the village "commons" formerly used to grow additional crops and graze cattle.
What had, until then, been a community effort became one of government control and administration run by incompetents such as we see today in all such efforts to aid those who can not/will not put forth the effortto fend for themselves. Many of those type simply do not have the knowledge/ambition/"whateve"r to compete in the industrial mileau of today.

I did not grow up in the depression era but just the same,in a rural town, thanks to our grand father who owned some land and could feed us from it plus holding a side job as justice of the piece "oficial del estado civil". keeping record of birth as well as death and marriages as well as divorces, land ownerrship as well as assets .It was not an easy task thanks to my 3 younger aunts helped out as secretaries while my uncles served in the land as field hands plus 2 were carpenteers & mechanics machinist (layth) torneros.
I remember back in 1944 on there were 25 coucins that used to gather by my grand father's house
to have lunch after a full day of outside play,while adults talked about international events.2-50 gln
clay jars full of squeesed lime brown sugar & chopped ice kept in wood chips untill time.There were no refrigerato,but it was cold.

These are the comments i want to read by all of us old folks,where there was not coca-cola or pepsi and like the BRITISH they found a way to feed us cold drinks and at the same time prevent scurbey, as the BRITISH sailors used to drink lime and were called limies.There is nothing more refreshing than a big jug of ice cold sweet lime water after a baseball game,Grand father would not let us come near it untill lunch was served, afraid if we got full of water we would not have lunch, Can you imagine 2 -50 galons of clay jars full of lime water?we could see them prespiring from the condensation in the tropical heat and our mouth used to get dryer. think a form of torture. After -noon was spend doing our abc during summer time.
There was also the (bartter system) a farmer produced exess and exchanged it for what he needs

All of you might be surprised to know that the "Barter System" is alive and well in many parts of the USA today. I also imagine thaat same statement is true in many parts of theworld where "hard cash" is perpetually short.
That's why it's called "FREE TRADE".
You have something I can use and I have something you can use. We get together and establish the value of each item to ourselves and strike a bargain. All the government does is muck up the vaue of the transaction because they want to be in control of everything.
NO, I am not an anarchist, but believe in MINIMUM government interference in our daily lives.
I would much rather depend on MYSELF to see to my needs and desires than on any government to do so for me.
Just an ultra-independent, I suppose.

Mr Rancier, are you sure you are not from the British caribbean? everything you describe was a part of my childhood!!! do you remember when the telephone was a big, black monster with a rotary dial, and which was ONLY for emergencies? the days when you could not think of asking for permission to use the phone to call a friend for frivolous reasons? or when you could not go home and tell your parents that you got whipped at school, or you would get another whipping? or when the teacher was always right? and when, if you were caught smoking, even if it was in another town, you would be in trouble with the school principal? when you could not talk back to teachers ,or other people of standing? or when any member of the community could take a stick to your ass if they saw you indulging in delinquency? what the hell happened to bring us to this sad state of affairs? those were gentler times, my friend. in those days, bad guys hit you with sticks, and knives were for cutting and peeling!

I do agree with both of you and TB it is true no sooner the gvt get their hands into anything they screw it up beyond repairs. Also we forgot to mention the banks are the biggest controllers of the
gvts.and are agaist" BARTTER SYSTEM",since they can not make any profit out of it.
I think the Germans had the right idea with the "BARTTER SYSTEM" before ww2. Eliminate the banking system.
By the way the only teephone we had in my town was the R/R phone before 1952 and since then
they all had phone after Trujillo got assecinated. It is true dreadlocks there was no delinquency,
since it all got back to the parents and kept us in line as well as the school teachers and friend of the family.

actually, Goulet, some Dominican consortium has bought two electricity generating barges in Old Harbor Bay. i met a guy in luperon who told me he was off on his way to go and work on them. it is ironic that Dominicans are actively providing electricity in other islands, but the lights do not stay on here for more than a few hours at a time. and, as i told you before, i am familiar with Kingston, having studied at the Institute of Social and Economic Research, under the tutelage of Sir Alister McIntyre, before he became Secretary General of Caricom. there, now you have managed to triangulate my age!

Dread if I may say wherever I visit anywhere I want to go to the old classics ...if you follow this formula you will come out on top....Vesuvio fits this pattern as well ....50 years of staying at the top of the pile ...the new trendy joints come and go the classics go on and on.....And Dread in Manhattan the best example of this is 4 Seasons in Seagrams building 75 Park Ave....There are older restaurants in NY but the impact of that one cannot be underestimated ....

The Trick at Vizcaya is to know the menu and order lots of inexpensive side dishes They still have a bottle of wine for under 300 pesos and the mixed grill is super for under 300 pesos....It is really a very good fusion Spanish /Creole restaurant ....for Spanish my favorite is Boga Boga always lots of Spaniards there Dread your favorites

i will pass on tha spaniards, Goulet, and i am sure they will pass on me. 20 years ago Vesuvio was a marvel. now the service sucks. i stopped going there 10 years ago.ever been to The Old Homestead in the manhattan meat district, or Peter Lugars in Brooklyn? talk about staying on top forever!

Vesuvio still brings their talent from Italy they can afford to yes the service is elitist but that is true in many elite restaurants.....Lugers is the classic steakhouse and not to be confused with a restaurant I prefer Sparks {no shooting section]...But I am a snob for example Lutece was one of NYC greatest from the day it opened until the day Soltner left over 30 years same is true of Le Bernardin it is always better to be invited to these places as the checks can be astronomical

Dread, don t say that, its not that expensive, you can afford to one day treat your wife and yourself to a nice dinner.
I would recommend IL MONELLO (Italian) on the east side and 80something. Its romantic, not too astronomical (200 or so for 2), the service is great, the food and wine list is great and your wife will love you for it...

they have a whole breast of veal for 2 people at Boga Boga that is world class...last time I had it it was about 40 US for 2 ...It is a cut seldom seen in USA it is served Roasted with roasted potatoes..yum yum if you ameat eater ....they also have a whole leg of Lamb your choice front or back that is super bring yourown mint jelly ...stop me before I drool more

Whoa! A whole $20 dollars help! I guess that is about 500 pesos. I could not even get a taxi to take me to my house from the Airport. All of them wanted to charge 900 pesos. I went grocery shopping in Plaza Lama in Santo Domingo. My bill came up to 7,000 pesos and I swear I could have gotten the same amount of food in the U.S. for half the price. The next day I went back to Plaza Lama and bought a small fridge for my office for 15,000 pesos. I am sorry, I do not think that the Dominican Republic is a cheap place to live. The only thing that I found cheaper was real estate, rent, Cerveza Presidente and entertainment with a beautiful lady. What the DR goverment needs to do is to try to find contracts with more foreign manufacturing companies to provide more employment for its poor.
