SANTIAGO. - Government agencies are concerned with the increase in the number of Haitian children who loiter in the streets of Santiago province, some of which are lured into prostitution, but note that the Dominican Code of the Minor limits their authority.
Children’s Court prosecutor Antia Beato, quoted by newspaper Clave Digital, said the case’s migratory component prevents that agency from proceeding on its own.
She said those Haitian minors are sometimes picked up off the streets, but they never say where they live and who their parents are. “Then, when that happens, the State must assume the responsibility for them, look for shelters, give them education and feeding them and no institution can have them for more than one year, because the law so states."
Beato said gathering those children and separating them from their parents does nothing because the Code of Minors "is not to break up the family, but to integrate it."
In that regard, the official said those minors are properly oriented, because the authorities cannot retain them without their parents’ consent.
Haitian and Dominican organizations have repeatedly denounced an increase in the traffic of Haitian children across the border.

Yes, Haiti has a series of internal problems as noted above mainly due to generations of a lack of good leadership that in fact financially rape the island.
Unfortunately, the RD Gov is dead-set on heading in the same direction as Haiti once RD Gov greed, corruption & durgs have taken their full toll to undermine free enterprise, RD capitalism, productivity & global competitiveness.
THESE KIDS R USED TO SMUGGLE IN CONTRABAND FOR ORGANIZED CRIMINALS! Oftentimes, smuggleers used kids to ingest drugs and cross the border collect the drugs back on the Santiago side. After, the Haitian kids must survive alone in the RD.
The Pichardo family of Santiago barrio of Los Platanitos (Ensanche Caonabo near the Children's Hospital & Cibao Stadium) is connected into this pipeline as stated before.
Come to my barrio and find grandma Pichardo near her house up the small hill collecting payments for drugs for her son "Choppo" Pichardo because police would never suspect a sweet old lady.

DR should not swallow the irresponsibilities of its neighbor! The trafficking of children into DR should be stop but the Jesuits only complain to the DR government when the Haitian themselves bring their children to the border and then the trafficker bring them in to DR territory. It is illegal for a nation to dump their mess to another country! NO HUman Rights embraces that process! If DR can't controll the border, the only thing it can do is deport the illegals!

There is no need to use derogotory names ("Bastards") against people who are victims themselves. Nevertheless, Yes, I agree what decent parent would allow their children to roam the streets in a foreign country. However, you must understand the plight of these people. They are only acting under the instinct of survival. They are hungry and desperate and would resort to the most immediate available resource that would allow for their meager subsistence. Back in Haiti, many of these people eat mud pies which consists of salt, oil, water and dirt, just so that they would not die. I don't recall any country in the world not even India or in Africa in which people eat raw soil just to live. However, the big question is how do you help the Haitians without hurting yourself? I wish I had the answer, but I don't. However, Haitian bashing is not going to help either.
No doubt this is a time bomb ready to explode and something must be done before it is too late.

DR is already poor enough. Have you been in Haity? That is how you should start to help them. Bring them food, clothes, help them plant crops, fund raise for them, but do not expect Dominicans to use their litle resources they have. Maybe you can start a children rescue orphanage in Haiti, picking up those children from DR and taking them back to Haiti.
I have children of my oun and I can not concieve the idea to send them away alone not even across the country.

Poponlaburra, I don't know how you got the impression that I expect the Dominican people to use their already meager resources to help the Haitians. I am quite aware that it is impossible. What I was trying to convey is that as a human being I sympathize with their plight, but I do not want their problems to become our own. I just do not feel it is necesarry to express hate, to dispise and humiliate them or to look down at the Haitian people. I don't want them in my country any more then when a guest over stays their welcome after the hospitality has ended. It is as if I invite someone over for dinner, the guest decides to stay overnight but now does not want to leave. Then he brings all of his family and moves into my house. When I ask them to leave, they get mad at me and all of a sudden I am the bad guy. You see what I mean. Anyway you made some good suggestions on how to help the Haitians in Haiti. The best way to stop the "Haitian Invasion" to help them in their own country.
