Santo Domingo.- The number of teenage pregnancies in the country is on the increase each year because there is no policy aimed at tackling these problems, says Luis Acosta Moreta, director general of the Community Development department. He called for an education program involving the country’s churches.
Another concern expressed by Acosta Moreta (a.k.a. Luis el Gallo) is the problem of the number of Dominicans without identity documentation, which he blamed on lack of guidance, and neglect and the obstacles put in the way of people when they try to get a birth certificate. He also mentioned the growing number of destitute or ‘indigent’ people.
Acosta Moreta says that this year his work would concentrate on tackling the teen pregnancy problem.

Ofcourse anyone is going to have these problems, it would help if they had some kind of access to birth control, but ofcourse you need money for that, which half of these kids families do not even have jobs to be able to support them, and who can see one of these kids going to their parents and asking them if they can have some kind of protection because their going to go out and have some fun, come on, thats not going to happen.

I don't believe it is on the rise I think they just figured out how get to get some stats.
Every woman I know that has a kid (s) had it when they were 18 or younger.
But that;'s Latin America in a nutshell.
I blame it on the lack of electricity and an overactive libido.

These issues continue to impact US society due to politics trumping science, and our culture of selling sex, but avoiding talking about sex.
I used a great resouce to overcome some of my own inhibitions about talking and educating my own kids about sex called, The Underground Guide to Teenage Sexuality. I think it's available in Spanish also. But my teens and I now have a very open relationship to talk about these issues, and I sleep much better at night.

Additionally, while I agree that birth control is the responsibility of both partners, it is however the female who is left holding the bag if the guy takes off. She is the one who bares the burden to protect herself and would be foolish to rely on a male partner when in actuality, the female has a greater risk to suffer the consequences of an unwanted pregnancy. Sexual activity is risky business in more ways then one. It is unfortunate how people take sex so lightly as if it were a recreational activity. That is why I have a problem when people state that Sex Ed is the answer as if it were a panacea to STD and teen pregnancies. No question that protection is better then no protection, but It gives people a false sense of security. It is NOT a 100% protection for anything. Sex Ed should be combined with character development, moral upbringing and self-control. Otherwise, the ways things are now, we might end up like dogs and hump on the first girl we see waiting at the bus stop.

There always have been a bias somehow in term family planning, the lion share of responsibilty is relegated to women, and tople that with men reticence to use condoms, then you have the all picture.
Unless we start seriously fostering shared acountability, education, and promote scientific research such as ie contraceptive pills for men, we still have some roads ahead of us.

No, I am not placing blame on the female. It takes two to tango. I agree both have equal responsibility, morally and ethically. However, if the guy is a jerk and decides to take off, disappear and never to to be seen, the girl might have to deal with the situation alone. That is why If I were a girl, would never rely exclusively on a guy for my safety, security and protection. Remember, outside of a comitted relationship the guy in most cases is simply a sperm donor. The women has to bear the burden of carrying the fetus for 9 mon, the risk and stress of child birth, raising a new born baby and the bond which develops between the mother and child is deeply spiritual, which men would never truly understand. Even if the girl decides to an abortion, that in and of itself involves risks.
