Santiago. – The Justice Ministry will mount a special vigilance to arrest and charge the adults who sexually exploit minors, said Santiago Minors Court prosecutor Antia Beato.

She said the young girls who fall prey to that type of activity don’t know they are victims of traps set by people whose only purpose is to exploit them sexually, and warned the parents to assume their responsibility and watch over their daughters.

The official said in several areas along Mirador del Yaque avenue girls in the ages between 10 and 17 have been observed spending the night in the area and, according to the authorities, are addicted to some controlled substances.

Beato said since some of the girls sleep on cardboard boxes on the riverbank, where they are stalked by mostly alcoholics or drug addicts, the Police has conducted sweeps to detain those who exploit them, though the minors often run and hide in the woods.

She also revealed that many of the girls have been diagnosed with sexually transmitted diseases caught in the street, outside parental control and at the mercy of the “unscrupulous.”

Another example of how our government has failed us. There is no reason for this to be taking place. These children should be taken off the streets, fed, and given a chance. While our corrupt politicians sit in their lavish homes these children are selling their bodies to eat and some are addicted to drugs these same people make their money from. Makes me want to vomit.

You can't go anywhere in the DR with people begging! The streets of La Zona Colonial are full of beggars.

It falls right in line with the President....Lionel has been on a world tour asking for handouts.

The NEW Dominican flag should be a white background (like surrender) showing a hand, palm up on an extended arm.....with the phrase, "Ni hay un peso" beneath it.

As far as these kids having to sleep on cardboard, they should be picked up and taken to the Presidential palace.....nightly.....and left on Lionel's door step chanting, "We are the legacy of your presidency"...

I ask the question again, what do you expect when you let things get out of control? The drug issue and the negative spillover impact of turning kids from Santiago barrios into drug addicts because Tigueres sell or give freebies on school routes. Even if the RD Gov doesn't care to stop it neither the US DEA but I am tired of good kids from Santiago barrios being turned into drug addicts that will steal or do anything to stop the cravings!

I know of whom you are speaking. This guy is complete trash/drug addict and a pain in the a**.. It is a shame for these kids, I really hope they don't grow up to be like him. He goes by the name of "Steve." I ignore him and apply the silent treatment to him when I see him down there. What a sad situation for the children as they are innocent victims of the stupidity/cruelty of adults.

Problem lack of good paying jobs, fathers leave the mothers. Some stay only to gamble, buy their rum, beat their wives. Lack of a good education system. Children have to hitch hike to school. School lasts only 4 hours. Maybe if they are lucky. What else is a child to do ? They only way they can EAT is to work. The only work for them is in the SEX trade. Yes, it is very sad. Money wasted everywhere except on the future of the world. Which lies in the hands of our children. This comes from someone who has No children.

Veronica , as I see this problem every day here as many children have no where to sleep and their families have little to eat and yet you see many other Dominicans living well and apparently caring little about those less fortunate and I often wonder what more people can do.In this city of la Romana there are a number of very large charities that operate safe houses for destitute families , there is at least one big orphanage and there are several schools especially for the less fortunate . I have seen the donor lists and nearly all money comes from non Dominican sources and much of the free labour also
I then have often wondered why Dominicans who have made much money in recent decades feel no compulsion to assist those less fortunate. I believe it may be because there is a different culture in most Latin countries that has little regard to any notion of Noblesse Oblige in its modern sense or of proper meaning of charity ..Those qualities may come here later .

I don't think these children are being only accosted by alcoholics or drug addicts but by tourist looking for some fun. I have read this story in other papers like Listin Diario, Diario Libre, Clave Digital etc and their reportage is uniformly the same and none mention the location of Mirador del Yaque. DT has inside info? I doubt it.

I reported about 8 brothels in Santo Domingo, gave names, locations, web addresses, and an international link, also gave them information and proof of how "concho" drivers serve as guides for these brothels. I reported this to the police and I think I even sent it to the first lady and NOTHING was done.....NOTHING! Makes me sick, there's no real will to clean this place up. Damn it, even pictures...amazing.

These children are victims of society. Where is the Catholic Church when needed most? Pregnancy terminations are 'illegal', contraception is 'illegal', both condemned by the Catholic Church and the DR government - where are these law makers to look after the young people who are born to the parents who adhere to the 'laws' ? You make a rule/law - you follow it through with all the back-up needed to prove your rules/laws are justified. If you can't back-up the law with the necessary aid - you have no right to impose those rules/laws on any section of society, least of all the poorest. Ever heard of the adage, put your money where you mouth is? Terminations for the under 21's should be allowed without question, contraception should be available to all. Who wants an unwanted pregnancy knowing what the future probably holds for the resulting offspring. Trujillo ,I am not a real expert at brothel analysis but I have several friends who work gratis here in la Romana to check regularly all of the chicas for diseases and they also check for underage workers ..there are none. I have a feeling that la Romana, which although it has the third largest population in the country ,is really more like a country town than the capital and Santiago and so it is harder to cover up such action.
However, and this is also related to the topic of abortion, there is definitely many cases , especially in the smaller and poorer communities of underage abuse by members of the same family or neighbours and I think there needs to be some better approach to this problem..

I agree with you. Santiago is becoming too NYC. A large part of the population only cares about their "look" they want the latest clothes, sunglasses, iphone, nice jipeta. And as we all know, the girls can get that from the old fatty tourist that comes from USA or Euro...Many of those young girls want as many guys as they can get so they could send USD and Euro back.
Most of those street girls can make in one night what they would make in one month working at a normal job.
It is sad but its reality.

The education system is very poor here but what i find more than anything with the young people I am with ..from about 12 to 16 ..is that they all seem to be emotionally deprived ..and they adore receiving kindness and talking about all sorts of things ...There is a desperate shortage of teachers with good knowledge of the world, and there is a desperate shortage of good educational books also. yes ...there are none working in the brothels ,,only the brothel workers are checked ..that seems very clear to me but obviously not to you ,,,the girls working on the streets and in other places are not checked for venereal diseases as far as I know and maybe underage ..sorry to have to spell it out to you....also I do not think these checks are necessarily done in other cities

The statement I think I made in relation to the $ 40.5 million loan from the world bank to the needy was that i am glad that the the world bank and the IMF had the same confidence in the DR as I have ,,,this is hardly how others have decided to rewrite it

Wow, I really want to jump in here. But, just let me say after 12 years of living here I have seen very little change. The change I have seen is not for the better. I don't know about middle class. I do know the average worker here makes around 8 - 10,000 pesos per month. So if you mean middle class starts at 25 - 35,000 per month where are all of the jobs ? I would even take one of those.

It happens in discos and on the streets at night, where "good kids"
don't normally go.
Furthermore, there is an age at which the "child" has culpabililty -- and it is a lot younger than most people think.
Time to congratulate the really good kids, give them scholarships and save your tears and resources for them, not the scum that's always among us.

Well what most people need to understand like in most latino and asian countries the family live together. For example: My ex-girlfriend lives with her mother and, father she is 30 years old. She is the oldest. Works as a school teacher. Her sister runs the local comado, her mother a tienda, her sister works in sales, her brother welds at the port. So there are more than one income coming in. Their father has a bread route. So if you combine all their incomes together it is around 50,000 pesos or more. Since they own their own home all they have to pay for is food and elect. We think to much like Americans.

Well, I only speak the truth. The rich get richer the poor get poorer. My ex-girlfriend is 30 just finished College now going after her Masters. her sister is 24 has one more semester for her Law degree. At least they are trying to do the right thing. My current girlfriend is 30 one more semester and she is a medical Doctor. No it is not easy. However, it is not easy in the U.S. either. I bought my first piece of property at 18 with an 1,800 income tax check as a down payment. Paid on the property of one year until I was vested. Then went to the bank and, borrowed the money to build a simple home. No carpet, A/C nothing. Total cost in 1985 45,000 dollars 17 years late with a lot of sacrifices sold it for 195,000. It can be done. Ate a lot of peanut butter and jelly sandwichs for dinner. Pasta with just ketchup. But, it can be done.

Yes, its not easy in the US. Real estate gets crazy at times with the tenants, city inspectors, and mortgage payments but if you are in it as a long term investment then you should be good. Also after you leave college you have to deal with expensive student loans. I can't wait to retire in DR

I understand what your saying, but....The Catholic Church does not condone Sex outside of Marriage, and is against Abortion. Now I'm not Catholic but I do support their stance on those 2 issues only.

The Church of Rome has enough problems of it's own like keeping Priest hands off little boys. One might also point at the U.S for the number of Arrest in the last 10 years.....

CaptRob I totally agree with you and there are so few places like this country ..I am now a widower and so am keen to have some nice female company without hassles and here , many very nice women make the first conversation with me ..and when I do with them ..it is not regarded as a prelude to any sexual attack.
I think the spanish word cariñoso is great because so many Dominicans have it in a very unaffected way ..it seems to be inbred in them as I am greeted by my students in a way that would be deemed almost improper in some countries but is only cariño ..

A great question was raised. SInce we are so interested in saving the lives of unborn babies what about the small children mentioned in this article. Since it is obvious what is going on and this is ruining the lives of our young children why won't these same people step up to protect them. Where are all the people trying to save children now that they are born and wandering the streets without parent who cannot help them.The corruption and general lack of education has spread to these supposedly noble people who refuse to help. A really noble person would care about their fellow person. Even some animals take in orphaned children they see wandering alone in need of help.
