Santo Domingo.- Eleven months after the earthquake that flattened Port-au-Prince, the Haiti Reconstruction Commission reels from the red tape hindering the use of the donations and the criticism and demands its drawn out plans are the target of.

Around 70 officials and technicians from Haiti, Dominican Republic, donor countries and international organizations yesterday heard in the Dominican capital United States ex president Bill Clinton complain of the bureaucratic procedures which the commission he leads must surmount to make use of the cooperation funds.

The money first passes to the funds for Haiti’s reconstruction and then the project’s disbursements must be approved jointly by the World Bank and the donor country.

“The Commission has to sit down to wait until everything has been fulfilled, that all the i’s are dotted and all the `tees' crossed,” Clinton said to depict what he calls a “terrible error”, with the red tape to use the funds from donor countries which the commission doesn’t channel, and arrive for Haiti’s recovery  instead.

Since August, when the multi-sector team was designated, 2.6 billion dollars in projects were approved and it’s expected that half of the pledged funds would be completed for midyear 2011.

The three hour meeting, held in the Hilton hotel, had its share of complaints, voices of alarm and claims of sluggishness toward the recovery; why didn’t the Haitian government officials inform of the Commission’s decisions on time; why don’t Clinton and other executives answer emails, how will the Commission get the United States to disburse its pledged funds.

The reconstruction projects the removal of just 40% of the quake’s debris by next October, when the UN concludes its mandate, a goal too modest and detrimental for the more than one million Haitians who continue living in tents in Port-au-Prince, said Caricom representative Percival Patterson.

Without the red tape as Clinton wants to call it the oppurtunity for fraud is to great and the funds will be diverted to personal use. It is better to have all the controls in place than have funds dispersed for fraudulent use.

Strange how the Germans after WWII cleaned up the rubble of totally devastated cities with no help from anyone but their own citizens, even when a significant fraction of their men were dead.

Strange that the problem idendified here is not management and leadership of the populace, but of the obstructions in the way of Willie and the Boys getting their hands on large transfers of cash.

The Germans had been a World Power before the devastation of WWII. That makes a hell of a difference: having a highly educated populace is the key in explaining Germany's and Japan's great rise from the smothering destruction both witnessed as a consequence of WWII. The managerial and organizational talents were not lost in the war.

As for the dispersal of funds for the Haitian Reconstruction, many nations are tired of all the efforts and lack of progress in Haiti throughout the years and all the restrictive measures were instituted to force compliance before the money is used. I see all the chaos recently with the elections and wonder if perhaps these foreign donors don't have the correct notion after all. This coming election must run smoothly and Haiti must install a President with a clear mandate to govern. The violence and disruption must end. And the focus must be on creating a New Haiti with a New Haitian Identity firmly grounded on her people and their future.

@ Pelaut As I recall this is the same Germany that was experimenting with jet engine towards the end of WWII while propellers was the technology of the day, the same Germany that was experimenting with rocket propulsion around that same time. The same Germany who the US and Russian simply recruited their Nazi scientists to start their space programs. According to you I guess the Marshall Plan did not exist.

@ Atabey- two days ago Dianne Rheam of NPR did a show on Haiti one of the most interesting thing out of that segment was when one of the experts stated while millions have been pour into Haiti,however the Haitian State have been weaken because for the last 20years those funds have been channel to donor nation NGO's not the government . AT the moment these NGO's are simply competing with each other for funds instead of working together in these camps.

cont'l As far as this election is concern Haiti under these circumstances was not ready for an election, it was the international community who forced it to happen in order to give an air of legitimacy to their mandate. It was a rush job.

The UN been in Haiti for the last 5 years anyone with boots on the ground will tell you its a fuc%^ck waste of money,for its main purpose does not seems to be nation building which what Haiti need,but to maintain the status quo. Rest assure as sure as the sun will rise tomorrow when their mandate Is near an end next year violence will flair to justify another renewal of their mission.

Thanks for that info. I have posted articles to the effect on the Forum section: Haiti. The Republic of NGOs is a dreadful outcome in the on-going Haitian saga. Unless and until the Haitian State takes over and commits itself to the necessary course correction Haiti will not find its way. Of course, ALL this is predicated on Haiti developing a true Identity for its people. That last one is the hardest nut to crack for in it lies the motivation and will power to correct the historical wrongs that have plagued our Western neighbors since the inception of the revolution of 1801. What does Haiti mean? Answer that in a way that the people of that land can relate to and be willing to sacrifice towards a better future and the way is far clearer. Fail to answer that for the people, and NO Amount of help will ever resolve the sad state of the Nation and the State. Its high time Haiti's elites and middle classes resolved their historical differences with the poorer classes.

For centuries the U.S. put there foot of Haiti's Neck and kept them down with an embargo that President Borak Obama recently lifted away so that his people can eat. France,
Spain, Canada, and all the wicked world powers have destroyed Haiti, because they were the only Negros that had the courage to fight back. why don't you all get a copy of the Haitian Constitution and see what it did for black people. I set you free. There are to many sellouts, fake Africans in here talking as if you fought for something. Most black's in the America's I can clearly see join in with the European nations so that they can eat and mangle with them. You all know who you are sitting up here talking non-sense. BOTH JAPANESE AND GERMAN Post WWII reconstruction was overseen by the US Army of Occupation and both countries were governed by the same. Germany (West) from 1945 - 1952 was under the direction and control of the U.S. military. U.S. companies contracted with the military to rebuild Germany's infrastructure and manufacturing capability and without them Germany would look alot like Haiti does today, only colder and more pale.

As far the whole Germany reconstruction thing - keep in mind Germany was not as devastated and politically malnourished. Sure, the economy was not that strong, but what Germany needed was direction and solidarity (unfortunately Hitler took them in the WRONG direction and based its solidarity on lies and hate). You could say Germany had to rebuild its House. Haiti on the other hand has to clear the debri, fertilize and cultivate the ground, plant trees, get wood from the trees, clear land and THEN build a House. Not really the same thing as the historical and political dynamics are unique. At any rate, I CERTAINLY hope all the Red Tape and Political posturing can be kept to a bare minimum.
