President René Préval and Rafael Alburquerque, head of the Dominican delegation which visited Por-au-Prince.
Santo Domingo.- A meeting between Haitian and Dominican technicians slated for will Saturday looks to discuss a plan for the re-foundation of the former in the mid and long term, said Economy minister Temístocles Montas yesterday.
He said Haiti Prime Minister Jean-Max Bellerive has reiterated that more than Haiti’s reconstruction what it needs is re-foundation, since its deterioration is not only in material but also in institutional terms, which motivates thinking about not only reconstructing it but about creating the new Haiti.
"I believe that’s Dominican Republic’s interests and as such we’re going to work in the draft of an action plan, to present it to the international community to manage the financing to start it," the official said.
Montas’ statements come after he visited Port-au-Prince with a delegation headed by Vice president Rafael Alburquerque on Saturday, which included Ibero-America General Secretary Enrique Iglesias.

Re-foundation is the new fancy word that is now coined by the hungry toll gaters, that are salivating to get their claws on the aid moneys.
I am suspect of any moves that places decision making authority on the discredited Haitian kleptocrats, and oppose any attempts from them to "manage" the finances of the reconstruction funds, even in partnership of their Dominican counterparts.
A well informed political analyst recently said, that the difference between the DR and Haiti corruption, is that in DR 40% of the government income evaporates through commissions, corruption and graft, and in Haiti the figure is 95%, and the end user only benefits with 5%.

Yesterday, in Quito, Ecuador, Preval said he's looking for aid for reconstruction chiefly for roads, agriculture, and health care.
Involvement of DR is likely to expand in all 3 areas, especially with roads and agriculture, since the ALBA countries and the UNSUR countries are already making big moves in the areas of health care. For example, The Cubans and Venezuelans have already begun construction of new hospitals in Port au Prince and throughout Haiti. UNSUR countries, in Quito, Ecuador yesterday, promised medical supplies, equipment, construction materials, financing, and personnel for the ALBA effort.
UNSUR agreed yesterday to set up $100M Haitian fund and to guarantee repayment of $200M loan from IADB to Haiti.
This $300M in cash from UNSUR seems headed chiefly for health care, supervised by Haiti, ALBA, and UNSUR.
If it isn't stolen, US imperialist-supervised aid will go chiefly for roads and agriculture. The DR bourgeoisie should get most of the contracts.

You well know that the Haitian "elite" has one foot in Miami and one foot in Haiti in case things turn sour. We had the same thing happen in DR for many years, and still do but not to the same extent as before. It is a matter of instilling confidence in investors, so they will know that the rules will not change overnight and they will be totally broke in one day, after a change in government.

oooo
Etiennc01,
A point of clarification, who are "they?"
Most likely, the DR bourgeoisie is "they," but "they" could also be other groups mentioned?
If "they" are the DR bourgeoisie, then "they" will likely get get juicy contracts from the Haitians and ALBA-UNSUR aid donors to deliver certain goods and services, related to roads and agriculture, requiring performance within a given of period. The DR bourgeoisie has a pretty reputation doing this kind of thing.
Since "coordinated" EU, Canadian, Pacific, and some Asian aid for Haiti will, as usual, go through US imperialist hands and through the FED branch bank in NYC; obviously, a lot of this aid for Haiti will be stolen by US imperialist thieves. But a good chunk of money should be left-over in which the DR bourgeoisie can partake.

The working classes of both Cuba and Venezuela, the heart of the ALBA alliance, have already begun their reconstruction effort in Haiti. Cuban construction crews, with Venezuelan assistance, are building eight different hospitals all over Haiti. The Cuban workers often export, for cash, these hospitals to other countries all over the world, especially China, India, and Vietnamn. Amazingly, three of these permanent structures are already in partial operations ... treating patients ... after only three weeks of construction work.
At the moment, recconstruction aid from worthless big capitalist countries is nothing but pledges of future aid. Some cappie countries pledged aid 2 years ago when horrifying hurricanes struck Haiti. But the worthless big capitalist countries delivered only about a quarter of what they pledged.

What I see happening is that the international community will basically have a civil servant joined at the hip with a Haitian counterpart for about a decade. The money will flow but it will be watched. Now the failed collectives around the world will not have the where with all to come up with the resources to help so the evil capitalist countries will have to step in take over where they have failed. Free speech, legitimate court system and effective press may all be in the works. That is of course as long as the Marxist do not really get involved.
