PORT-AU-PRINCE.- Two months after the January 12 quake the Dominican Government continues providing the aid to improve the living conditions of the victims, as workers begin to build a second tent city in the capital’s Santo district.

Dominican Civil Defense director Luis Luna Paulino heads the work, while in the Dominican capital an international forum to spur Haiti’s economy also began yesterday.

“From now on the Civil Defense will be concentrated in obtaining shelters, disease prevention and the rehabilitation of those mutilated, with the support of health authorities and multilateral organisms,” Luna said quoted by the AP, in the presence of Jean Darius Saint Ange, mayor of the town Crois-des-Bouquets, located 12 kilometers north of Haiti’s capital.

He said the first stage centered on emergency medical attention and food for the victims.

Although Santo is the first tent city managed by Dominican agencies Dominican embassy Chief of staff Pastor Vásquez told AP that “there are many projects financed by Dominican Republic to help the tragedy’s victims.”

Giovanni Cassani, of the International Organization for Migrations, told AP that “it’s a pilot project to protect the victims during the rainy season.”

The meeting in Santo Domingo should allocate most of the $2.2B that that will be earmarked, by the UN, for housing in Haiti to DR constractors if justice prevails at the meeting. This may not help the Haitian bourgeoisie very much, but the Haitian workers of the DR bourgeoisie in Haiti will be pleased.

But the corrupt US imperialists have their eye on the UN's housing money for Haiti. The US bourgeoisie is the housing industry is extremely aggressive and extremely hungry after the housing bubble burst two years ago.

The DR bourgeoisie should also get the lion's share of the UN money earmarked for road construction if the DRs don't let the USAs push the DRs around.

Haitians know that rains can begin any day and worry about the consequences. The United Nations Children's Fund (UNICEF) is also worries about the damages than rains could cause and diseases it could bring.

The earthquake that shook many Haitians cities caused 300,000 deaths, the same figure of those wounded and almost two million homeless people. So far, the international aid has not guaranteed a place for each Haitian to shelter and much less hygienic-health conditions to prevent diseases' spread.

Last Sunday, it rained all night and the rain flooded most of the improvised camps in Port-au-Prince.

It was a only a warm-up for the Haitian capital and nearby cities Jacmel and Léogane, where the quake left almost 500,000 children out in the open, according to estimates.

About 700,000 people are living in improvised tents in Port-au-Prince and surrounding areas, although many people left the capital looking for safer places.

Nowadays, rains are the main danger.

Monday, March 15, Venezuela made effective $4.9M as part of the $100M fund created by the Union of South American Nations (Unasur), for rebuilding Haiti.

Venezuela routes its aid to Haiti government in a number of ways -- through ALBA, UNASUR, bilateral agreements with Haiti, etc, but not through the US-imperialist-dominated UN relief fund.

Venezuela has already deposited $2M dollars as part of its aid package.

The Haitian Government can draw on the money whenever and however it likes.

Venezuelans coordinate their work and aid directly with the Haitian government.

In a February 17 article “Venezuela’s Renegade Aid” in the Huffington Post, Venezuela was denounced for not turning over its aid to corupt US imperialists.
