SANTO DOMINGO. - The Dominican Government will build a university in Haiti for around 10,000 students, president Leonel Fernandez announced Wednesday, and though he didn’t specify the cost, affirmed it’s already on the drawing board.
He said it will have the standards of quality the 21st century requires, such as Internet and other features for students.
During his participation in the Preparatory Technical Conference for Haiti taking place in the Hotel Santo Domingo, the Head of State said Haiti’s youngsters deserve an education center because the quake devastated those which were operating. He said Haiti requires 130,000 tents to lodge the more than one million Haitians and prevent the spread of diseases in the rainy season.
Fernandez said Haiti’s government and civil society should implement a dialogue aimed at creating economic regions of development in that nation, for which he called on the international community to create infrastructure including free zones, as way to create a “bridge for jobs.”
He said the international community shouldn’t concentrate on helping Haiti just because of the quake and instead on its lagging development which has jeopardized it for years.
Haiti Prime Minister Jean Max Bellerive participates in the conference, hosted by Dominican Government officials and international delegations.

Smart move, because an university is a good fund raiser.
Most likely, LF bounced the idea of a Haitian university off of Irina Bokova, the UNESCO chief, who arrived early last week for the donors meeting this week. She has the biggest say in spending UN and UNESCO funds for education projects. Evidently, the LF's idea has her OK.
It seems unlikely that the NYC meeting on March 31 will undo the idea of university or undo the DR's hold on it. What the corrupt US imperialists will likely try to do in NYC is to chop the idea down from a 10,000 student school to a 500 to 1000 student school, if imperial rogues can't snatch project from DR hands.

The DR priority for DR students is not modified by grabbing UN funds earmarked for Haiti. If these were DR funds earmarked for DR students, there would be an issue with priority. This is not just "HELPING," this is also doing business to make money.
The implication is the DR should divert the funds earmarked for Haiti to the DR. This would be following the example of the corrupt US imperialists. Surely, nobody wants to act like a dishonest US imperialist.
The DR bourgeoisie, the contractors, should take a reasonable profit ... say 5% ... for their work in Haiti on the school. Let's hope they don't steal much more than 5%.

The UN has so far $2.2B in the bank for Haiti's reconstruction.
The purpose of the meeting in Santo Domingo is to prepare an action plan on how to spend and use the $2.2B of UN money. Another meeting in NYC meeting on March 31 will consider the recommendations that come out of this Santo Domingo meeting.
The approved projects in the action plan will be funded by the $2.2B. That is what the $2.2B is for.
Since the DT reports LF saying "Dominican Government" will do this or that, this means LF is pretty sure he has a cut of the $2.2B UN money in order to do this or that.
If however the UN money doesn't come thur, he'll drop the project.

The purpose of the Santo Domingo meeting, regardless of how DT phrases its story, is to cut up the $2.2B in UN money for Haitian reconstruction.
LF clearly asks for his cut. And, it's a big cut he asks for.
LF is saying let's use some of the $2.2B to build a school and let's put the DR in charge of the project. Private constractors of DR origin will actually do the building, not the "Dominican Government" but the DR Government will pick which contractors get the job, not the US or Haiti regimes. Since the DR Government didn't donate the $2.2B presently in the UN fund, the DR Government will not finance the project.
DR will run the show.
What LF proposes is counter to a 3/10 agreement between Preval and Obama which lets the US run everything.

The US aid went to support 20,000 US troops and the aircraft carrier and the other naval vessels deployed off the Haiti coast. The Haitian people got very little of it. The Haitian Government got less than 1% of it. The amount is unverified.
To operate the aircraft carrier alone cost $2M per day of "Haitian aid" from the US regime.

From a moral point of view I agree teh international community should help Haiti but another sense, President Fernandez shoul build that school or schools in the Dominican Republic where it is needed. He builds infaurstructures in the Dominican Republic such as bridges, Highways, Tunels, subway metro but forgets about education and health care in the Dominican Republic. Why build a school in Haiti from dominican tax payers' money and 10 years from now the Haitians will destroy and run down that school like they run down all infurstructure in Haiti. At the present day it seems to be followed by strong inflation as could be the case with many countries whose currency is gaining ground. The DR is the destination of choice for the Haitian lower middle class for higher learning simply because the UEH is too small, too long of a waiting list to get in. Those with better means goes on to study in North America,Europe,and for med school Mexico,Chile even Argentina, and usually never to return.Currently the Haitian student body in DR is around 500k. Those are tuition paying students, previously before the earthquake one of those well knowing universities in DR came to Haiti to sign an agreement to build a campus in the Petit Groave region of Haiti ,the project was green lighted the Haitian government had donated the land. I'm not sure if this is part of the same project,but this is simply brilliant,the Dominican university system getting into the business of serving the needs of their Haitian student body. It is a novel concept and given its target are the thousands of Haitian students that have lost their transcipts from PAP universities, this a bold and novel step. Yet what about those students who are out of school now and have been since 1/12. This concept of a unversity for Haitians will take months or a couple of years to complete. It doesn't answer the pressing need soon enough. Heard of a complementary concept that would utilize existing educational capacity to get college students back in post secondary school in matter of weeks, quicker and cheaper than a new bricks and mortar institution. It is called Haitan Student Education Continuation Initiative (HaSECI). Has any one heard of this?

Most likely, LF bounced the idea of a Haitian university off of Irina Bokova, the UNESCO chief, who arrived early last week for the donors meeting this week. She has the biggest say in spending UN and UNESCO funds for education projects. Evidently, the LF's idea has her OK.
It seems unlikely that the NYC meeting on March 31 will undo the idea of university or undo the DR's hold on it. What the corrupt US imperialists will likely try to do in NYC is to chop the idea down from a 10,000 student school to a 500 to 1000 student school, if imperial rogues can't snatch project from DR hands.

The DR priority for DR students is not modified by grabbing UN funds earmarked for Haiti. If these were DR funds earmarked for DR students, there would be an issue with priority. This is not just "HELPING," this is also doing business to make money.
The implication is the DR should divert the funds earmarked for Haiti to the DR. This would be following the example of the corrupt US imperialists. Surely, nobody wants to act like a dishonest US imperialist.

The purpose of the meeting in Santo Domingo is to prepare an action plan on how to spend and use the $2.2B of UN money. Another meeting in NYC meeting on March 31 will consider the recommendations that come out of this Santo Domingo meeting.
The approved projects in the action plan will be funded by the $2.2B. That is what the $2.2B is for.
Since the DT reports LF saying "Dominican Government" will do this or that, this means LF is pretty sure he has a cut of the $2.2B UN money in order to do this or that.

Eighty to 85% of rural households raised pigs; they played a key role in maintaining the fertility of the soil and constituted the primary savings bank of the peasant population. a rising currency now adays does not really denote a healthy economy. At the present day it seems to be followed by strong inflation as could be the case with many countries whose currency is gaining ground. Although it looks like it's worth more a dollar or peso equivalent could just be worth 80 cents (example).
