SANTO DOMINGO.- The unplanned slums in vulnerable places pose a serious threat to many Dominicans, say experts from 15 countries gathered in a conference to discuss how to prevent the calamities from natural disasters.
The 62 experts on risks and disasters warn the local and national authorities on the need for the towns to adopt effective measures to prevent and lower the risks from floods, storms, earthquakes and others.
Senior officials of the international aid organization Oxfam affirm that the destruction of Port-au-Prince in the January 12 quake evidenced the vulnerability which one million people are subjected to and warn of the similar fate other cities of the region may face.
The professionals say that all government and private organizations must combine their efforts to protect the people who face any type of disaster.

This is a very serious subject and one that needs much thought ,The problem is that the cities in the world are becoming bigger as the peasant population , who can not find work in the more mechanised and less labour intensive rural sectors come to the city looking for work ,In some countries , such as in the DR , refugees come also to the cities looking for work : all these people are desperately poor . There are probably more than 4.5 million people now in Santo Domingo with many newcomers living in vulnerable sites .la Romana is experiencing the same percentage growth but on a smaller scale ,
I do not know what can be done in the short term but I am sure there needs to be birth controls put into place for a long term solution ...the country is too small and too poor to have a population growth at the current level for much longer and there are simply no solutions to deal with the problems of natural disasters on the poor people who make the urban prawl.

Need for space is understandable, total absence of family planning and general demographics isn't justifiable.
I like the Chinese system: "planify" yourself, or else..

13. Doctor murdered near Botanical Gardens
Dr Sergio Rafael Rojas Soriano, who had gone out early for his morning run outside the Santo Domingo Botanical Gardens, and near the back entrance to the Pedro Henriquez Urena University has been murdered. According to reports, four men on two motorcycles are suspects in the murder. Witnesses have identified the murderers. The forensic study said he died of two bullet wounds. The 52-year old physician who worked at the UCE Medical Center had four children, of which the two eldest were traveling in the US with their mother.
The reasons for the murder are unknown, but robbery is not suspected because his BlackBerry, UASD graduate ring, watch, wallet and ID documents were not taken.

A better policy is to build High. Urban planning needs to concentrate more and more population on a vertical plane. Horizontal development serves to create the problem at hand. But this process of people moving from the country or rural sectors into the outskirts of major urban areas has been going on for many decades. Population movement takes place without enough economic development to keep pace with the large increase, thus shanty towns proliferate at unsustainable rates. This process was control by the Trujillo Dictatorship but gained enormous momentum after his assassination and the continuation of the population explosion of the 1960s-1980s. With a large flow of Haitian migrants, this trend has put greater pressure on the inadequate infrastructure and the rise of shanty towns and dilapidated constructions we see at the margins, but also surprisingly more central locales.
