Santo Domingo.- Montevideo, Buenos Aires, Santiago de Chile and Panama City are the major Latin American cities with the highest quality of life, according to a ranking disclosed in Madrid today, in which Vienna, Zurich and Auckland, head the predominantly European locations, EFE reports.
Of the first 10 cities of the 211 covered by the "World Quality of Life Study 2011," seven are in the old continent, where the report considers their infrastructure, good medical attention and a wide variety of leisure activities.
In Central and South America, Pointe-a-Pitre reached a respectable rank of 63, followed by San Juan (72), Montevideo (77), Buenos Aires (81), Santiago de Chile (90) and Panama City (93).
They are followed by Monterrey (104), San Jose (105), Asuncion (112), Lima (118), México City (121), Quito (124), Santo Domingo (129), Bogota (130), Guatemala (142), La Paz (147), Caracas (164), Managua (166), San Salvador (168), and Havana (189).
The European cities which ranked the highest in the poll conducted by Mercer Consultants are Vienna (1), Zurich (2), while the worst worldwide were Khartoum, Port-au-Prince, Yemeni, Bangui and Bagdad.

For all its negatives Santo Domingo is still the Heart and Soul of The Dominican Republic.
No other place in the D.R. can touch its Culture, Nightlife and Gastronomy. Not to mention its is the business and Financial center.
Santo Domingo is the epicenter of the Dominican Universe. Everywhere else is just a nice place to visit for awhile.

The ex-wife is Colombian, so had a chance to visit Bogota. Nice city but, Cartagena, on the Atlantic coast, is one gorgeous place. It's Zona Colonial, rivals that of SD. Some things that struck me were it's tall buildings, parks and cleanliness. People are courteous and women stunningly beautiful.
Too bad I was with the old ball and chain, at the time.
