Santo Domingo. - Haiti isn’t a time bomb for the Dominican Republic and quite the contrary, its numerous problems are an opportunity for the latter’s development, affirmed four panelists who took part in a Tuesday night conference on the neighboring nation’s situation, hosted by newspaper El Dia.
The historian Bernardo Vega, the sociologist Wilfredo Lozano, Immigration director Sigfrido Pared and Haiti National Foreign Affairs minister Edwin Paraison agreed that last year’s earthquake proved that both countries can adopt favorable measures that guarantee their interests and common development,.
Common strategy
They also agreed that both countries need to apply a common strategy that leads to the development of policies which improve aspects such as immigration and border security.
Among the strategies Vega, Lozano, Pared and Paraison also recommended figure policies that improve the quality of life for citizens in both countries. They noted that Haitian migration towards Dominican Republic would be reduced if their living conditions improve.
Vega and Lozano said the Dominican Government’s lack of political will, and a lack of consensus has prevented the enforcement of the Migration Law and the completion of its regulatory framework. They said the country’s institutional weakness is one of the main limitations that prevent that mechanism’s implementation.

The conference “Haiti, time bomb?” is the second hosted by newspaper El Dia, and moderated by its Editor in Chief, Rafael Molina Morillo.

Another interesting note: Why aren't these complete musings posted on the internet for all to see? I would think with so many easy ways to post articles and discussions on line that these writings could be available rather rapidly to the Dominican people. Why not publish them?

Why wasn't the opposite position taken by one or two of the panelists? Two panelists for the proposition and two against. How difficult could that be? It's an open debate or a canned exercise to appear that information is taking place? Debates over crucial issues need different perspectives to be aired out, why only allow the PC version to have voice? Why not publish them?

Recordó que después de la tiranía de Rafael Leonidas Trujillo, la primera vez que se habló de una Ley de Migración fue en el primer gobierno de Leonel Fernández, en 1996, y luego la Ley fue impulsada por cuatro años en el Congreso durante la administración del expresidente Hipólito Mejía.
Añadió que esa Ley fue aprobada en el año 2004 y a partir de esa fecha se estableció un período de siete meses para que se aprobara su reglamento.
“Sin embargo, estamos en 2011 y aún no tenemos ese reglamento”.

Problemas de repatriación
Bernardo Vega destacó que el país nunca ha aprendido cómo deportar a los haitianos en forma civilizada, “porque no existe ningún entrenamiento para eso”.
Planteó que la Dirección General de Migración es la institución que por Ley debe llevar a cabo esa política, pero tiene muy poco presupuesto y personal no especializado para esos fines.
“Quienes físicamente hacen esa labor de repatriación son los militares y en ninguna parte dice que las Fuerzas Armadas es la encargada de manejar ese proceso y tampoco los entrenan para eso”, aclaró.
Destacó que la migración haitiana aumentó hacia el país en el año 1986, al caer la dictadura haitiana de Jean Claude Duvalier, y en ese momento es cuándo surge el uso de la mano de obra haitiana, además del corte de caña, en la producción de café, cacao, tabaco, y turismo.

and retired Admiral and current director of immigration Sigfrido Pared, mostly stayed out of most controversial pronouncements that Lozano and Vega made.
These are not Dominican businessmen or political experts per se, and the headline, labeling them "experts", is grandiose and grossly exaggerated, with the exception of the director of immigration, who was outnumbered by the other three.

1) Haiti is in very bad conditions and the Haitian Government and (whomever its next President is) has to make some big steps very fast. The Dominican Republic is not responsible for Haiti, but it does have to act responsibly towards the massive Haitian population that it has negligently allowed come in to fuel its high profit Sugar industry.
2) The Dominican Government HAS to get away from corruption and implement a CONSISTENT border control law, policy, plan and objective. Randomly rounding up Haitians in the back of trucks every 4 weeks is nothing but an act aimed to appease a very frustrated public. And their lack of process further provokes examinations by the International Community.
3) Haitians have to make more of an effort to be as harmless, peaceful and 'invisible' as possible, because the bad acts of a few give all of them a bad name in a place they were never really welcomed to begin with.
4) People need to show respect and not think they are better than anybody else

Política de migración
Bernardo Vega criticó que en el país no se ha querido definir una política de migración, porque la nación y los políticos están divididos. “Cómo nación no sabemos lo que queremos. Porque cada quién dice una cosa”, indicó.
Recordó que después de la tiranía de Rafael Leonidas Trujillo, la primera vez que se habló de una Ley de Migración fue en el primer gobierno de Leonel Fernández, en 1996, y luego la Ley fue impulsada por cuatro años en el Congreso durante la administración del expresidente Hipólito Mejía.
Añadió que esa Ley fue aprobada en el año 2004 y a partir de esa fecha se estableció un período de siete meses para que se aprobara su reglamento.
“Sin embargo, estamos en 2011 y aún no tenemos ese reglamento”.
Problemas de repatriación
Bernardo Vega destacó que el país nunca ha aprendido cómo deportar a los haitianos en forma civilizada, “porque no existe ningún entrenamiento para eso”.
Planteó que la Dirección General de Migración es la institución que por Ley debe llevar a cabo esa política, pero tiene muy poco presupuesto y personal no especializado para esos fines.
“Quienes físicamente hacen esa labor de repatriación son los militares y en ninguna parte dice que las Fuerzas Armadas es la encargada de manejar ese proceso y tampoco los entrenan para eso”, aclaró.
Destacó que la migración haitiana aumentó hacia el país en el año 1986, al caer la dictadura haitiana de Jean Claude Duvalier, y en ese momento es cuándo surge el uso de la mano de obra haitiana, además del corte de caña, en la producción de café, cacao, tabaco, y turismo.

2) The Dominican Government HAS to get away from corruption and implement a CONSISTENT border control law, policy, plan and objective. Randomly rounding up Haitians in the back of trucks every 4 weeks is nothing but an act aimed to appease a very frustrated public. And their lack of process further provokes examinations by the International Community.
3) Haitians have to make more of an effort to be as harmless, peaceful and 'invisible' as possible, because the bad acts of a few give all of them a bad name in a place they were never really welcomed to begin with.
4) People need to show respect and not think they are better than anybody else
It amazes me that in all your many years of experience, you have yet to deduce that negativity and hate only produce more destruction. I shudder to think what society will be like in 20 years when our elders and older ones themselves are embracing negativity, bias and prejudice. What will they be teaching the next generation - hate?? I certainly hope and pray that is not the case.

Bernard, it seems that Carmen has gotten under your skin again. She has never been to Haiti to see how many Dominicans like hanging around Haiti. We have Dominicans in businesses of all kinds and we have Dominicans who work for Haitians there. I was shocked before the earthquake when I visited the jail in Haiti with a lawyer friend and he was defending several Dominicans who were in the jail for months.
