Santo Domingo.- A study  of the United Nations Program for Development (UNPD) found deficient services in nine provinces, and that those along the border with Haiti are stigmatized by the disdain of the capital’s inhabitants.

The data come from the draft prepared with the collaboration with the Chamber of Deputies and members of Civil Society, to analyze the situation of human development in San Juan de la Maguana, Elías Piña, Dajabón, Montecristi, Valverde, San José de Ocoa, San Cristóbal and Peravia.

A dialogue on the development of those provinces began last night, titled “Human Development, a question of power,” which also demonstrated the strong territorial differences within the Dominican Republic.

The information gathered in 32 reports revealed common problems in all those jurisdictions, such as a deficit of trained personnel in the areas of health, education, violence in schools, with children as witnesses and victims of physical and verbal violence.

“In the provinces the woman is doubly discriminated and submitted to sexist and patriarchal relations. Ignorance of the municipalities’ law in the city councils, lack of transparency and participation in municipal management,” one of the drafts said.

UNPD coordinator Valerie Juliand said the study aims  to create a space for analysis and reflection, an exercise that allows to construct the focus on human development in the country

The first University, the first Hospital, the first Cathedral, the location that was used as "Headquarters" to concquer the rest of the Americas

Why is it that the first European settlement in the New World is so far behind?

The countryside -- including these boarder provinces -- has not changed much over the last 40 years, while Santo Domingo and Santiago and a few other large cities and tourist areas have changed (modernized and grown) tremendously.

The US, Canada and many European nations have had relatively successful, sustainable democracies precisely because of a more equitable redistribution of wealth and well established, highly effective social programs for its people. Whereas in LA it is a constant struggle between the haves and the have nots. Then they wonder why the likes of an Hugo Chavez, Fidel Castro, Evo Morales, Daniel Ortega and leftist sympathizer Rafael Correa end up in highly influential, quite powerful positions of leadership.

Guille ,it is not all uneven distribution,if you give a moron $100.00 he will blow it away while a more intelligent man will use it wisely. Haiti has had billions poured into it with nothing to show while other nations do alot more with the money ,likewise Santiago La Vega and Moca do alot for themselves because the people are more entrepreneurial .The government in Santo Domingo basically focuses on the Capital leaving the provinces to fend for themselves until election time comes around.

This happens when you have a centralized government ,where all the provincial activities are centralized gvt dependant. You don't see Governmental elections in any provinces. It is not diferent from Trujillo's time, when he used to appoint the senators & provincial governors as well. These persons had nothing to do with the provinces and were not even born there, therefore did not give a damm and were not commited.That applies to all the appointed positions, and comes from the capital Sto Dgo.This is done to control the country. just to show you, they are far from democracy ! Same applies to the tax collectors. It all gets send to Sto Dgo and nothing stays in the municipalities for capital improvements. In my oppinion the central gvt does not trust the AYUNTAMIENTOS with their taxed money and judge them all by themselves,corrupted and spoiled

I would say the mistrust comes from the COLONIAL days ,the appointments are done thru the King in this case is LF,who wanted his wife QUEEN
